It doesn't matter whatkind of history the nation has but what will sell. I don't think DLC of Israel would sell that well. Not to mention that its a subject many people avoid and usually game makers as well, because of the current political reasons. So its totally unlikely they would ever add Israel.
I wonder if a Hebrew civ would be less volatile. They were once a conquering people, and gave rise to the Jewish religion, but wouldn't necessarily have the connotations of the modern Israeli state since Israel the nation is a construct of the 20th century. ALso they were contemporaries of Rome, Babylon, Egypt, Persia, ect.
