Cristóbal Guerrero, Minister of Transportation, made sure the trains ran on time. Lately, his crusade against delay has largely been on the former country of Cuba. Guerrero disembarked from the train. The heavyset Dominican had one of the three government cars to himself. True to form, the quality of his afternoon meal was average. The Politburo back in Haiti determined that chefs and valuable, delicious ingredients, were to be reserved for restaurants. It costs one Hour to eat in nearly any restaurant in Cuba, regardless of the meal (extra portions, however, do increase the Hours). However, this doesn't mean people don't pay a quarter hour or two extra to make sure the meal arrives more equal than usual.

But it wouldn't matter how many Hours changed hands on this trip, because the chef simply lacked the tools.

Guerrero shuffled into Havana and got into the carriage waiting for him outside the depot. The carriage took him into the heart of Havana. The roads here were cobbled and poor, and the storefronts very uniformed with only personal touches helping distinguish one shoemaker from another. The personal touches are paid for by the "skill" wage paid to the shoemakers, as well as other craft jobs.

The Skill Wage is a contentious issue. Every person in the country that works is paid in a currency called Hours, with one Hour being equal to one Hour's work, which can be subdivided into Minutes, Quarter Hours, Half Hours, etc. Now, to take the shoemakers as an example, the hardliners believe that the government should only issue an amount of rations equal to the the needs of the shoemaker. The shoemaker, they say, should have enough material to create his average number of shoes (adjusted by the month, not year, not anymore at least) and an extra amount that is capable of feeding himself and any legally recognized dependent. If a woman has no husband and three children, she would receive extra Hours for her three children dependent on them going to school. However, if that woman is unionized with a man, her extra Hours are halved, as the other half would be added to his income.

The Skill Wage is a "bonus" given to skilled workers. Many factory jobs used to only require pressing of buttons or, more likely, dangerous and repetitive work, but there has been a drive since the formation of the PRC for safer working conditions and safety regulations, which also led to a higher-than-usual mechanization of Caribbean industry.

Well, at first.

The Skill Wage use to only apply to skilled work and professional work, such as bureaucrats and doctors. Usually, the Skill Wage is an extra 5 to 20% extra Hours on top of the ration Hours. As time went on, the system because a tool by the government to promote "pop promotion and demotion". For instance, when the government needs more doctors, it will increase the skill wage for health-related professors and teachers.

The moderates suggest that the Skill Wage also promotes Caribbean culture and keeps people competitive, something the hardliners are deadly against, at least for the latter point.

Guerrero figured himself a supporter of the Skill Wage, but the system does need reformed. With more and more factory workers being put on the street, the regional governments have been reporting higher number of "public work" programs which, in reality, exist to keep the hordes of angry jobless people off the street. However, some of these public work programs offer skill wages despite there being so many men and women willing to work for just the base wage of one hour for one Hour.

More problematic is that some are turning a profit. One man, Roldán De La Fuente, is officially listed as unemployed, but is one of the hardest working men in the city according to the number of Hours under his belt. As a matter of fact, he seems to do the work of a hundred men every day! Fuente was once a government employee who saved up his skilled wage Hours. One day, he must've found out that the Citizen Importation System could be used to his advantage. Fuente would use his extra Hours and put an order in the CIS to import a handful of luxury goods. The luxury goods are only marked up a few Minutes for an Hour due to the CIS only being allowed to bring in enough to sustain itself and potentially expand if orders become heavier.

Fuente made the CIS rich however. Legally, Fuente couldn't sell the goods he had bought without a permit, something no government official would normally allow. So what does Fuente do? Applied to become a CIS Agent-in-the-Field, a position that until the day of his hiring in 1909, did not exist. As AitF, he could now sell those luxury goods to the populace and, because of the CIS's original rules, he could put the goods up with a further mark up in prices.

All his wages, of course, went to the CIS, who just happened to control his rationing and if he retained a large portion of his original Hours minus an amount the CIS deems "unnecessary", no one batted an eye. This went on for three years until the hardliners caught wind of it and started pressing for a purge of corruption within the CIS. Oh the arguments and the lack of action other than moving Fuente to a new department subject to rules everybody else has to follow.

Guerrero noticed that Fuente was allowed to keep his "ill-gained" Hours.

The carriage pulled up to the Ministry of the Interior Building in Central Havana, which also housed his beloved Ministry of Transportation. He got out and the carriage driver gave a theatrical cough and held out a hand. Guerrero sighed and tipped the driver twenty Minutes, and the driver bowed his head and drove away.

No one may be starving in the Caribbean anymore, Guerrero thought, but that still doesn't mean all men are eating the same meal at dinner time. And with that, he rushed to the cafeteria.

Here we see a major justification, but not cause, of war. The monarchist power that is Sicily is using nationalism and religion as justification for imperialism. However, what does the soldiers in such a war gain? Truly, you workers, the lifeblood of your countries, don't wish to export the horrendous inequality that is your political and economic system to the Papal States.

Then we have the people of the Papal States who can't put a finger on the improvements that gain from Sicily, the same way they can't see the light at the end of the tunnel in regards to the direction the Papal States is taken. Wars have been waged on the peninsula with petty nationalism and religion as justifications, but the only just war is a war intended to overthrow the aristocrats, capitalists, and clergy that seek to keep you subjugated and mesmerized.

Fight and kill for your family and your fellow worker regardless of nationality, ethnicity, or creed, but don't fight and kill for a monarch who will gladly throw your lives away in the name of nationalism and imperialism.

Ah yes, the PRC is very familiar with "constitutional" monarchies. The only difference between a constitutional democracy and a presidential dictatorship is naming conventions.

The PRC does not need elections. As per standard, democracy is simply a transitional state between corrupted states like Sicily and proper, socialist states, like the PRC.

Again, the only reason for your "justified" war is that the king wants more land and the nobles want more money, unless we're to believe your members of parliament are all elected our from the working class and not the gentry.

Therefore, points are missed and we do note that your stated reasons for the war, namely nationalism and religion, are both flawed and lies in order to hide the real reason, which is the obtainment of wealth and destruction of the lower class.

The difference is night and day. Every Sicilian official message drips with violence and thoughts of violence instead of anything constructive or productive.
 
The people elect the Parliament. And there are no Nobles. We are a modern state. Unlike you, who are an absolute monarchy in all but name. And the war is not to take land, but to free the Italians living in the Papal States. They are our brothers and must be freed.
 
August 26th, 1912

Booker T. Washington rode in his carriage. He was going to a late night meeting with the Director of War regarding the General Reconnaissance Unit's use of troops for domestic policing. With him in the carriage was the Unit Director, John Callahan. The trip would take several hours; the headquarters of the Directorate of War was not located in the capital, but rather in a nearby city. It was getting dark. Problems and delays in the city had lead the two men to leave later than they had originally intended.

"Booker, I'm telling you, we're doing the right thing. We cannot allow the paramilitaries to organize further, and in doing that, we need to take measures that some might consider distasteful."

"John, now that the Freedom Party has been legalized, we cannot allow you to break up their meetings like that. Besides, remember our talk last month? I told you I'd be introducing legislation to reduce the GRU's powers, and make them more open and transparent. I gave you advance warning once already and you didn't pay it any heed; John, you need to halt operations like this so that the hammer doesn't come down too hard on your heads when it falls."

"Booker, I know what you said. But ever since the Freedom Party was allowed to openly operate, the paramilitaries' recruiting efforts have kicked into high gear. We've broken up more plots in the last month than we did in the year before it. I want you to see why you need us, and if you don't, then I want to make sure that we take as many of the paramilitaries with us as we can."

Booker T. Washington's words were cut off by an explosion. "What the devil?"

John Callahan silenced him, and called out to the driver. Before the driver could answer, a gunshot was heard.

"Oh Christ."

"What's going on, John?"

John Callahan drew a revolver from inside his coat. He took a deep breath and spoke calmly. "We're under attack, Booker. Stay down, I'm going to poke outside."

He exited the carriage with his revolver drawn, keeping a low profile. He tried to predict where the ambushers would be hiding, drawing on his experience from what felt like a lifetime ago, when he was on the wrong side of the law. Before the Martian Invasion. Keeping low, he tried to pinpoint where the gunfire had come from. Nothing happened. He picked himself up and tried to see to the other side.

Immediately another crack of gunfire sounded, and he dropped back down.

"Blast, they have us pinned down." He looked around again, this time trying to find a place that the pair of them could flee to. Nothing. He got back in the carriage and got low.

"Well Booker. All we can do is buckle down here and hope there's five or less of them."

"Five?"

"That's how many bullets I have in my revolver. If they've got more men than that... well. Booker, its been an honor to serve under you."

He could hear men approaching the carriage.

"Its been an honor to know you, John."

The Undiscovered Country

After decades of war and bitter fighting peace finally reigns in China. Canton has made peace with the Loyalists after a communist march and strike left the country's economy in dire straits.
Now that the peace has been formally agreed upon this opens up new opportunities to China. Even now the faction calling themselves the nationalists have begun to spread their ideas of a unified China.

New Technologies, New Ideas

Four major developments in technology have been made in the past year the first of which was by an Icelandic inventor who developed a new method of ship propulsion using steam turbines. Now adopted by the Icelandic Navy this makes their ships unparalleled in speed. A new class of battleship is emerging from this discovery. Analysts suggest it could be the start of a naval arms race.
In Birmingham a young clerk found a way to adapt typewriters for electric operation. This has allowed for speedier typography and is being used by the authorities to increase output of pro-government literature.
A new type of bolt being called the Stem bolt has been invented in Istanbul, this will allow for better construction of factories in the future and is well suited for the cramped conditions of Istanbul.
German dye production techniques continue to be the best in the world and they have also continued to refine their steel production and techniques for making other goods.

India fears the Communist

Communist rebellions in Madras, Assam and Orissa have disrupted the tea trade causing a major price increase. Socialism seems to be gathering increased traction there, it seems Ceylon won't be long as the only Socialist state in the Subcontinent.

The Afl Draft System

Iceland has made great efforts to ensure that its tiny manpower pool does not go to waste by introducing a draft system however unintended consequences included a crash of the Icelandic producing sector as all the skilled young laborers were taken by the draft. Further repercussions are expected especially to the development of the future academia.

Advise from the GM: RP greatly increases the chance of success of any action. War plans, though not always viable with a small leadership pool could still be more that "Invade X with Everything". Also remember that you can invest into a technology that has already been invented in order to speed up diffusion and you can also invest into internal espionage to see how many turns it will be until a tech diffuses to you.

Suddenly last month a number of distilleries stopped work. A number of technical faults that weren't expensive or massively damaging but just took time to repair were found. Later a secret demand to the government was made. The message was clear. The Government would allow this group to siphon off a small amount of Cuban products and in exchange there would be no more "Accidents".

Icelandic General Education Bill of 1912

Furthermore, as an unintended consequence of the Afl Draft System, much of our Empire's skilled labor has been conscripted into His Majesty's Armed Forces. As such, by Royal Decree, a plan has been outlined to give public education and work skills to adolescent Icelandics, to give them skills that will be useful in His Majesty's workforce.

Part I.

Using funds allocated from the Royal Treasury, a Department of Education is to be established, based in the capital city of Reykjavik with outlying offices in Copenhagen, Aalborg, Oslo, Dublin, and Edinburgh. The DoE will oversee a budget, curriculum, hire workers, and generally maintain a public education system. The first Head of the Department of Education has already been picked, Sir Adole Jensen of Jutland, and will assume office as soon as this bill has passed through Parliament.

Part II

The goal of this bill is to ensure that young Icelandics are trained in valuable skills that they will use before and after their mandatory military service. Education will start with Primary School at age 7 and continue until age 10, during which time they will become literate and learn the basics of arithmetic.
After finishing Primary School, Icelandic children will be offered the opportunity to continue on to Secondary School, which will make them exempt from mandatory military service in exchange for 5 years of skilled work in a location of the government's choice, or mandatory military service and then going directly into the workforce.

The bodies were discovered early the next day. Callahan had been quickly buried in a shallow grave. The First Director of the Confederate Syndicates was found dangling from a nearby tree.

The effects were felt immediately. The leader of the Populist Party and Second Councilor, William Jennings Bryan, became the new First Councilor. Booker T. Washington had been a respected leader, and had managed to be all things to all people. Bryan, however, immediately came under attack. The radical wings of the Syndicalist Party, who had hesitated to go after Washington, had no qualms about hounding Bryan's administration.

Vengeance was demanded. The bill restricting the GRU's authority, never finished by Washington, was quietly shelved. Instead, in the days after the assassination, the GRU became more powerful. No one doubted the necessity of the GRU's actions.

On August 30th, this was confirmed with the passage of the Suppression of Reactionary Opposition Act. The GRU was given even wider powers, and allowed to operate carte blanche within the territory of the Confederate Syndicates until the repeal of the Act.

Immediately, the GRU went to work. On the first day, a huge proportion of the Red Army was commandeered and sent to occupy large swathes of the deep South. Douglassburg and the surrounding areas were placed under martial law.

On the second day, agents broke into the offices of every branch of the recently legalized Freedom Party, and stole the membership rolls.

On the third day, the seven men responsible for the assassination were caught, arrested, and taken in by the GRU. No one knows what happened to them afterward.

On the fourth day, the GRU acted upon the membership rolls, and proceeded to begin the arrest of every registered member of the Freedom Party. This includes bursting into the Legislature during a session and taking a dozen Councilors into custody.

On the dawn of the fifth day, an agent of the GRU was murdered in a small Alabama town about twenty miles from Montgomery. When the townspeople refused to surrender the perpetrator, the GRU responded by calling an artillery strike upon the town.

On the sixth day, the people arrested upon the fourth day were sorted. Those considered to be an active threat were executed. The rest were thrown into a series of repurposed prisons.

On the seventh day, the GRU rested.

It continued the next day.

26th February 1913

The SS Atlas, a passenger ship doing the Caribbean rounds leaves Panama for Veracruz. Estimated date of arrival is the 1st of March. After reaching Veracruz the ship will be bound for New Orleans, reaching it on the 3rd of March and then to Havana which will be reached late at night on the 5th. Its journey then goes to Port au Prince reaching it on the 8th and then down through the Lesser Antilles before reaching Maracaibo where it will be left for renovations.

Fare on the boat is in Sterling or local equivalent at eight pounds sixpence between each port of the major ports and four pounds two shillings for the Antilles ports.

This phase of event responses ends tomorrow morning as soon as I get to my computer.

New Orleans will likely be tomorrow night. Havana on Monday Morning, Port au Prince Monday evening.
