Constitution of Kingdom of China:

Part 1: The government

1) China is the nation state and homeland to all Chinese people.

2) The government of China is constitutional monarchy.

Part 2: Liberties of the citizens

3) The citizens have the right of free speech and the right to vote.

4) The citizens have the right to have private property.

5) The citizens have the right to be equal.

6) The citizens have the right to be educated.

7) The citizens have the right to be elected and represent their nation iin the parliament.

8) The citizens have the right to stand in trial and bring evidence to prove if they are innocent.

Part 3: The King

9) The king is holy and irresponsible for his actions.

10) All orders of the King to become official must be signed by the responsible minister of the government.

11) The king has the right to dissolve the parliament and declare elections.

12) The king will appoint the prime minister.

Part 4: Succession to the throne

13) The king will choose who will be his successor.

14) If the king doesn't chose a successor, his eldest so will become king.

15) If he doesn't has a son, his daughter will become Queen.

16) If he doesn't has child's, his brother will become king.

17) If he doesn't has any children or brothers, then his sister will become Queen.

18) If none of this conditions are met, then China is proclaimed a republic and the powers of the king will be given to an elected president of the republic.

19) If the successor is under the age of 20, then three viceroys will rule in his name until he or her become 20 years old.

Part 5: The senate

20) The senate is elected by the people to serve the people.

21) A prime minister must have a vote of confidence by the senate, or he will have to proclaim elections.

22) Every act of the government must pass by the senate. To pass a bill in the senate, it must have the majority of the senators to vote for it.

Part 6: Justice

23) Justice and all courts are independent.

24) The largest sentence is the 90 years sentence.

Part 7: Government

25) The prime minister is appointed by the king.

26) The prime minister appoints his ministers.

27) The ministers are:

a) Minister of Economy.

b) Foreign minister.

c) Minister of farming.

d) Minister of culture.

e) Minister of internal policy.

28) An order of the king to become official, it must be signed by a minister of the government.

29) Since the orders of the king to become official must be signed by a minister, the government has the responsibility for the kings actions and laws.

Part 7: Nukes

30) At least one nuke must be built every year.

31) Nukes cant be used, except if China is attacked with nukes by an enemy nation.

32) If a nation nukes China, China has the right to nuke that nation, but only with one nuke for every nuke fired.

Part 8: War

33) In order a war to begin the king must approve it, and it must be passed by the senate.

34) China can annex all but five provinces of the enemy nation.

35) If an enemy nation doesn't surrenders, it will be occupied and five provinces will become a free nation state under Chinese protection.

Siberia is pleased for peace between China and Hawaii. Although peace has been restored, Siberia is upset at Hawaii's take on the war and their reason behind the war from the leaked conversations held behind closed doors. Therefore, even though this is an action that the government had a really hard time debating on, The Siberian government cancels political and economic ties with Hawaii, until Hawaii learns to do what is right for the good of the world before it's own selfish matters. Now we know that Hawaii has justifiable acts in declaring war against China, but it is not acceptable how Hawaii handled the situation and what the reasons, the true reasons for attacking China. The Siberian government is also troubled with the fact that the Hawaiian government has NO MORALS when it comes to war. Yeah, it's war, civvies are going to die, but when you retaliate with 3 nukes at a country that only fired one (and not to mention that the nuke that was fired was shot in mid air) is just a crazy thought to the people in the Siberian government. We are still holding our embargo on China until it makes peace with India.

And on top of that, it states in his Constitution that he must AT LEAST build one nuke every year. Even though the treaty says that you can not build any more nukes IIRC (correct me if I'm wrong on that).
He should be forbidden to build ANY nukes.
 
The treaty doesn't forbids any nukes, but it makes clear that he cannot fire a nuke first, and if he's nuked, he can fire as many nukes back as was fired at him, every nuke he sends more than that will net him 3 nukes from LH for each nuke over it

Then that just shows that he can still launch nukes without violating the treaty. If it were me making the treaty, I would forbid him from building any nukes at all, as well as deactivating all the nukes he currently has. And if he does fire nukes, then he can be met with full force from anybody.
 
That's the whole point of that part of the treaty. So he can defend himself if he's nuked.

The currect treaty on nukes is: You may not fire first. You can do eye for an eye with nukes, but if you fire more than what your opponent fired at you, LH will create a large, china-formed crater

Aren't you forgetting something? Oh yeah. How about the millions of Chinese civvies living there? Although it may not seem like it to you, but they are innocent people and would you want to kill innocents to solve a dispute that could easily be solved through diplomacy? I end this with a quote from Gandhi: "An eye for an eye only ends up making the whole world blind."
 
Diplomacy? If China betrays this treaty, diplomacy will have unilaterally failed TWICE due to China's actions. I hope the Chinese won't force me to execute PHOENIX, but I don't make empty threats. I've stretched enough by forgiving him his one betrayal and backstabbing. If he does it again, there can never be any peace between Hawai'i and China until one of us is dead.
