Babylonian Statecraft

King Beltashazzar raised an eyebrow at Hammurabi saying: "That won't be necessary, for verily the lords of Babylon have entrusted me with great wealth already and it would be remiss of me to avail myself of another's wealth, even freely offered."

ooc: I originally intended on writing down a few laws, but I'm quite ill irl at the moment so I think I'll delay that just a bit in favour of vague expressions noting absolute authority and possible intentions for now. Better to write things up when my head doesn't feel like an icebreaker is ploughing through it.

I'm just catching up to the game. Let me know if I have to claim a job yet. And I saw mention of a base income. What is the base income?

I realize orders are locked and I'm not sure we can claim a job role yet but great King if I could, I would love to travel out with the Warriors and help our city see the world around us.
 
Update 1: The Brotherhood and the Maya

The King rests gracefully on his throne in the newly reconstructed, radiating power and authority from his frame as he deals with the business of Babylon. The supplicant before him bows deeply as he is announced by the King’s Guard.

“Newly prominent trader Cit Zu, my King.”

Cit Zu then stands straight, addressing the King. “My King, it is an honor to be accepted into the ranks of those who attended the Council of the King. I aspire only to be worthy of it.”

The King nods, signaling Cit Zu to exit the throne room. He bows once again as he leaves. As this last supplicant to the throne leaves, the King’s Agent of Memory enters the hall and begins to speak.

“Beltashazzar, oh mighty King of Babylon, I beg your attention, for I bring with me your decennial report.”

The King inclines his head ever so slightly, indicating his permission.

“Oh mighty King, the years have been kind to Babylon. Under your wise guidance, the Security Forces of Babylon have dealt well with what little crime has appeared among the people of Babylon as they rebuild. However, some crime still exists in the shape of a gang known as the Brotherhood. Your Constable will brief you on this development, I am sure. Even with this crime ring, the people of Babylon are happy with your most benevolent rule, full of hope for the future of our people. One might even say that Babylon is at a stable stability. Oh wise King, continue to lead your people forward so wisely.”

The King then spoke to the Agent. “What of the other events, Agent?”

“Ah yes, my King, these ten years have been eventful indeed …”

“We know very little of the Maya at this time, only that they are ruled by an absolute K'uhul Ajaw (King) by the name of Pacal. Our scouts saw them building a strange pyramid of stone as they passed the city. Pacal also mentioned a people known as Venetians in the meeting, saying that their scouts had appeared from the North recently and wondering if we had met them.”

The King smiled at the Agent, and commended him for his report. He had much to think on…

Please note that this update speed is unlikely to continue, as it does take quite a bit (basically all of today, not that I had anything else to do :crazyeye:) to process everything as well as play the turns. I make no promises for future update speed.
 
The discovery of the Maya, and tales of this K'uhul Ajaw Pacal, interest us. We would consult with the best men of the city and hear their opinions regarding what, if anything at this time, we should do with regards to these people. Once we have heard your ponderings on this matter we shall appoint an emissary to travel hither to Palenque that we might know of these Mayans, and establish relations with this Pacal. Those people with interest in Babylon's future, known to us or otherwise, should also take this opportunity to speak to us regarding other matters of importance if they so desire to do so. In the meantime we call upon the constable to provide a report on what the security forces have learned regarding this "brotherhood", and on crime in Babylon in general. (ooc: through pm please :p)

And finally I am glad to report that the oracles have been consulted and it has been determined that the heavenly spheres are aligned to favour marriage between Jezebel and King Beltashazzar at the current time, should Jezebel of course consent.

ooc: @ Aaronius, I'm prepared to use my movement for the marriage this turn, if you could do the same. I've sent a PM to both you and tambien containing the act, for you to confirm.

ooc2: Good to see we haven't immediately descended into anarchy as was the case with previous games, I would hope we can keep it that way at least until after the constitutional reforms (which should take place at the start of the next turn judging by our population growth rate. Incidentally I have already written a draft constitution in preparation.).

PLANS FOR PLAYER CONSIDERATION

Production: worker > spearman > settler > shrine (if pottery researched).
Citizen Allocation: Citizens should work the tiles A1, A5 and A17 to improve production and commerce, when population grows to four citizens the fourth citizen is to work A2
Worker Orders:construct mine on A2, quarry on A17 asap once mine is complete. (cutting down jungle for farms alone is not necessarily worth it, although we'll want to build plantations on the bananas)
Social Policy: Adopt Tradition (for +3 culture)
Research: Finish Bronze-working > Masonry > pottery > (masonry prior to pottery should allow us to build the Mausoleum of Halicarnassus [Beltashazzar] fairly soon which would net us an extra 2 commerce from the marble and +100 gold nationally every time we expend a great person. All in all a good wonder for Babylon to one-up the mayans with)
Scouts:Under Christos' control, but I want them to systematically explore north of Babylon so we can find a good site for our second city.

Inheritance Law

Article I: Unless otherwise stated in the will of the departed, all titles, lands and holdings shall pass to the eldest son of the deceased as his inviolate right. Should the deceased have no son, than the nearest male relative to the deceased shall receive the inheritance. Should the deceased have no male relatives, than the eldest daughter or on the absence of the same the closest female relative shall receive the inheritance. Should the deceased die without any relatives whatsoever than the estate shall pass to the King to be dispensed as he wills.

Article II: Unless specifically otherwise stated in the will of the deceased, the wealth of the departed shall be divided equally amongst their lawful male descendants, or in the absence of sons to the sole care of the deceased nearest male relative. If no male relative exists wealth shall be divided equally between the female descendants of the deceased. If no relatives whatsoever exist and in the absence of an express will, the deceased persons wealth shall pass to the King to dispense with as he wills.

*ooc note: The intention behind these laws is twofold. One, to keep lands/holdings/titles undivided and within the hands of the head of the family throughout the generations. Second to keep wealth within the family (daughters being considered to become upon marriage members of the husbands family obviously). To take into account player preferences however Beltashazzar generously allows for an individual to specifically will otherwise than these normative protocols (although naturally ones will has to be written down pre-death. No take-backsy's from the grave in my Kingdom :p ) although I'm afraid he can't say how offended ones offspring might become if one wills contrary to custom here established.

Malicious destruction of property: Imprisonment until repayment equivalent to value of damaged goods is paid in whole to offended party

Desertion by a soldier in Battle: Branding of face with identifying mark of shame
Making a Bribe: fine of 20 shekels
Receiving a Bribe: imprisonment (royal employees entitled to receive twice the value of an attempted bribe, if the person making the bribe is reported. This shall be taken from the person attempting the bribes estate, with any extra needed [say if the person making the bribe is poor] coming from the King)
Unlawful Trespass: fine of 10 shekels
Unlawfully Compulsion: fine of 10 shekels

~The King is sacrosanct, and thus can't be charged for crimes. Only the gods can judge the Kings actions, with all of Babylon being culpable when he errs in his obligations. Divine displeasure is ordinarily manifest in signs, with the gravity of signs being concordant to the level of displeasure (the ruin of Atlandiz being a sign manifesting exceedingly great wrath on the part of the gods for example)

~A Father has Patria Potestas over his children, and can't be charged for anything he does to them in the exercise of fatherly power he holds with the exception of crimes against morality (which obviously apply in all cases). Ergo a father is completely in his rights to kill his children in the exercise of fatherly power, but committing incest or forcing his children to commit crimes is unlawful. Patria Potestas is no longer held once sons either have households of their own, or daughters are married.

~ The owner of a slave has complete power over slaves, with the exception that it is unlawful to compel slaves to commit a crime (the owner being culpable for a crime a slave commits obviously) or act immorally (that is to say contrary to accepted moral norms of Babylonian society.) with this constituting unlawful compulsion (of another person to do something against their wishes).

ooc notes: the higher penalty to female adulterers is due to the fact that ordinarily a female would still need to be supported in some way by an adulterous husband. Also Beltashazzar sees the female as having ultimate culpability for any adulterous affair she's involved with since it always requires her consent (otherwise she's being raped and not guilty of any crime). For this reason (and reasons pertaining to family loyalty, and female being more reproductively valuable) female adultery is more grave than its male equivalent and merits the greater penalty (incidentally a rapist male who is married is simultaneously guilty of adultery).

Moral Insanity basically means anything totally crazy that might merit punishment by the King but which might not be specifically conceived of. Its conveniently vague enough that it could include or exclude different things depending on the opinion of the King in charge. Perversion of public morals obviously entails public advocacy of social policies/laws/ideas that are against Babylonian custom or are otherwise considered morally criminal by society (or rather the ruling authority).

Royal Guard Act

Article I: The Garrison Forces of Babylon shall constitute the royal guard, and be under the direct command of the King of Babylon

Article II: Should the Division acting as garrison of Babylon be changed, the new garrison unit shall become the royal guard under royal command. The former royal guard division should properly be entrusted to the chain of ordinary military command (ooc: a general should be appointed, or they come under the control of the general commander of military forces) at this point.

ooc note: Since we only have one military unit at the moment, the risk of military coup is too high to give control of it to another player. So naturally I'm giving command to the King of Babylon directly, which is pretty reasonable I'd think given our warriors are being kept as a garrison. When we obtain other military units generals (in the manner that Christos controls the scouts) or even a general military commander may be appointed.
 
ooc: I consent and have already asked Tambien to marry us this turn. I'll do an IC post later today hopefully.

Also, are our characters now 10 years older, and does procreating cost a turn also? Jezebel's biological clock is ticking...

"With regards to the so-called brotherhood, we give the constable the right to commute the punishments due members of that organisation in the circumstances that a member a) serves as informant b) repents and renounces all membership and c) if a member has been found to have been forcibly coerced into association or membership with the criminal gang. In this we follow the advice of our constable, and ensure that those who have been forced into criminality, and those who truly renounce the criminal acts of the brotherhood may receive appropriate clemency"

ooc: @aaronius, procreation is an action, and so can be done concurrently with the marriage (manifesting as a percentage chance each in-game turn of producing children). Naturally Beltashazzar will be availing himself of that action :p
 
ooc: @GM: I'll give our noble lords 24 hours to make known any thoughts on in-game order-related stuff before I submit irrevocably my own orders including in-game stuff. Pure IAAR stuff like the mayans I can respond too (by say shipping off an ambassador/spy to Palenque) any time and so there is no time-limit beyond which ones thoughts are irrelevant in that case or others like it (basically anything which doesn't have anything to do with civ in-game stuff). Incidentally I'll be both suspicious and mildly disappointed if thoughts were not forthcoming, suspicious because it might mean people are plotting things and disappointed because contributions make the game.
 
Judging by the ambiguity in the laws it seems that Babylon will be pretty authoritian for the majority of its life.(not that that's bad)

"My King, it is no secret that soon coast will be under our firm control that will be ideal for crabbing. While this is certainly right, I feel that it will put unnecessary economic pressure on our banana pickers who have traditionally, and by traditionally I mean for thousands of years, sustained and have been the base of our economy.
But with the new generation of crabbers who will certainly arise once Babylonian control is established, the pickers will certainly have trouble selling their goods, which rot quicker and must be sold on the "jungle-side" of the city, whereas these crabs will be able to be sold anywhere in the city, including on the port which usually has more business anyway. Since more people will be purchasing the new goods, crabbing will increase and the crabs themselves might become exhausted and we very well could completely destroy the population, and then the pickers will find themselves with too much business after the "crabbing bubble" pops.
But to prevent a catastrophe such as this from happening I please ask of you to set some sort of law or perhaps regulation or tax on crabs to discourage people from buying them immediately or in bulk. This way the poor men will still buy bananas, while the rich may still provide for the crabbers.
