Another thing, the music of the initial menu is heard quite low, I don't know if it happens to someone else.

I started a game to see if it worked and it gave me an error with the map and the resources I think.
I foolishly didn't take a screenshot...
I just started another one and so far it hasn't thrown me an error.

There is a / after the game ID. It should be a space as Mod should have a space right before it. It should be like this:

I copied the line steam://rungameid/16810/Mod="WeThePeople-3.0.1" from the readme_wtp and changed the version name.

I tried this way and it still starts in the vanilla game.

In addition, it throws me a python error regarding a "faireweathertweak.ex" module not found.
(when I try to take a screenshot it just gives me a black screen)

Just to clarify, I was able to start the game straight from the mod the way @Mr. ZorG indicates above.
 
I'm not sure if the shortcut method will work for steam. however, methods with an ini file and a path entry in the Steam itself are working.

Yes. I think we're dealing with a "quiet" start of vanilla and the subsequent loading of the mod.

The OST is also great, sets and goes along very well.

I ran into a minor bug: the reversed golden text I think.

That's because it's only possible to get the king to pick up treasures from colony plots. The screenshot clearly shows that the treasure is next to the colony rather than inside it.
 
Since we are talking about steam, another option is to open steam, right click Colonization and select properties. Under General, there is a text field called launch options, add

I haven't tried it, but it should work.
It works, it worked for me at least. That's the way @Mr. ZorG recommended above.

When I try it from the city plot, there is no option to send the treasure either.

oops, missed the question.
you can play on any map - they were all manually optimized for 4.0. custom game uses a map generator that builds maps from all old and new terrain types. sometimes it's fun to mix them up, but we're working on it)
