It barely passed. Still, no-fly zones might stop the bombing, but they didn't stop aggression in Bosnia or Iraq. I wonder why Tunisia and Egypt don't team up and go save the Republican forces?

Because the UN does not normally have the mandate of intervening in other nations purely internal affairs, such as a civil war, unless they threaten international peace. In this case I guess it is because just about everyone in the region wanted an intervention.
