We just think we can't stress enough the benefits that killing their God-on-Earth will bring us.
 
Yes. It's either

A: they get demoralized and run away or
B: they get really, REALLY angry and vow to never back off unless they kill every single one of us, women and children.

Both are favor to universe, no?
 
House ChalloanHouse Challoan will organize a war council in an undisclosed location [just assume that you know and its well away from the enemy] so that the Outlander clans and other clans outside the city walls can organize our guerrilla efforts.

Challoans hold the Magistracy (is that a word lol) of Uuta, so IMO perhaps they should have power to organise local forces that are not part of Nesse defence and not part of the army led by Fire Clan?

A letter arrives to the war council from the 'Sacred Way'

While we are not warriors, we worry for the mortal lives of our friends and neighbors amongst both the families of Nesse and the outlands beyond. We know that our council is not requested or required and your commanders no doubt much wiser in war then our holy mystics but do consider:

1) How dry are the plains of the outlands in summer? how frequent is rain? How likely is a well-coordinated plan to start several fires amongst the camps (or upwind of) of the Cyrians likely to backfire and burn Nesse? How likely is it to prevent any foraging by the enemy army whatsoever? How likely is it to stop the reinforcements by sea?

2) It seems that with the Cyrian army besieging the city walls, a coordinated strike by outland and Nesse forces at the Cyrian troops set to meet with the Red Sail at the coast as well as those troops who's job it would be to guard food and weapon laden caravans back to the Cyrian army poses a significant strategic value with little risk. If the cyrians truly wish to protect their coastal forces they will have to reduce the pressure upon Nesse's walls. Either way, you gain an advantage. Furthermore, if you were to sack their caravans and seize their loot you would gain considerable food and consumables to survive the siege.

3) What source of water are available to the besieging army? How secure are they? How easily could your spies and saboteurs ruin them (either through poison or structural damage to wells).

4) Remember the battles you fought with the wolf clan at the southern river. You know that this location could serve to funnel their forces just as yours were once scattered and separated so long ago. Perhaps you could make use of this strategic location.

@Immaculate if I am allowed to answer this then:

1, a mediterranean climate, the farmlands around Nesse will get pretty dry in summer. The thing is they've probably been trampled/harvested already and it seems theres not much chance for big fires.

2, not sure what I can say about this, but coastal supplies to the Cyrians from the Red Sails are not regular exactly and the coast is not guarded at all times.

3, wells and some small streams (not on the map) that run down from the hills around Uuta. It seems it would be possible to poison some wells and that would be an inconvenience for them, but not fatal.
 
ALL OOC: (since i am not part of the defensive campaign)

I would suggest setting scouts to watch for mesengers that are coming and going to any position repeatedly. follow those messengers and see if there is a vangard posted somewhere who's job it is to recover the food and reinforcements from the red sails. in this way, it might be possible to intercept those reinforcements and foodstuffs. If a larger convoy heads out to the coast (say if no permanent vanguard is set), shadow it for awhile and wait for them to make contact with the red sails- once they have unloaded their cargo- strike...

anyway... just an idea... probably something one or two of the outlander tribes could attempt to do if they had good intelligence/scouting.

Safety Protocol RED.
Purpose: This protocol is designed to maximize the safety of everyday citizen not indulging in criminal activity.
Reason: Recent volatile rioting and rebellions by the people of Nesse, armed with weapons, resulted in hundreds of people killed, all the while war against an OUTER threat was on our very doorstep.
Reason 2: Recent actions by the Exiled Agents have caused much pain to the Nesse city. Along with their landing their troops on our land, it proved to us that Exiles were hostile entities threatening the city itself.

Possible Countermeasures

-Confiscation of all weapons from the non-watchmen or Elite troops. This includes the Temple Guards and the Tuseksii clan. All the weapons are to be kept in specialized compoundS.
Temple Guards are allowed to keep blunt, ceremonial weapons (as long as it is not a mace or club) made of Copper.
-Countermeasure against riots: The Watchmen and defensive forces such as troops of Ninctius Clan are hereby granted rights to pursue all involved in riots, including those that incited it, and EXECUTE THEM on sight.
-Countermeasure against Exiled Clans: All known to be giving shelter to Exiles or otherwise consorting with them, knowing or not, will be executed immediately.
-possible bounties on capturing an Exile is also a way to get them under control.
-Massive Propaganda warfare against the Exiles work as well.

Some of our people have settled in your city. We wish not to fight you or anything else. Only for them to be at peace and safety. Will you allow this?
 
First of all, @Seon/the Watchmen: be careful about which Exiles you start antagonizing. Oran, and those within it, had nothing to do with the troubles of Nesse, within or without the walls. If you want to hunt Exiles, go after the clans that attacked you directly, or even those groups your city tossed out after the war. Leave us out of it.

Second, just want to say excellent update, Daft! A couple people definitely kicked the anthill pretty hard; I'm anxious and excited to see the results. Fun reading.

Third, in response to the Alya: if you are peaceful, and obey our laws, you may stay as refugees. However, we cannot, and will not, give you any support against Nesse or the clans within it. All we can offer is that we will not extradite any Alya unless they are proven, to our laws' satisfaction, that they are guilty of some crime.

You have usurped the elected Moderator and replaced him with a man of your own clan, without elections, approval or regard for our city. Your clan has tainted the city of Nesse with its actions. The Fire Clan has always believed strongly in the importance of democratic process in Nesse, and in the right of the people to be led by their choice of leader. You have spat in the face of our beliefs by essentially enacting a coup during a time of crisis. We do not support any Moderator not elected by the people, and will work towards your fall until you step down and proclaim elections.

Alya had fought bravely against the Cyrians and attempted with its best ability to only aid the growth of the city. We even agreed to surrender our trade fleet from trading in order to gain allies in Nabar for Nesse to be supplied. Yet we were thrown away by the fooled masses that follow the horned priests. Return we shall not until the power of the priests and scribes dies as well as those who aided them in killing most of our elders in a celebration of death (ooc: says so in the update). We had no idea such evil clans exist within Nesse and until good triumphs and Nesse is cleansed from the faith of death and from evil doers Alya will remain exiled by force or by its own.

Again as friends we suggest you to be weary of those willing to attack another clan while Nesse is under a terrible siege. Those cannot be of a good mind.

Indeed, we fear that the Red Sail government has betrayed its people's faith and we wonder for their future on this world and in the hereafter.

Lucians, Ayla and people of the Blue Sails, let us continue to prosper together, embracing values that strengthen us and disdaining those that lead to corruption, megalomania, and ultimately, violence and destruction. Indeed many of our people follow the sacred ways since the horned death have left our clan to vicious attacks by his priests. Obviously we hope to continue friendly relationship with some of Nesse clans for our exile was not a real one (ooc: there was no vote among elites) nor did we forget our beloved homes.

We shall try to help you with the sea people for we wish to become one with them.
