Orders
The population which is diseased is quarantined immediately, and put under armed guard by the Conch Militia (who are well armed and also stay well out of the way). Food and water is to be supplied to the quarantined persons by means of dead-drop. The food and water brought back the by the expedition is the first to be supplied to the quarantined persons - if the food and water is contaminated, then no great loss, and if not, well, no great loss either.
The expeditions members from last year are to be hailed as heroes for their bravery and courage in finding the existance of other settlements, and for creating the potential for future trade links, and restoring hope to the people of Duck Key.
That said, there is exploration closer to home to be done. The two small boats, along with 40 people armed with 20 1-H guns, 17 2-H guns and 3 heavy weapons, are to embark on another expedition to the other islands of the Florida Keys and explore them for potential salvage and safety. Marathon and Grassy Key have been explored (and found to be relatively peaceful), but the boats are to bypass them heading West and scout out No Name Key, Big Pine Key, the Torch Keys, Cudjoe Key, the Saddlebunch Keys, and (very importantly) Key West in turn. If the islands are safe when they explore them at first, limited salvage is permitted, but they must be careful and, above all, return to report with the boats. They are to leave islands at the first sign of danger and or harm.
After this list of islands are explored and noted down, the vessels are to return to Duck Key to make their report and deposit any salvage they have. Afterwards, if there is enough time to complete the following expedition before the end of the season, they are to embark on another expedition to the East following the Keys.
Long Key and Fiesta Key are already known (for having decent salvage but being infested with Mirelurks), but beyond these the area is unknown. The expedition, aboard the two vessels and armed the same way, is to bypass Long Key and Fiesta Key and instead explore, in turn, Matacumbe Keys, Islamorada, Tavernier, Plantation Key, and then Key Largo, under the same conditions as the last expedition - scouting, limited salvage if safe, and get out if there is danger. After this is complete, if there is time and it is safe the expedition is to explore the region of the mainland close to Key Largo, under the same conditions. They are to stay well away from Tampa (presumeably being warned about it after contact with Vault 40). After this, they are to return to Duck Key by the end of the year.
After the first expedition gets back, 60 people armed with 23 1-H, 30 2-H, and 7 heavy weapons, in the 6 canoes and two rafts, are to attempt to salvage from the safest reacheable areas found by the first expedition. They are to place emphasis on scrap and on tech parts - ammunition can wait, given how much we have of it currently, and we can always come back for it later. Scrap and tech parts for boat construction are the most important things at this stage.

The Silver Horde comes! They outnumber us and have significant amounts of good weapons and ammunition. They have learned the location of Leesburg and are set upon looting it of whatever they can. Some of our residents have advocated withdrawing all into the Emerald Vault, while others claim we should stand and fight. While withdrawing could save the lives of our people and many of our weapons and stocks, we would likely lose food production for the next six months, and our new howitzer. How do we respond?

Harvey stood upon the watchtower. The Silverites could be here any day. He had heard a story about another group silverites recently. A real parable from the days of old. A tornado steals a girl from the Commonwealth and she sails down a green river to find a city of gold. Kills a witch or something. 'sposed to be about Brazil or some other country to the south. Not that important anyway. He kept looking for traces of the Horde. They knew about where they were supposed to come from, but they could try to pull a fast one. The Howitzer was ready and had a crew waiting to let off some shots. Reinforcements were here from the Emerald vault and more were comin' soon. Folk kept a low profiles these days cause the word in the swamp was that the Horde had found a military base and made off with a bunch of rifles and some plasma weapons. Ditches dug, spikes placed, all kinds of walls and fortifications. It's gonna be an interesting fight.

CHALLENGE
Ammunition and weapons shall be made, and men shall reinforce Leesburg. If we give it up now, we suffer a territorial and economic set back that we do not wish to afford ourselves. The Howitzer alone may be worthy of defense. We'll shore up Leesburg as best as we can, and then send a group of 414 men (all weapons) to defend Leesburg.
A big ole sign will say "Free the Slaves" along the walls. At best, their slaves will revolt, at worse, their men will have to focus on their slaves a bit more and us a bit less.
The Howitzer will concentrate fire those on those with guns. Our sharpshooters will try to take out theirs. We really want to take out their men wielding the plasma weapons. We expect them to make at least five breeches in the fortifications, and we'll try to plan for that as well.
If we live, extra rations for the men, and screen the slaves. Allow the ones who want to leave to leave.

With the impending election in just six months, Xavier wanted to leave the people in the best condition as possible if he were to not win. Because of this, he organized several scrap recovery operations so that a settlement could be started in the oasis of Tampa as soon as possible.

“Are they ready?” The Anton, Quartermaster glanced up from the table where he was re-assembling a gun.
“Aye, Commander. Just over there.” He gestured behind him vaguely, into the gloom of the warehouse.
“You’ll have them over at the Meeting hall in time for the ceremony?”
“Yeah, the apprentices are getting the trolley ready. Right good Piece of work, if I do say so myself.”
“I’ll take mine now. I need to get used to it.”
“Sure, commander. Follow me this way.” He got up, and walked into the darkness. I followed him towards a hulking figure against the back wall of the armory. Our path was bracketed by on either side by twenty-four for similar figures.
“Right here, Ma’am.” Anton threw a switch, and the lights flickered on, one by one. And my breath was taken away. A suit of T-51b Power armor, painted a dark navy blue, almost black, dotted with softly twinkling lights. The Night Sky, Space, made person. On the chest, the Nasa blason, blue, red, white. The Helmet had been modified, with a crown of stars glowing on the brow.
“It’s perfect.”
“They all are.” He whispered. I turned, and the row of power armor we had passed was in full glory. Each Unique, customized with the colors and shapes chosen by those to which they would be given. Helmets shaped to look like snarling animals, a lion in gold, a dragon in green, a mirelurk in light blue, like curling vines, and, I could see at the end of the row Anton’s suit, still looking as it did before, aside for the crossed gun and hammer on it’s chest.

Most of the population had turned out to see my proclamation, hear how I planned to end the trouble that had been plaguing Nasa. Surprisingly enough, with things as they had been recently, the crowd did not seem hostile, but were looking up at me with interest. Or... at least at my Power Armor. My helmet was under my arm.
I stepped up to the microphone, and took a deep breath.
“People of Nasa. You are good people. We are good people, all of us. But unfortunately, the wasteland is not a safe place for good people, and we have suffered for it. Some of the fault in that lies with me, something I fully accept. I did not take the threat of communism seriously enough, believing it to be a doomed relic of a dead age, but, like the proverbial snake, it tempted some of our people, leading them to commit the dual sins of slavery and conspiracy. But I have learned from my mistakes, I have taken steps to eradicate slavery, to free the people of the wastes who have been enslaved. But this has made me realize something else. We need an established order, dedicated to nothing but the protection of those in need. And so I have created the Sunshine Guard and filled it with twenty four individuals chosen for their loyalty, honor, and steadfast courage. They, and their children, and their children’s children, will serve us until there no longer is need for them. I want you to meet these brave men and women, who have sacrificed so much for us.
I pressed a button on the podium, and the metal door behind me slowly lifted.

Fort Jackson is not on the map, but the furthest northern point is actually Atlanta in the northwest and Charleston in the northeast, barely in both cases. I really need a better map projection that's closer to the google map.
CONGRESS CITY RAZED. Rumors have been floating throughout Central Florida that the settlement once known as the heart of the Vanguards has been destroyed in a battle. With most of this information initially only being speculation, towards May, Nasa Radio began broadcasting the official record of the battle that took place. According to a number of sources, an expedition sent by a group known as the New Age Corporation assaulted the town, which had been controlled by the Monastic Brotherhood. The Brotherhood, seeking to launch a major attack upon the remaining Vanguards somewhere further west, had withdrawn most of their forces that knew how to fight and all of their melee weaponry. The Corporation brought a massive amount of firepower with them, including a howitzer, and leveled the city walls with a persistent bombardment by weapons of all types and sizes. After only a few hours of bombardment, the city was in flames, and the citizenry surrendered to the Corporation. According to final reports, the Corporation fully dismantled the remnants of the city, leaving only the scars of battle as signs that any settlement had existed there.

Atomic Foxes
Spoiler:
The Atomic Foxes were besieged following last years expedition as a cannibalistic group calling themselves the Hamiltons sought to invite them for dinner. Declining such an invitation, the Foxes were given substantial advanced warning by scouts and immigrants to Lake Park, and they immediately called for aid from their allies in Lakeshire. The Lakeshire militia was deployed in the nick of time, joining the Foxes defenses. The arrival of reinforcements, combined with skirmishing south of the town, the defenders wound up with a larger force than the raiders possessed. The cannibals came full bore ahead regardless of the odds, apparently fully chemmed up and ready for a fight. Thanks to massively overwhelming firepower, most of the raiders were cut down before they even got close enough to attempt scaling the ways. A few did make it that far, doing a small amount of damage to the defense, with minimal casualties for those upon the walls. The raiders were annihilated, and only a few were seen to have fled back into the wastes, abandoning the attack when all was lost. The Hamiltons main camp was scouted and looted by the victorious defense, helping supply the Foxes with a large amount of low-tech weaponry.

Commanders Challenge: Our ammo shortage is becoming dire, and we are out of substantial munitions for any future sustained battle. Some have recommended stockpiling our remaining advanced weapons in the bunker, along with existing ammunition in favor of adopting a melee based fighting strategy. Opponents of this plan have demanded the creation of an ammunition convertor and more aggressive scavenging to replenish our stockpiles, but others are concerned about the resources this would consume in the process. Which course should we take for the future of our defenses?
Children of the Rapture
Spoiler:
The Children of the Rapture have had a fairly quiet start to the year, and have remained focused on minimal salvage efforts. A small group recovered what scrap could be found at the airport, but obtained very little supply of interest. Some new trading and communal relations with the nearby town of Mariana have been developed, as the Children offer tech parts in exchange for allowing the establishment of a mission in the town. The trade was accepted, and a small group of preachers and their aides within the Children set up a church in town without much of an issue. Attendance has been low at best, as the population seems wary of their cause, and none could really be called true believers, showing up at sermons more out of curiosity than any latent faith.

Reverends Challenge: The underground aquifer that our cave system has relied on since the Great War has begun to run dry, and were concerned about the implications. Two courses have been presented by our water workers. First, we could continue running at the current rate of production until the source runs dry in a year or two. Alternatively, they suggest that by more conservative means of production and pumping, we could produce approximately a quarter of what we currently produce, and gain possibly decades of future use. How do we respond?
The Conch Thalassocracy of the Keys
Spoiler:
The Thalassocracy has celebrated the glorious success of the expedition up the western Floridian coast by launching new expeditions throughout the Keys themselves. There were some issues to deal with at home first as a new major raider attack came from the south seas was repulsed. Unfortunately during the attack, the food store warehouse was set aflame, and rescue teams were not able to save the equipment and good portion of the food within. Though the community is far from starving, this was an unfortunate setback. Repair efforts began immediately, though the search is still on for more advanced technology to help rebuild the lost farming equipment.
The first expedition went to the west, and almost immediately found a community that has been apparently thriving under the nose of the Thalassocracy. The two ships of the expedition found that Big Pine Key and many of the surrounding islands were integrated as part of a single small community, helping protect them from raiders. At first the villages hid from the Thalassocracys ships, but the citizens of Big Pine soon exchanged friendly greetings before sending the visitors on their way further west. They warned the expedition to avoid nearby Summerland Key where the raider group calling themselves Tubarões made an encampment as their base of operations in the Keys. The expedition confirmed this fact by nightfall, and were in fact briefly pursued by several ships before heavy weapons fire discouraged the pursuit. They lost their pursuers amid the varied islands of Sugarloaf Sound, where they undertook their first real salvage and scouting expeditions. Not much remained on the islands and the very little salvage that could be recovered was quickly gathered and stored, tapping out what resources they possessed completely. The biggest disappoint of the expedition came when they attempted to reach Key West, only to find the island town and associated military bases gone. Based on continued surveys of the scene, it appears that Key West sustained multiple direct hits from communist nuclear missiles over the course of the Great War, effectively destroying the islands completely. With nothing to recover, the expedition returned home.
The eastern expedition was more hopeful, as their destinations would have been low priority targets for communist nukes. The Matacumbe Keys were thoroughly explored first by the expedition and they were found to be empty of any significant wildlife or life at all. The ruins on the island were scavenged by the expedition crews, finding a decent amount of scrap for return to Duck Key. As with the other expedition, however, many of the ruins were sunk so far as to be worthless or otherwise unrecoverable. Nothing else remains there for salvage or scrap. Islamorada was in better shape, and while not much scrap was easily recovered, scouts did find an intact gun store which was looted for its stock. The island had a number of more vicious inhabitants, no mirelurks, but a number of other more familiar creatures, including panthers. The expeditions third stop was Tavernier, and they were able to recover a moderate amount of scrap, but were even more delighted to discover a hunters personal arsenal of rifles. The last destination was Key Largo, which was an island that appears to be empty of any significant life. Plenty of scrap was recovered, but once again, the prize of the operation was a large number of hunting rifles recovered from a private home.

High Doge-Presidents Challenge: The discovery of Big Pine has led to significantly more interaction between our people and theirs. Unfortunately, this has seemed to include a moonshine trade. Some enterprising resident of Big Pine has been selling some sort of homebrew liquor which rapidly diminishes ones capability for thought and speech. This is likely taking a toll in our productivity, and seems to be highly addictive to those drinking it. Some of the Presidents advisers are recommending that action be taken to deal with this new problem. How do we respond?
Maritime Collective
Spoiler:
The Maritime Collective has exited the bounds of its community into the larger Pensacola area, finding plenty of monsters of all types, but little other human life. Local salvage efforts immediately were made underway, as a small team frequently ventured out to recover what scrap could be found. They successfully obtained a decent amount of tech parts and even a small arsenal of civilian guns. More interest was in an expedition to the Pensacola Naval Air Station, particularly when scouts reported that any radiation that may have existed had apparently dissipated. An expedition was launched to explore the base, but they quickly discovered that despite over a hundred years of wear and tear, the bases automated defenses remained lethally effective. Over a third of the expedition was wiped out in the first few minutes and the rest of the expedition just barely managed to disable the defenses on the outskirts of the base after a lengthy firefight. They recovered what scrap they could from the area surrounding the base, but otherwise returned empty-handed.

Mayors Challenge: There are a large number of nomads and wandering travelers throughout the wastes looking for a new home. Some will inevitably seek to join our safety and shelter here in Pensacola. Our people are divided on how to treat these new immigrants, should they be allowed safety without any sort of limitations, should we deny access altogether, or should we place some degree of restrictions?
Monastic Brotherhood of Poor-Fellows and Crusader Knights
Spoiler:
The Monastic Brotherhood faced a new year with nothing but war and devastation, both inflicted on others and inflicted upon the Brotherhood itself. They found themselves embroiled in two great battles, one against the hated Vanguards, and another against a new enemy. The immediate efforts were focused upon preparation for an assault upon the last known stronghold of the Vanguards in Gainesville. Troops were pulled from both Congress City and the Citadel, with the majority of the factions melee weapons being focused upon the completion of the new crusade. The withdrawal of so many troops and weapons from Congress City proved catastrophic for the faction as a new battle erupted.
Congress City was attacked from across the river, with the first signs of battle being a roar like thunder and an explosion. A group known to the Brotherhood as the New Age Corporation brought a howitzer and ample other weaponry to bear against the already battered walls of the town, and the defenders were nearly helpless. With no purpose-built weapons at hand, and no ammunition for the old Vanguard stockpiles, the defense was incapable of offering any real resistance against the sustained bombardment. When the Corporates did eventually attack directly, the defense could do little but remain under cover while their doors were battered down. The few who continued to fight were promptly killed, and the remnants surrendered, with only watching travelers being able to bring the word of the defeat to the Citadel itself.
Despite the setback further to the east, the Brotherhood maintained a siege of the Gainesville Bunker for about a month, skirmishing with the patrols and expeditions the Vanguards attempted to send out. With rapid reinforcement, the Brotherhood prevented the Vanguards from sending out too many, as they slowly closed the net around the meager fortifications. After a month-long siege, the Brotherhood commander ordered a direct attack, aware that the Vanguards were no longer falling for planned ambushes and skirmishes. The attack itself was incredibly bloody as the Vanguards deployed the remnants of their laser arsenal and all other available weapons against the assault. Despite the heavy firepower and casualties, the sheer numbers of the Brotherhood enabled them to reach and then breach the walls around the bunker. The fighting was soon dragged into the bunker itself, as the Brotherhood overpowered those who thought to oppose them. The last few survivors ultimately surrendered, as the Brotherhoods forces triumphed. The survivors were taken as slaves, and what fortifications could be were haphazardly repaired and the garrison settled down with their ample spoils of war.

Grandmasters Challenge: While the success of our campaign against the Vanguards cannot be denied, the realization of cost has finally come home to roost. As over half of our population died in the previous campaigns, our Citadel has become substantially more empty. Some of our leaders have begun muttering that Grandmaster Redtail should be retired, decrying him for incompetence at the heavy casualties and the loss of our outpost at Palatka. How should we respond to these murmurs of dissent?
Nasa
Spoiler:
This has been a few months of violence for the people of Nasa. With the threat of rebellion among a portion of the population, Commander Bede acted swiftly to secure his power. By appointing the most reliable and loyal of his soldiers to be the permanent bearers of the remaining power armor, he created the Nasaguard. These guards were then launched in a brutal night campaign against the homes and families of those who threatened to rebel. With the enemies of Bede scattered and disorganized, there were a number of minor firefights throughout Nasacity, but the opposition was soon quelled. The leaders of the cabal that sought regime change were decapitated and their heads placed on spikes above the market walls. A curfew was declared throughout the city, enforced by the loyal guards of the commander, but this did not interfere with the regular scrapping operations within Titusville.
A more significant event was the sending of a small scouting party to follow in the footsteps of the ill-fated grand expedition of last year. They initially travelled through Fort Cocoa and found Melbourne, which was deemed to be empty of any hostile life and with no sign of the lost expedition. Similarly the expedition headed west and found St. Cloud empty of any hostile life, and once more, with no sign of the expedition, beyond a trail of old campfires. The expedition then found the wreckage of the expedition, and what caused it. The ruins of Kissimmee were found to be populated by a deadly threat, which likely accounted for the loss of half of the scouts before they fled. Deathclaws, with a chameleon-like camouflage ability, apparently tore the expedition apart, quite literally. Based on the scouts findings, the deathclaws attacked the expedition while they were camped, and wiped them out completely. Oddly, based on observations by the scouts, these deathclaws appear to have pets, what is described as a deathclaw in dog shape that move fast and have similar chameleon-like abilities. No weapons were found from the lost expedition, likely having been taken by other scavengers. The scouts reported these dire events to Nasa, with the heartfelt recommendation of avoiding Kissimmee in future expeditions.

Commanders Challenge: Recent actions undertaken against our opposition has left the other towns in our area substantially more wary of our intentions and ideals. Christmas and the State of Daytona have begun implementing new policies to search and disarm any representatives of Nasa that want to come into their city limits, returning weapons upon departure. Some of our citizens have been outraged by this action, and have called for similar retaliation. How do we respond?
The New Age Corporation entered into conflict with another faction, launching an attack across the wastes against the previously Vanguard town of Congress City, or Palatka. Saint Augustine had a long enmity with Comrade Oscar in Palatka, and while not displeased to see the fall of his regime, were concerned about the Vanguard arsenal falling into the hands of raiders. Therefore, a massive expedition was equipped, and a howitzer was hauled out of its emplacement for a lengthy journey to the southwest. Thanks to the weight of the howitzer, the journey took over a month of tedious hauling, delayed in Hastings even further by the local ant population which maintained constant attacks upon the expedition. When the convoy did reach East Palatka, they deployed their artillery for constant bombardment on the fortifications. While there was no response from the raiders, the New Age Corporates attacked and easily decimated those who fought with superior firepower. The town was entered and left in ruins by persistent artillery fire, and those who fought the attackers died very quickly. A number of former townspeople were liberated by the Corporates, and they willfully joined the fight against their oppressors, known as the Monastic Brotherhood. After achieving victory, the Corporates used robots and their tools to dismantle as much of the town as possible, while salvaging the stockpiles within. These materials were all returned to Saint Augustine, fruits of a victorious battle.

CEOs Challenge: In the battle against the Monastic Brotherhood, we captured forty of the enemy alive. They have been returned back to our town in this state, and many questions exist over what to do with them. Most are fervent in their faith and constantly denounce us as heathens and evil-doers even while still being held in chains. Some of our people, backed by the Vanguard survivors have called for their execution as raiders, while others suggest that a lifetime of backbreaking labor would be better suited. How do we treat these prisoners of our late battle?
New Gulf Commonwealth

The New Gulf Commonwealth braced for impact as the feared Silver Horde approached the town of Leesburg, threatening to destroy everything the Commonwealth had accomplished there. Leesburgs inhabitants prepared for the assault, and reinforcements and the best, and all the, weapons available were sent to the walls. The Silver Horde was easily spotted as it approached, and the howitzer within the town quickly targeted and tracked their movements, shelling them relentlessly. Hundreds are believed to have been killed before they even managed to get within sight of the towns walls. Shortly after arriving in firing range, the slaves of the Horde revolted and overpowered their dwindling guards making their way to the city. The Commonwealths best volunteers leapt from the walls, and covered the slaves as they made their retreat to safety, while the howitzer continued to rain death upon the main groupings of enemy warriors. This was the only point where any of the Commonwealths warriors died at the hands of the enemy, a mere pittance compared to the damage they inflicted. Faced with superior firepower and a revolt within, the remnants of the Silver Horde retreated, abandoning a good part of their weapons as they fled from Leesburg. The slaves were welcomed into the town, and the Commonwealth celebrates its great victory.

Governors Challenge: The vast majority of those we rescued from the Silver Horde were imprisoned members of the group once known as the Vanguards. While they dont appear to be any threat at the moment, some of our leaders are concerned about the possibility of them spreading communism among the ranks. They have called for the exile of the former Vanguards and the purification and protection of our people from communism. Others have decried this theory, and instead have argued for political freedom of belief among the population. How do we respond to this rising debate?
Saint Vikings

The Saint Vikings had a prosperous beginning to the year, remaining undisturbed by raiders or any other sort of hostile since the destruction of Tampa. With election season underway, the Saint Vikings were torn between two candidates, the controversial and enigmatic Riverio and a challenger by the name of Shawn Billib. Billib was highly charismatic and made numerous friends and supporters throughout the population, both among the native vault dwellers and the immigrant population of Hangarville. Riveros mysterious reputation and the controversy over the destruction of Tampa proved to tarnish him as a candidate, while Billibs charisma quickly won him the day. The election proved to be an overwhelming landslide, which Riveros supporters found somewhat offensive, considering the good hes done for the vault over the years. Billib has taken power and offers the beginning of a new course for the Saint Vikings.

Overseers Challenge: Residents of Hangarville have begun reporting an unusually large amount of headaches during the day and nightmares while they sleep. While this hasnt been much more than an inconvenience, it has begun to deteriorate the ability of our people to work during the day. Some have advocated a cautious policy to the afflicted individuals, due to fears of a medical contagion, while others suggest that it could be environmental and pass with time. How do we respond?
Survivalist Union
Spoiler:
The Survivalist Union had a peaceful start to the year, avoiding any local conflicts beyond the normal violence of a domestic life. Local teams of salvagers did what they could to recover scrap from the surrounding area, meeting with only minor success. They claim that past salvage efforts have diminished the readily available scrap, stating that more intensive efforts have to be used to claim what scrap remains. Some construction took place with the scrap that was recovered, bringing a new water purifier online, along with the creation of new farming equipment. It seems the community is well on its way to self-sufficiency as they eke out an existence in the Sunshine Wasteland.

Headmans Challenge: A portion of our citizens have begun to complain about rampant chem use among another group of our people. They state that the chem use has led to violent clashes in the streets and occasional crazed rampages and indecent behavior. They have begun to demand new rulings preventing the use of chems or at least containing it. How do we respond?
Vanguards
The group known as the Vanguards, created by the enigmatic and lately departed Comrade Oscar has at last fallen, bringing an end to the light of communism in the Sunshine Wasteland. The Monastic Brotherhood, after last years successful attack against Congress City itself, sought to put a permanent end to the Vanguards last stronghold. After amassing a siege camp around the Vanguards bunker based settlement, the Brotherhood occasionally skirmished with the defenses over the course of a month. The skirmishes were mostly minor as the Vanguards sought to send out scouts and forays into the wastes, but these were frequently attacked. Eventually the Brotherhood lost patience and launched a direct attack upon the bunker and the surrounding fortifications which had been previously built and used by the Citizens. Unfortunately, the bunker proved as little of a detriment to the Brotherhood has it had to the Vanguards when it was first taken. The arrayed ranged weapons of the Vanguards took a heavy toll upon the Brotherhoods attack, but it was not enough. The attackers overwhelmed and destroyed the Vanguard fighters, and with the fall of the main bunker defense positions, the survivors were forced to surrender. They have been forced into a life of slavery, much as those in Congress City had, as the last battered remnants of a once powerful faction.
Vault 40
Spoiler:
The dwellers of Vault 40 have had a bountiful year. Thanks to information from the Thalassocracy, they were able to be aware of the areas around Naples and further north. They thusly launched two major expeditions, neither of which suffered any problems or casualties beyond the occasional sprained ankle. The first expedition travelled to Naples, undertaking to salvage as much scrap as they could carry, with only moderate success. The second expedition travelled much further to Ft. Myers, checking first the local army air force base, and finding a magnificent treasure within. Preserved in a tightly sealed hangar were five revitalized B-26 Marauder aircraft, complete with modernized engines likely installed immediately before the Great War. As the aircraft were completely intact, they determined to simply bring them home as is, rather than scrapping them completely. Along with a substantial amount of other scrap, the team brought these aircraft completely clean of damages back to Vault 40, storing them alongside the roadway, a treasure of the old world.

Overseers Challenge: The retrieval of these magnificent, but old aircraft in complete flying condition is a boon to us all! Old vault tapes and a VR simulator within the vault offer the opportunity to learn how to fly these aircraft from old games. Some of our younger people have begun to loudly proclaim their dreams to slip the surly bonds of earth and take flight. On the other hand, dismantling the aircraft would give us a decent amount of new scrap parts and a large amount of tech parts. A larger amount of our population claim that this would be a far more practical use of our newfound assets. Which course should we take?

Ive added the new Market structure to the front page. This inexpensive building basically just represents a fortified area for trading between the community and any nearby outsiders. This will grant random taxes each turn, in the form of bonuses to your treasury. With the increase of nomadic movement and permanent settlements, it is now reasonable to assume that trading caravans have begun to take shape, and building a market will allow you to tax these independent entities. Because Thomas had previously spent Scrap on his market, a Market has been grandfathered in for Nasacity.
@Lord Herobrine: As you did not provide a name for a potential challenger to the elections, I have randomly selected a name and surname from the piles and piles of documents that I have nearby. This of course can be changed if you desire, though Id prefer if you did so sooner rather than later.
@Darksaber1: While I appreciate the notion, cacti are not very common in Florida, a better choice would be palm trees. Theres an itchy effect in the process, and theyre also nigh impossible to shimmy up if youre strapped to them correctly.
@Blaze_Injun: NPCs dont have Military Skill listed because its not tracked for them. I assume that they have a more fluid population than PC factions. This may change with time. Well see.
For those interested, NPC communities are assumed by default to lack any real government or central leading figure. They may have influential citizens that pop up from time to time, but no leader or laws. Id best describe it as self-interested cooperative anarchy with occasional mob justice. This is also why they dont do much more than occasional scavenging and other operations, and why they can be finicky about any sort of agreements. Raiders have a more malevolent structure of the same system, though in their case, leaders probably rise and fall based on the moment, and probably several dozen times a year.
@ChiefDesigner: Youre going to need an airfield. You can either build one at Vault 40 or establish a new outpost near an extant one. The planes can takeoff from where they are at the vault (using the Tamiami Trail), but they will be unable to land in the same manner.
Excellent update EQ! Though my stats should have 100 less scrap and two rafts (unless the construction didn't happen for some reason).
Does Duck Key have enough trade for a market to be worth it? I figure its a bit difficult for wandering caravans to get there.
