So according to that link he apologised. He denied saying THE B WORD, so wouldn't apologise for that, but he apologised for it being heard that way anyway. Other than admitting to guilt to something he denies doing, which surely you can't insist he is obliged to do, he couldn't really have done more than that. A wise man once said:
"I feel like the default should be to accept apologies until proven otherwise."
So what's the big deal?
well when the apology includes a lie to diminish the worst part of the offense that is not a sincere apology. There were witnesses.
Well the story you linked says no more than "the exchange was overheard by a reporter", but he says there were only 2 reporters 25 or 30ft away and he had his back to them. Doesn't give a name or even a quote from the reporter. Is that info out there?

Well... some form of quote from the witness(es) at least? Is that honestly something unreasonable to be asking for? I'm not denying that information is out there, you're obviously more familiar with this story than I am. All I'm saying is the story you linked to says nothing more than "the exchange was overheard by a reporter". Unless I missed more details. I mean we all know how journalism works, and a reporter saying "I overhear him shouting at her, but didn't hear him say the word *****" could be truthfully summarised as "the exchange was overheard by a reporter", so it would be nice to know what the witness actually claims in their own words.
Also, despite the yelling, the story only states that he "said" the ***** comment whilst walking away, so it would be wrong to simply assume that that was also yelled, and therefore clearly audible 30 ft away.
The only other thing I can see is AOC calling this Williams chap a liar when he says he didn't witness the exchange.
There were two reporters. They reported the story first not AOC. They dhave not contested her version of events.A powerful speech indeed.

Yoho called the congresswoman, who recently won a landslide victory in the New York Democratic primary, a “fudging *****” on the steps of the U.S. Capitol after she linked violent crime to the desperate situation created by the pandemic.
“Believe it or not, I usually get along fine w/ my GOP colleagues. We know how to check our legislative sparring at the committee door,” Ocasio-Cortez wrote after the incident was reported. “But hey, “b*tches” get stuff done. ”
The sexist slur was condemned by many, including several of Ocasio-Cortez’s fellow Democratic members of Congress.
Before he went on the attack against the popular Democrat, Rep. Yoho most recently made news for being one of the few in Congress to vote against a federal anti-lynching law.
The legislation, entitled The Emmett Till Antilynching Act was approved in a bipartisan vote of 410-4.
Emmett Till was a 14-year-old boy murdered in 1955 after a racist mob descended upon him and bludgeoned his body until it was unrecognizable. The killing is considered one of the seminal events in the formation of the modern Civil Rights movement.
Yoho justified his vote with the claim that the law is an “overreach of the federal government and tramples on states rights.” But even his fellow Republicans did not agree with his extremist position.
In addition to his controversial vote on such a key racial issue, Yoho also earned a “0” score from the Human Rights Campaign for his voting record against issues regarding LGBTQ rights and equality.
Yoho has been a stalwart defender of Donald Trump and announced in December 2019 he would not run for reelection in 2020.
