(Interestingly, some scholars allow for the possibility of a "constitutional dictator", in which the dictator wields unmoderated personal power, but within a constitutional framework. Generally, this is a temporary phenomenon, existing during a particular crisis or emergency- an extreme form of the sort of extraordinary powers wielded by, e.g. Lincoln during the Civil War - but some argue that it can become a stable form of government in its own right.)
Very generous of them to "allow for the possibility" of the original meaning of the word "dictator".
 
Am I legally required to write 'forward to new address' on mail I receive that's meant for the previous tenant? If so, how long do I have to do it?

I have been forwarding non-junk mail for two months now and I'm pretty sure the previous tenants moved back to China (not that that matters I guess). Anyways, I still receive more for them than I do for myself and it'd be nice to not worry about whether or not I have a pen to write that on letters every time I get the mail. Plus, I get packages addressed to them (I think they have a monthly subscription to a new scents service or something) as well as mail.

Obviously, they haven't left a forwarding address with the post office or officially changed their address. I also am a nice person and I don't want them to go without their mail...but am I still going to have to do this in 6months? 2 years? Am I legally required to forward stuff? I legally can't open it so I guess so....
 
"return to sender" if you don't know their new address or don't want to continue doing their job that they should have done by filling out a change of address form at the post office.
 
To people living in Spain, and especially those relatively near Valencia:

How famous is Festival Internacional de Cine de Valencia? Does it attract a lot of crowd? Is it broadcasted?

That's your call. I have this thing in the kitchen called a trash can that I'd probably start using after a reasonable period of time.

I just wrote NLATA ("No Longer Living At This Address") on letters and posted them straight back.

Which is more or less what I am doing. We get more mail not for us than for us and it is not letting up. I wish I could get the post office to stop it. I also realized today that when yoy do the correct thing when you move and leave a forwarding address with the post office, they will forward mail for 2 months max. But if you are a douche and dont set up mail forwarding, it will get forwarded so long as the person who recieves it doesn't want to be on the hook for tampering with mail by throwing it away.
 
Registering a formal request at the post office to cease delivery for the previous residents didn't work? You probably would need to actually go in.
