Why is the Shwedagon Pagoda not a UNESCO World Heritage Site?

I wonder why such historical, cultural or natural sites take such a long time to be processed and accepted as UNESCO Heritage site. There are applications from 1999.
 
Either Myanmar hasn't put the Shwedagon Pagoda on its Tentative List (inventory of sites that is taken by the national government), Myanmar hasn't bothered to create a Tentative List, the United Nations is just taking its sweet time/spending money for experts to study the site to ensure that it meets selection criteria, or (it's possible) Myanmar has not provided sufficient upkeep for the site.
