It was mainly because Slovaks feel opressed by Czechs. It should be solved after WWII after Slovak betrayal, but communist regime did his best to supress any chance of solution relationship. In 1969 it was too late, federalization was only because take support from Slovaks in normalization after Prague spring.Two different ethnicities.
