Maintenance goes up a bit but so does trade route value, don't know how it pans out exactly but i doubt if it'll be significant.
Happy cap can be an issue especially in cities that have good tiles to work, working all good tiles and accomodating all the specs might not be possible. Rostov comes to mind, wouldn't be my first candidate for Sushi. But we can convert some farms to cottages around these specific cities. But in those coastal towns where we're working sea we can always downsize the city a bit by putting the sea tiles to specs, lose 2 commerce from those tiles. I also founded some marginal cities that suddenly look good with sushi. There is one reasonable site left that should be settled in the sw of the island but there's also room for iirc 3 barren coastal sites, these sites suddenly look profitable too with sushi.
Finally 1GM (trade mission otherwise?) and 15 execs (and 6 banks + wallstreet, don't bother with Wallstreet without shrines/corps usually so i count it as extra investment) is significant. Then again how else will we spend those hammers, some suggestions:
wealth - to get to eco sooner build hammer infra and go domination/space
military - to go for some conquest immed.
infra - espionage, the other infra like market/obs/banks can and should imo be whipped in now before the emancipation penalty becomes too steep.
Paradoxically Sushi would help enormously by using slavery to the hilt. I think you'd get back the invested hammers with interest. There's almost always a way to convert food surplusses.

. That's pretty nasty, maybe we should wait a bit with the switch but there probably comes a time when we need Lisbon for best production. We don't need that production right nown so i'd take it off queue for a moment since FP cuts down on maintenance significantly. If we go FS we can switch the palace back to the north of the island later, otherwise we may have to live with it as under buro the palace has to be in Lisbon.
