I, Of course, Voted for the South East Asian Civ

If they want to do Indonesia again, and use a different leader from the Mahapahit Kingdom, then of course Tribhuwana Tunggadewi seemed like a clear choice, with her being a queen regent that appoint Gajah Mada as prime minister of the kingdom, witness his oath to unite Indonesian archipelago, and oversees/join several initial expansion towards neighbouring kingdom.

There are several other options, tho, such as Srivijaya Kingdom or Gowa-Tallo Sultanate, both are empires who had amassed a lot of wealth and lands, but no one are as well-known or as grand as Majapahit of Java Island

Malacca can make a surprise entrance tho, just see

While far from an Empire, I would like the Pacific Islands to be represented in some fashion. Preferably, not a blob Polynesia again. Any civ from the greater Oceania would make me happy.

I can only really say anything about Hawaiian leaders specifically. My first choice next to Kamehameha I would be King David Kalākaua. Nicknamed the Merrie Monarch, he had a great love for music and hula. He is credited for reviving Hawaiian culture after much of our practices were banned. Greatly progressive sought to modernize the Hawaiian kingdom and sought diplomatic relations worldwide.

I think I'd be cool to have a Diplo-Culture focused Semi naval Hawaii.

I know there aren't any empires by the definition of the word but I think it would be a disservice to skip over such a geographically massive area entirely.

A Hawai'ian civ could be interesting. So could Māori--and the tā moko on the leader would be pretty intense looking. I don't know enough about Māori history to suggest a specific leader, though.
 
It would be nice to see the Netherlands in a DLC as I don't expect them to appear in the base game.

Leaderwise I would propose Johan de Witt. He held a lot of power in the Dutch Republic and at one point even achieved to remove royalists from power, he met a sad end though once the French invaded and he was blamed (being literally torn apart). Using Johan de Witt would make for an unique leader not often seen.

I'd like seeing him as a leader. At first I thought you were using a spoiler to hide that gruesome painting of him and his brother strung up.
 
A Southeast Asian civ ASAP, and free of course.

Cause currently we have no indication one is in the basegame.
 
I'd like the inclusion of Lan Xang, as well as perhaps Dahomey. However, those are more unlikely.

Count me in on the Lan Xang / Laos initiative! I was hoping, but not expecting, it to be on the lineup upon release as one of the dark horse civs, but it doesn't appear likely at all :(

Seriously, just create as many interesting Civs as you can Firaxis, I'll buy them all. Each and everyone of them.
