Is life supposed to be taken seriously, or is life about having fun?

One should seriously
  • either take life as one huge joke, or
  • pretend to take it very seriously, or
  • both.

(Meanwhile laughing one's head off. But very quietly and while no one is looking. But above all, have fun and be friendly with everyone.)

Perhaps because of TV consoles?

Period before or after quotation marks?

"That's rather small." she commented

Or "That's rather small ". she commented

I would probably write it:

"That's rather small," she commented.

I was always taught that pretty much all punctuation goes inside the quotation marks.

But it is a thing that varies between people and regions (Britain tends towards punctuation outside while North America tends to put the punctuation inside). And considering how much quotation marks can vary in other languages, I wouldn't even want to guess what anyone else does.

"That's quite a small cake," he drawled.

"Too small for your blood, Mister Suave?" sneered the other.

I like to only put it on the inside if it's part of the quote.

It means that you cannot apply reason to faith and expect to understand it, but if you have faith ["in god" implied], you will experience miracles. Miracles being events that also cannot be explained rationally.

So you require an irrational belief to witness the irrational?
To believe that miracles can happen, you do need to accept that irrational beliefs can be true.

If you believe that truth can only be found through some rational process, you won't find miracles happening in your life. People who have "faith" allow that truth can be found outside of reason.
