I've never tried but I think occ has different rules and number of requirements is always reduced to 1.How about "one city challenge"? Can I build warhead factory then?
Also, I like the idea to make bombs harder to create. At my current game AI-s made about half of land scorched desert, and half will be next.

Added SpecialistCommercePercentChanges to buildings.
JS Bach's Cathedral gives +2 culture to priests.
Vokarya, I ended up calling the new tag SpecialistCommercePercentChanges instead of SpecialistTypeCommerceChanges because the name can match the Civic tag of the same type, and it gives you the flexibility to assign fractional commerce changes.
Feel free to play with TXT_KEY_CIVIC_SPECIALIST_COMMERCE_CHANGE and see if you can get it to look to your liking. That is the text key that both the civic specialist and building specialist stuff uses.
