BRIEF HISTORY OF THE KAIJUREN
The Inhabitants of the Strange Monster Peoples's Islands, or the Kaijuren Dao, were never respected by the Hoshijomata. Long framed as monsters and outsiders, the Kaijuren suffered many invasions by the other Hoshijomataren, and were sometimes even attacked by one house while under the occupation of another. However, while they themselves lived in fear, the Hoshijomata know they can never bring enough support and men to eradicate all the Kaiju, and sought to use fear and distance to maintain their control. Over the centuries, they managed to turn the Kaiju from the famed (but never mentioned on this island) monsters and boogeymen of yore into cowering giants, too fearful to strike back.
All this changed when House Ranku, a house granted lands and nobility for a young modernist's efforts in reforming the Shogun's army, was given Sasuru as his workshop and fief. The young nobleman thought little of marrying the local Kaiju chieftess, or of building the modern Kaiju city Kaifeng on the main island of Daikaiju Dao. There was an attempt by one of the rival nobles to attack him, but by then it was already too late. The rival's household was torn to bits by the reinvigorated Kaiju and the Shogun, in support of his favorite, destroyed the rival's legitimacy forever.
As their son was born, the young nobleman then learned his mistake. His son was a true monster, or so it seemed. The brute power and strength of the Kaiju, and the intelligence of a Hoshijomata. The patriarch soon fell ill, and died, but not before seeding his mate with twins. The young Ranku-Kaiju spawn matured rapidly, and the three Kaiju-spawn soon begun gaining greater influence among their people.
Several Shoguns later, the Shogunate has weakened so much that the halfbreed House Ranku renamed themselves House Kaiju and begun training large personal armies, waiting for the moment the Shogunate is finally ended, so that the Kaiju can reclaim their place in legend.

“Those Kaiju sonsofb*tches,” said One True Shogun of the United Realm, Ruki Musu. “Who do they think they are? Down there with their stupid island, inflating their egos and pretending to be mythical beasts to scare MY people under their will.”

Expeditionary Force Sails South!
Lord Yasuke Kaiju, the First Riflemen Company, and the Junk Red Tide have sailed south to the Great Island Kagaratsu there. The Kaiju Council has commanded the minor nobles of the entire island to lay down their arms. Those that do are pardoned and given a tax break for the season. Those that do not shall face our army's teeth. It is currently docked outside of the city of Nayohaki, under the shadow of mount Tako.
Northern Kaiju Join Our Cause!
Lord Damujito Kaiju and the Second Riflemen Company have marched to the northern end of the Daikaijunren Dao. There, the oppressed Kaiju have overthrown resistant noblemen. Other noblemen, seeing the inevitable, bowed and were pardoned, and given Kaiju wives from the Kaiju Council itself. A great railroad, a symbol of the now unified Kaijuren and our bright future, spans Daikaijunren Dao.

"Ohohohoh!" laughed Lord Anjin evilly, because he was very evil. "All of Anjin Island is mine. Soon I shall be Shogun of all Hoshijomata, and then I shall open the sacred seals and unleash the 16-tailed cow upon the land. Then nobody can stop me! Ohohohohoh!" he laughed again. He was very evil.
Then suddenly the room exploded. It was the Haruto-clan ninjas!
"You dishonour your family!" said the lead Haruto-clan ninjas. His name was Unjo, and he was very not-evil. "We will defeat you! Believe it!"
"Ohohohohohoh!" laughed Lord Anjin. "How can you hope to defeat the might of my Amegakure-jin-hantai technique?!" He drew his sword and waved it at Unjo.
"Ugh!" said Unjo.
"Ngh," said Anjin.
"Ef," said Unjo.
"Hnnnnn," said Anjin.
"Ha ha!" cried Unjo. "You have overspent yourself. Feel the power of my Kunjo-reitsun-tsundere-shijui Jutsu! Believe it!"
"Oh no!" yelled Lord Anjin. "Not the Kunjo-reitsun-tsundere-shijui Jutsu of legend!"
Lord Anjin was destroyed by the spinning whirlwind of destruction. "I curse you to the depths of hell, Haruto Unjo! May the demons feast upon your flesh and crush your skull into paste! Your children shall never inherit Hoshijomata, and the worms shall feast upon your corpse forever more. May the Buddha take you and smite you from this earth, and may the sea swallow you up! Ohohohohohoh!" he said as he died.
"Now I am leader of the island," said Haruto Unjo. "Once I was but a ronin-ninja, but now I shall restore the honour of my ninja clan! Believe it!"

The Kaiju respond to decades of oppressive imperialism by oppressively imperializing their southern island neighbors. The Uitake raise an eyebrow skeptically but do nothing for now. Ruki mines and plots in the frozen north, denying offers of assistance from rapacious westerners.
The newly-hegemonic clan Haruto, having gutsily ousted Clan Anjin from power, lands an expeditionary force on the main island. Conflict with Saijan-Ryo, which has now united the southern island of Ryo in a semi-divine semi-monarchy of its own. The island remains underdeveloped with no port facilities, but that is soon to change.

EDIT: What is the difference between a move and an attack action? If an attack still grants movement, Why should I ever order moves when I can order attacks and, if nothing blocks me, still get the move? IF an attack doesn't grant movement, does that mean I have to split off a part of an Attacking Army as a potential garrison?

Lord Yasuke Kaiju, and the First Riflemen Company seized Nayohaki with minimal resistance, establishing our tentacle-hold on the Great Island Kagaratsu. In celebration, Lord Yasuke ordered a massive Octupus-fry in the center of town, firmly joining this city to our cause. Under the peak of Mount Tako, the Nayohakiren feast on Octopi and praise us as liberators!
Gunship Red Dawn Built
In Kaifeng, the great Gunship, first of its kind built in Hoshijomata, was released from the dry-docks today. Named "Red Dawn", it is armed with three large deck guns, thrice as many as the Junk "Red Tide". The Capital Ship of the "Red Dawn Fleet", it is commanded by Lady Kamisa Kaiju and staffed by nearly a thousand Kaiju. Under the light of the "Red Dawn", all of Kagaratsu will soon bow to the Kaiju!

After the successful reunification of the Kaijuren, Lord Damujito turned towards a new task: invasion-proofing our proud homeland! Currently assigned a pair of Riflemen, Lord Damujito demands gatling guns, airships, and dreadnoughts to patrol our proud shores. It is up to you, common citizen, to join the army and pay your taxes so that we may never be conquered again. All hail Kaijun!

Other Houses have recently united the Great Island of Ryo, the Great Anjin Islands, and the Great Ruki Island. Truly, the Kaiju are surrounded by potentially hostile rivals! On the Main Island, however, Three main powers have rose on the northern half: The Iji, Kita, and Uitake. The Anjinren, under Haruto's leadership, have invaded the southernmost city of Bungu. We must be vigilant so that such an invasion will never strike Kaifeng!
