Of course. To be honest I meant the "Collective Rule" policy - or a part of the branch. Not all of Liberty. Since it was pointed out that Japan doesn't gain anything from Populism, though, then it isn't unprecedented.

Or, no one gains anything from United Front if there are no Militraristic city-states on the map. Happens to me once in a while.
 
I was thinking of something... What if Venice, for some reason, starts landlocked? It means they can't build a single galleass, because their other cities are puppets. Is it correct to assume the Venetian puppets might buy units too?

And stuff like this is why I don't think that its true about not being able to found cities.

My dream of playing Venice on a land-only map is over :(

Venice was always going to get some sort of Naval bonus; we just don't know how.

That's a good hypothesis actually, they almost certainly would do it like that.
 
They would have a coastal start bias, obviously. That's not a problem.

Coastal start bias is not fool proof by any means, you most certainly do not start on the coast every time.

That said you would probably start near enough to the coast (if not on the coast) to be able to move to it if you desired to.
 
Bias have a good chance of failing, I had numerous starts with Boudicca having NO nearby forest tiles for ages.

Also, the fact of the matter is Merchants aren't "Ships" are they now? (Unless I'm missing something here).
 
Everybody is talking about Venice, but the Shoshone stuff looks prett damn sweet too.

why can't you play venice on a land-only map? sounds better than carthage. (i'd never play carthage on a land-only map either, but that was never a dream of mine . . )
 
I'm wondering if the Scout's ability to pick any ruiins will work similary to the Mayan Calendar, that you can't pick the same bonus twice unless you ran out.

Do you think that you'll be able to just pick any, though? Isn't there something that makes sure that everyone doesn't get the Faith ruins, in normal play?

I mean, if that doesn't apply, first priority would be the Faith bonus; you'd get a religion before Ethiopia and Celts, even.

Then, I guess a tech.

Once you were completely done with ruins, it'd probably be smart just to make it a super-strong archer.

I was being sarcastic ;). Venice (a naval empire) is strange to play on landlocked maps. Just as Mongolia (large contiguous land empire) would be strange to play on an archipelago map. To me, at least.

Or the other possibility would be that you get a choice of two or three at random. In any case, I wouldn't always pick the free tech. 20:c5culture: to get that first policy really early, or a free Pantheon or a population increase are also good options depending on the circumstances. The latter specially, because you'll start with more tiles available to work, which likely means more good tiles available to work.

oh, good. i was starting to feel sorry for you. kind of a sad dream to have. :lol:

i don't know why not being able to build a unique unit is a big deal. can happen with a lot of existing civs already.
 
Correct me if I'm wrong, but I believe there were posters in firaxis hq in a video of BNW leaders and unique units. They'd turned over the posters of the unrevealed civs, at the time including Indonesia and morocco. There were 5 unique units supposedly hidden, minus the kris swordsman and Berber cavalry that leaves 3 for the remaining 2 and doesn't fit with these supposed builds..,
