Political activists that in the past were attacked in a traditional manner are now targeted with EMW. Targeted Individuals (TI's) fit a common profile just like previous illegal programs. The new technology often leaves no obvious injuries so that driving TI's to suicide using EMW is plausibly deniable. If the traumatized TI's retaliate they are incarcerated, if they protest too vehemently they are forcibly institutionalized. The long term effect of non-ionizing radiation is often cancer, heart attack, or similar cause of death that is recorded as natural causes. Murder by heart attack, stroke, or cancer is plausibly deniable, and thus the perfect crime. Army intelligence (INSCOM) is committing crimes against humanity, the same criminal activity for which the WWII Allies executed Nazi scientists.
