e: we aren't really sure how the exact mechanics of espionage work. For all we could know, its that that civ who told Wu is the only civ with spies (thanks to being way ahead of everyone else in tech) and it doesn't take Gandhi to put 2 + 2 to get 5.

I thought that when the first person entered Renaissance, everyone got a spy. Therefore, it's impossible for only one civ to have spies.

Everyone gets spies at the start of each era, from when the first person enters Rennaisance. I think. Which would mean if the case was right then it would be possible for only one spy civ

Does it mean backward civs can have more spies if it has not reached the classiscal age before someone reached Rennaisance?
 
I think it's safe to assume that you only get new spies for reaching new eras in which spies are available (e.g., post-Renaissance).

Perhaps each spy is unlocked for everyone whenever someone first reaches the latest era?

Since spies are unlocked for everyone when the first person hits Renaissance, that would be a logical step from there, as they don't seem to be tying espionage to your own personal tech progress.
 
Police Station... What was wrong with the Civ IV counterintelligence buildings? Hopefully that is just GameSpy naming a building by the looks.

Still doesn't explain X civ knowing you told Y civ.
 
With all those new threads, I'm losing track of where what info is. Anyone wants to summarize every bit of information?

Will see if it's required somewhere (on a quick glance I could not see anything obvious which is a) new and b) would need excessive translation, but I have not looked at everything in detail).
