At Abaddon and all others. I am sorry if the rules were unclear and I've noticed that there is no section forbidding uncivilized expansion. However, uncivilized expansion will be very slow and can only be achieved through military force. Expect losses when expanding as an uncivilized power.

The Mongol Hordes were hardly civilized and they managed to expand pretty fast!

yes, but they couldnt hold it long term. The problem with uncivilized expansion is that in the cases of those nations which have nearby territory to expand to, the local natives are incredibly hostile, the overnments lack sophistication to expand, and most of the ideas to expansion dont exist. Expansion also comes with significant risk of destabilization in these nations. That's a risk that in RL, many of the leaders did not want to take and often for good reason.
