It is indeed supposed to be a reference to the Fourth Crusade, with the United States representing the Byzantine Empire, which was attacked and carved up after European (and maybe Asian too?) neo-crusaders attacked it.

i didnt mean that. it would be impossible. i meant that it woudl take 15 minutes to cross the river dividing the empire of Atlanta and the Latin Empire.

Actually, the border is the same border as that between the Union and the Confederacy. And the Civil War went for four years. And Washington DC never fell. And the Union won.
