The force we sent to Peru was a division that Peru requested we send to help train their military. As we were under the impression that the conflict had been resolved (as that is what you told both ourselves and Peru), we had no intentions of them seeing combat in the area. However, now that it has been shown that Bolivia cannot be trusted to follow your lead, we will not be withdrawing our troops until Bolivia has publicly accepted the cease fire and a treaty is worked out. Until that is achieved, we feel that the withdrawal of our troops will simply be used as another window of invasion by your puppets, which we cannot allow.
 
@BananaLee: Indeed, the deal with Germany was sealed before you joined. It's mostly due to the recent problems in the Balkans and some light rivalry with Russia.

@Yui: You did not get all the IC you wanted, I threw everything into the radio research. If you still want to refund ten of that to the bank I can do that for you.

German troops shall be stationed as well in Bolivia as you do not wish to withdraw your troops. However they shall be stationed there with strict orders to only defend should Peru make any military advances. We will not engage in any advance ourselves. That being said we still maintain our diplomatic status of peace with Peru.

We propose an emergency Treaty to, at the very least, halt this conflict.

1. An immediate cease-fire shall be in effect between Peru and Bolivia.

2. Pre-war borders shall be in effect and Peru shall remove all troops from Bolivian territory.

3. A 10 mile De-Militarized Zone shall be in effect between the Pre-War borders of Peru and Bolivia, no military personal of any kind shall be present in this DMZ.

Our proposal is only an initial treaty to halt any further blood shed. However we believe that no reparations should be payed to Peru or vice-verse. A return to pre-war borders, and peace is perhaps the best solution, as well as a 5 year NAP between Peru and Bolivia.

Be assured that Ecuador will not tolerate such a destabilizing conflict on our southern borders, and urge all members of the conflict to agree to an immediate cease-fire. Should such an agreement not be fulfilled by November 30th of this year, Ecuador will be forced to move its hand in the matter. And believe me when I say, such a move will be extremely swift, efficient, and in all likelihoods, jeopardize New England and German interests in the region. OOC: I know this might sound stupid or be stupid, but... would there it be any problem if I tried to sign trade agreements with France, Germany and Virginia at the same time? (I have borders either with them or with their colonies, so it is possible). Also, is it possible that a new stat, regarding the reputation of in the world, can be added?

I don't think you have considered all the options when I saw jeopardizing New England's and Germany's interests in the region. I never specifically mentioned Bolivia in my actions. We are not a war-like nation, but we will not tolerate instability, and instability is our business. Just like a civil war on your borders would be.

OOC: Basically, the conflict IS our business, far less than yours, at least originally.

Ecuador would be wise to not threaten the German Empire, least we find connections between its government and ANY civil unrest in German territory. If you are not a war-like people then do not seek to provoke it. Further more you did indeed specifically mention Bolivia as your statements were address to multiple nations, including Bolivia, hence it is directly related to Bolivia. We again ask that you remove yourself from this matter, as it as being handled.

We find that cease fire to be acceptable. Make sure that it is enforced in Bolivia this time. We will keep troops in Peru for defensive purposes as well, should Bolivia fail to once more comprehend the meaning of the term "cease fire".

While we appreciate your support in this matter, we do not need a tense situation to be made even more so with your inflammatory remarks. If the situation is not resolved, it will be purely Bolivia's fault as all other parties involved have stated they desire peace. Please do not do anything rash that could destabilize the entire region even further.
