In my opinion, I think that countries should nominate a city, and then the IOC (EQ) would choose the three best possibilities, among which the most voted would host the games. It's also my opinion that, starting either in 1916 or 1920, the Olympic Games are held each time in a different continent, to further prove that sport really joins everyone in a common goal (that would be the spirit of the Games). For example, let's say that Houston hosts the Games in 1920. Then, the 1924 Olympic Games would not be hosted in North America.
