The Kaiser proposes an immediate cease fire and a return to pre-war borders as well. However perhaps it would be best if both of our two nations agree to not become involved militarily in this war if it indeed does continue. If our two nations go to war over such a matter, not pertaining to our relations then it would be a great loss.
Hence the Kaiser pledges no military involvement in the conflict between Peru and Bolivia if New England can agree to the same. In this way we can minimize the impact of this war and not allow it to spread to a much larger scale.

We agree, though that seems pointless since a peace has been reached.

So if he didn't receive them for some reason, he can tell us to resend them. Its better to make sure the Mod has your orders, so you don't miss the deadline unintentionally.
