The new update is 120 MB, which is substantially larger than the previous update. It can't just be reverting the Yongle intro change (which it's apparently not doing, anyway). Launcher nonsense?
I don't think they'd ship two vocal tracks, but they would definitely have differences in the intro text. For example, the French translation doesn't even bother with the "Let none speak ill of you." bit.

Anyone else on MAC notice that you cant get the 1.0.12.31 update? Ive tried removing the game and reinstalling and it only installs 1.0.12.28. I play multiplayer sometimes with my PC and now I cant, very annoying.

Circling back to the point of CCP censorship, my worry is that if the team is so focused on commercialization in China, they may decide to heterosexualize him.
Clearly, the team takes great artistic license in their portrayal of any leader in Civ.
In any case, I think flirting would be very silly. Cleopatra already looks like a young New Yorker dress up for an Egyptian party night (same party Gilgamesh went to. They were out of Egyptian attire at the store). Having Ludwig flirt because "gay" just comes across as a silly stereotype.
On the other hand, looking at the pictures of him, it does seem like he his channelling his gayness as much as he can through his hairstyle, so I think they are going with that.
This is probably the first time when I'm against fancy hats. That hair is too good not to be the star of the show.
That's my fear as well. I think it's very likely he'll be carrying a book, but something else must make him more unique looking. It'll have to be the face because everything else in his attire is pretty close to Yongle.
Conspiracy: Firaxis knew it would likely be removed so it put that bit at the end of the sentence, and in such a way that it could easily be removed, hence why the bit looks like a somewhat disjointed appendix in the first place.

Well, yes. That's exactly how it works. Patching a game is a financial exercise, often determined by the holder of the purse strings, which is overwhelmingly the publisher and not Firaxis themselves. Political leverage comes on top of that, and Firaxis I very much doubt Firaxis get a say in it. Otherwise why design, prototype, implement, QA and release the thing in the first place?
Like, be mad that political pressure in another country can change a game for all countries, for sure. But don't try and gotcha the patch priority, because that's a completely separate problem with a completely separate person (well, company) to blame.

This immediate reaction shows that there are some levers that can cause game updates and it’s sad to know that the “Civ fanatics” are not one of those levers (or even creating a top quality product is a lever because Dido sat for at least a year with one of her abilities just straight up not working which is just not good).
Conversely, the “Civ fanatics” did get Tamar in the game so there’s definitely influence there (and thanks to all who did btw; I can’t imagine my life without the Georgian Classical music in it).

I get you, but there always will be. Especially with economic incentive. It's just how stuff works. I'd rather this change hadn't been made at all, nevermind the fact that it was presumably political pressure that made the change happen. I disagree with the change and the reason why it happened.
But it's a completely separate thing to our community, or fans in general, and their relationship with the developer (or publisher). Ultimately all we can do is vote with our wallets, and that tends to cancel games more than it does create pressure to change X or Y. Not that that isn't an important vote to have. It's just not the same thing as what happened here, is all.

I've compared the text and listened to the audio files from before the Hotfix and my current installation and I saw/heard no reversion back to the pre-Hotfix text/audio.
The small update yesterday didn't touch any of the game files that I could see. It looks to have been something Steam and/or cross-platform functionality related.
As a side note, the only other thing I noticed that changed with the Hotfix was that of a date in Wu Zetian's pedia entry - 683 to 684.
It's easy enough to revert the text. Someone who knows more about mods than I do can probably revert the audio, too, since we have the leaked version. Two caveats:
1. It might be hard to source the original text for all supported languages.
2. I'm not sure if a mod that includes the original voice recording is allowed on Steam (or elsewhere). It might violate copyright.

Besides what TheGrumpyBuddha already mentioned, there's also the matter that a considerable amount of minor issues emerged during Civ 6's cycle that were unresolved for months. This decision reveals the company has sufficient organizational flexibility to address such issues quickly but it chooses not to.
Furthermore, the drive towards profit doesn't mean that rational steps that actually maximise profits will be taken. Companies are managed by individuals which among other things suffer from the awful condition of being human, meaning fear, shortsightedness and incompetence are involved in the decision making process.
By itself this decision may seem minor. But the swiftness reveals a certain naive eagerness at the company. Are they blind to the whole debacle that has literally just occurred at Blizzard, which is seeing that company leave the Chinese market?
The Chinese market may be huge but it also rests on uncertain grounds. Such attitudes come at a cost, in this case in the form of an increase in wariness and distrust towards the company by consumers in safer markets.
