However, plenty of lands off of the continent remained uncolonized. In addition to Ceylon, rumors were that many islands to the southeast were uncolonized, and there were even rumors of another far off continent to the southwest named "Afri-ka." Therefore, the Emperor decided that building up the navy would need to occur immediately. Also, construction on the Military Institute of Mumbai was to continue...
