As long as you have done research (ie: can list what pages you have looked at) a call won't make you look dumb. If anything, the Acceptance Office won't even know you called.

No. I don't think we've got the death penalty left in Europe. And it certainly wouldn't be execution by hugging if it was.
 
What's the purpose of diner lingo? It doesn't seem more efficient than outright stating the order. And I don't think it's done for "fun". Is it less ambiguous? Something else?

Are they? I think I know where Switzerland is. Where's Swissland? To be honest I'd never heard of it till you mentioned it.

First off, don't go to Weather.com, blech


Instead, this is what I use:

Current: When dealing with hurricanes, its always best to go directly to the government site, at weather.gov, they have the most accurate forecasts as well as all the information you need. Here is the National Hurricane Center's site.

If you want a bit more detail in your forecasts, also ones that a bit more long term, Jeff Master's blog at Wunderground is very good. He goes into a decent amount of detail, usually once a day when the season is active, about all hurricane's, possible hurricane's, and future forecasts.

Now, if you want an even more detailed blog, I heartily recommend Levi Cowen's blog/site Tropical Tidbits. He goes into great (but not so much that a layman wouldn't understand) detail as to why things are happening, and all possibilities. He does this in video and text format, and his videos are usually much more informative as you get the visual models of the hurricanes, and their tracks to aid and explain his reasoning in the text. Also his videos are usually about 10 minutes long each, so you can get your hurricane forecasts without having to sacrifice too much time. He isn't as active during season lulls as Jeff Masters, but when there's activity, he does daily updates. Once again, I heartily recommend him, this is where I go when there's activity.

If you want historical tracks, or something of that like, Wikipedia is very good. Just search whatever hurricane, or hurricane season you want and Wikipedia gives a very good digest of it.
