Afl Draft System
Under the Afl Draft System, every male that reaches 16 years of age and is physically capable will serve 2 years in the Icelandic Armed Forces (but will not receive the majority of military benefits such as healthcare or a pension unless they serve another 2+ years), receiving training, rank, etc. Every Icelandic female who reaches 18 years of age and is physically capable and willing may also join a Woman's Brigade, the Medical Corps, or the Signal Corps.
Under the Afl System, recruitment centers are to be opened all over the empire and every person born in the empire will have a copy of their birth certificate filed away, to be recalled on the date of their birth so that a notice of recruitment may be sent to them, with orders to muster at the nearest recruitment station.

Each of these centers will have several outlying centers in towns surrounding them as well. This list does not include colonial stations, which recruit volunteers only into militia brigades to defend the colonial interior in Africa.
Under the Afl system, troops – specifically land-based troops – will be drilled and trained hard, with instructors and trainers being present to help turn the average Icelandic infantryman into an above average soldier. Iron discipline and individual competency, combined with squads with independent action and combined firepower doctrine will define the soldiers enlisted under the Afl system.
Icelandic Military Doctrine
The Icelandic military's doctrine is based around squad based tactics, artillery, and quality over quantity. The army is broken down into smaller and smaller groups, eventually reaching the squad; a single squad is made up of 14 soldiers and an NCO. Icelandic battles come down to squad based tactics, with each squad acting autonomously from another. Squad movement is fluid, with them building up into large stacks to deal with threats and then dispersing to cover more territory as needed; adaptivity and resilience are the most important things in the Icelandic Army.
The other key factor is artillery, both land and naval based. Due to low manpower, keeping casualties to a minimum is of vital importance, and thus softening targets with artillery barrages makes life easier on Icelandic troops. Both mortars and stationary guns are ever present in the army, both being found in abundance; but the true key to Icelandic artillery prowess is in the navy. Naval dominance, and subsequent naval bombardment, have won many engagements for the Icelandic military, and its ability to reduce fortifications to dust while remaining mobile make them key to the Icelandic army's doctrine.
The squad-based army is focused around forcing the soldiers to make emotional bonds between them and their comrades, the idea behind it to make them willing to go above and beyond the call of duty to protect their friends and brothers in arms. Squads are extremely tight-knit and very rarely broken up; they are either transferred to a new location as a whole, or not moved at all, to preserve those bonds.
