As I can see it, this is turn 204 (assuming normal speed) and China conquered Shillong to get into Northern India. That is at least unusual I think.

However, if they founded Shillong for that purpose, then I'd say yes it's a trick that the AI souldn't be expected to pull off.

Now, about the AI being unexpected stubborn:

While he has been marked as unstable very often in my game, he always stabilized again.
Having won the Historical and Religious Victory as Persia, I'm still waiting for Hannibal to bite the dust. The moment might come soon, because the Moors collapsed this turn (~1740 AD) and once they respawn as Morocco...

Wow, usually whenever I see Carthage survive the classical era, they do so as some backwater with a couple of unproductive cities. But that is a decent empire!
 
I was playing Argentina on Paragon/Marathon difficulty and was on a good way (UHV 1 done) to complete UHV 2 and 3. But then Russia achieved a Domination Victory!

Carthage was destroyed in 1817.
As expected, the Moors respawned and for some reason snatched away the ancient Carthagian capital Qart-Hadasht (a place where they never had claim to be in the game.) Carthage actually held out for five more rounds, because they demanded their capital back in a Congress in that same round, and got their claim. Still, they were already Unstable from their overreach into the Malinese domain. Too bad.

No, actually the most recent version. I have no idea how he managed to do it.
