Yeah you are responsible for the actions of your people and stop making up excuses, the government was behind it we both know it.
If it were our doing, how would we have been able to even attempt it without Canadian help? And if so, why not have the Canadians themselves deliver the munitions? That way, if they were captured, we would have been blamed for the matter. If it were our doing, then we obviously suck at planning.
EDIT: And I see you have yet to give a rebuttal as to why England is not being blamed for the annexation of Miami.

What do citizens have to gain from freeing criminals from a Quebec jail. The Government is obviously behind it.
Now, because of your foolish decision, you are in a war not only against me, but against France as well. Smart move.
We would not know, as we had no part in it. Again, if we were behind it, what point would the Canadians have for trying to free them? It would have been a better decision to cut their losses right there.
