In Germany it is not. I am not even aware of a single instance of some kind of dynasty. Certainly not regarding our prime ministers.It's common in every country
I suspect Germany is not that unique to be alone in this.
Japan always had a fishy democracy, as far as my understanding goes. The UK and the US are notorious for their self-contained upper elite circles in the developed Western World (to a lesser extend, so is France, mediated by its elite public universities). So yes, I'd expect something like that from those countries. Or from India. Not every country.
