For the most part, Karkota ruled Kashmir - this empire is very much like Hemu & Sur Empires, it lasted mostly for the reign of one leader, and went down after his death. That's 3 turns till 760 AD. Kabul Shahi, Gurjara-Pratihara, Rashtrakuras, Pala Empire - look these up, they were longer lasting and/or bigger, ruled in India up to 10th c. yet I also didn't add them... there's no point in filling the whole continent with them just so they collapse in 100-150 years. You'd need a different, Indian mod, which starts earlier.
For the tripe hills area itself, I can be convinced to open it, I just feel it's a waste of resources in the current scale. It's not just Kashmir that has been "whitewashed" this way - see Bulgaria, Northern Caucasus, Karakhitan part of Transoxiania, other parts of Himalayas, Southern India and most of Arabian Peninsula. There's little point of putting cities there. There is no Issyk Kul and the small strip of Karakhanid area is filled with mountains & steppes precisely because it's edge of the map and it's not supposed to be settled.
Saffarid empire - it lasted for about 30 years, then collapsed and and was confined to Sistan. Try Ilkhanate, Ziyarids, Kara-khitans, Shirvan, Kartids, Artuqids, Danishmends, Burids, Qarmatians, Jalayrids, Muzzafarids, Chobaids, Injuins, Sardabars... you see where it's going

Jalayrids and Ziyards could be potentially interesting but to quote Saint-Exupery: "A designer knows he has achieved perfection not when there is nothing left to add, but when there is nothing left to take away."
