That would be shocking, I don't think I've ever seen the AI spread culture with espionage in my like 8000 hours playing this game...
 
It's a bit odd. If you happen to have a save right before this congress occurs, I might be able to look into it. It's a bit difficult, because if too many actions happen before the congress occurs the RNG will likely produce different results and we won't see it again.

I believe I have this auto save still, when I have access to my computer again I will see if I can send you the turn. I had voted yes on the request as a lark because I found the idea humorous, but I didn't actually think the others would go along with it. :)
 
I doubt it, Spain was a superpower for most of the game and has never collapsed or anything. I'm pretty sure Sweden has never been anywhere near Santiago.
Besides the indigenous people, Southern Chile is super white, definitely some Swedish communities down there.
 
Leo, here's the save(s). Funnily enough, I think I found a bug; loading an autosave on the same turn that a congress occurs seems to cancel it. Therefore I will provide the previous autosave if that's of any use. The January autosave is the closest working save I can get you to the congress, the July save is if you want to see what happens when you load an autosave on a congress turn.

They have contested territory in France, Scotland, Russia, and Italy, but none in Iberia. As far as I know some Viking crusaders stopped by in Santiago but didn't settle or conquer the area, at least not in significant numbers.

Anyways, don't they just need to have owned the city at any point in the past to claim it in a congress? Not hard to imagine AI Vikings taking Santiago, although I've never seen it personally.
 
No, you can also claim cities you've never owned before, but previously owned cities are more likely to be claimed and more likely to be approved.
 
With Palace of Nations, I was able to take all the formerly Tamil cities from the English as Japan, just by having a nearby settlement. That was four cities in four successive congresses. :crazyeye:

So, we have not fully excluded a potential motive with a possible one-turn Viking raid. If Sweden then got the Palace of Nations, they also had the means to enforce their vague claim.

Fixed the autosave bug, that was pretty annoying.

As for Santiago, turns out that the Vikings in fact did own the city previously (13th century), which gave them a claim on it. As you can tell in the update notes, I tuned this factor a bit to very slowly decrease with time so ancient claims aren't that important. I could never get a majority to agree with their claims in my attempts though, so your situation was still quite a fluke.

Also, those two saves were responsible for all the other congress fixes in the recent updates as well, I noticed a ton of unrelated issues while debugging this one. So thanks.
