Venice seconds this. War only hurts trade.
Venetian Points:
1: All nations' internal sovereignty is to be fully respected. The internal policy of a nation is included
2: spheres of influence will never be recognized, and therefor is not a valid cause beli for war.
3: The UN will respect the economic policies of all nations.
4: Its only duty is to negotiate ends to a war, and if negotiations end, assemble a peacekeeping force to end it. Civil wars do not count.
5: Civil wars can only be intervened in if the rebelling side has the support of 70% of all UN nations.
6: If said Civil War is a war for independence on one side, once 60% of UN nations recognize it, the UN is allowed to send a Peacekeeping force to liberate them.
With regards to points 5 and 6: Since intervening in a civil war is in violation of that state's sovereignty, the UN should have no right to intervene.
The Philip Pines propose the following ideals to be met by the United Nations (we will not discuss the structure here):
The sole duty of the United Nations shall be to preserve the sovereignty of recognized independent states. The definition of a state's sovereign territory is land that is rightfully within their actual borders not any land to be claimed in the future (i.e. sphere of influence). The UN can only intervene if a state's sovereignty is violated and can use the following tools:
1. economic sanctions
2. expeditionary force (to expel an invader)
3. peacekeepers (to prevent war between states)
The tool used should be proportional to the event. Any event within a state's borders, even if it is genocide or rebellion, is outside the purview of the United Nations.
