To become a member of the Maritime Collective one will have to undergo an evaluating skills test. They will be test on what jobs they are good at and If they cant even do the most simplest labor jobs then they arent allow in. The exception is if a group does have some who are qualify but have elderly with them. Those with elder family members better prepare for heavier workload to help balance Maritime workforce. Please understand that we must do this so that our society can keep on thriving for a better future.

Commander’s Challenge:
Spoiler :

Recent actions undertaken against our opposition has left the other towns in our area substantially more wary of our intentions and ideals. Christmas and the State of Daytona have begun implementing new policies to search and disarm any representatives of Nasa that want to come into their city limits, returning weapons upon departure. Some of our citizens have been outraged by this action, and have called for similar retaliation. How do we respond?

Solution:
Spoiler :

This is no different than how we enforce our law in the market. Nasa recognizes this as a legitimate means of defence. However, should any Nasa Citizen be abused by this power, We will step in.

Orders:
Spoiler :
Annex Mims, and place 12 members of the Sunshine Guard there (6 Shield and 6 Sword, with 12 plasma weapons.) Incorporate their ruling council into our own advisory council, so that the people of Mims feel like they have a say.
Trade 200 Water to Fort Cocoa in exchange for 100 Scrap.
Convert 25 Tech parts into 1250 Scrap + 250. Convert 75 2-H guns into Scrap, making a total of 3000 Scrap. (Including the Mims scrap)
Build 1 Reactor, with 3000 Scrap and 50 Tech parts.
Recycle 50 1-H guns into 500 Scrap, build Automated defenses for 500 Scrap and 20 Tech parts.
Recycle 1 Tech part into scrap, build Hydroponic farms
Convert All Remaining Scrap into ammunition.
Transmit Warnings about kissimmee on Nasa Radio, warning of the fate of any who walk there.
If things Seem to have stabilized, cancel the curfew, allowing for the resumption of normal activities.
Continue to strip Titusville and Mims of scrap
100 soldiers armed with laser weapons, will march south past Fort cocoa, and in Melbourne, fully explore The national Guard building, The army Corps of Engineers building, the US army complexe, the Florida institute of Technology, and Especially the US Airforce Eastern Test Range, for any supplies and assets that may be useful. If they find anything dramatic, they are to return it to Nasacity immediately. Otherwise, they are to continue southwards to palm bay, exploring it as fully as possible, (focusing on the sea-side homes, hoping to find a boat or two that can be used by Nasa) They are then to continue southwards, travelling into unknown territory. They are to explore Valkaria Airport X-59, hoping that something remains of the military (MISTRAM) portion of it (or it’s garrison), as it would likely have been in heavy use during the war, tracking missiles launched from chinese submarines in the atlantic. They will then continue to travel southwards, exploring areas of interest (such as Army Engineers in Port St. Lucie and the marines base in Port Salerno. They will travel as far south as West Palm Beach (which has a few military facilities, such as The AUTEC navy headquarters and a couple National guard offices, as well as a US marines training facility.) HOWEVER, we have learned from our past mistakes. The expedition will send a number of scouts ahead of it, who will do what they can to determine threats to the expedition before they get there, and allow the expedition to avoid any problems.

Just letting ya'll know that I intend to start working on the update on Tuesday this week.

Orders for Update Twelve:
Shawn, as newly elected Overseer of the Saint Vikings, was very excited to start a new period in the group's history. He immediately made due on the Xavier Rivero's promise to settle the Tampa region, founding the settlement of Citrus Park. As part of a sweeping new plan, he also ordered the construction of a new Ammunition Converter to cover the current shortage of ammunition that the group faces.

In the crisis of the unknown illness, Shawn decided to take a proactive approach to suppress the contamination of any contagion. He ordered that anyone entering the Vault be extensively examined and cleansed to safeguard the larger population that resides within. As part of the precaution of the sickness, Shawn has also made it mandatory for those afflicted to be isolated from the rest of the population until a diagnosis or cure can be procured.

Movements / Orders
-Begin construction of a settlement in new Tampa, to be named Citrus Park, after a collection of Orange trees found at the site. (3,000 Scrap)
-Construct an Ammunition Converter in the Vault. (500 Scrap, 3 Tech Parts)
-Build fortifications around Citrus Park. (500 Scrap)
-Have a team of 50 with Low-Tech Melee, 20 with 1-H Guns, and 5 Mr. Handys scavenge the local area for scrap and tech parts.
-Send the 200 Low-Tech melee weapons from the Vault to Citrus Park.

OOC: If given the time, I will try to write up a short on the election and Shawn's inaugural speech.
@EQ - You will also notice that I changed the surname of Shawn from Billib to Lapointe, giving him a french lineage which I intend to flesh out later. Also, after my graduation in two weeks time, I should be able to complete orders ahead of the bare minimum of time left and write up some stories about the Saint Vikings.

A Speech from the Headwoman:

Spoiler :
“Ok, mis amigos, it seems that Willems had this whole great speech for me to give to you. Now Willems is a great guy, and real useful at his job. Thing is, he kinda reads too much, and overthinks some-things some-times. So, I’m just gonna give it to ya straight, no tonterias.

We’ve grown a lot recently, ‘specially since we di’it even exist too long ago. This is great, but also carries certain problems. Namely, some of you have come to us with complaints about chem-chabzas causing problems around town, along with other things. As such, we have decided to take a new step, and form the Union Marshals.

Now, some of you will no doubt worry about the formation of a central police force, and where that fits into a communo-mutualist society. Well, it’s like this: you have the right to live your life freely, and will still have the right to protect yourself. However, we can’t rely solely on unofficial safety and protection in all this in a town this big. As such, the Marshals will be tasked with bein’ around town at all times, and dealing with things that you really don’t need to.

Related to this is our newest operation. While we at first wanted to provide as much liberty as possible to all people, a small few of you had to go and abuse it. As such, the use of any chems known to cause noticeable behaviour…challenges will be confined to designated, separated areas of town which can be watched over by the new Marshals. This includes things like psycho and strong hallucinogens. This rule will also apply if you specifically show problems; get totally borrach on moonshine and start causing trouble in the streets? You have to drink in this area, and can only leave when you sober up. Violators will be subject to public shaming, or worse if you cause real trouble.

We will also start training some people up to provide aid for people who have real problems while here; while we can’t really have the full doctors spend all their time making sure that you don’t choke on your own spew or something while high, we can try to ensure that there’s someone around who can do first aid and handle basic overdose issues.

Also, we would like to take this moment to remind you that doctor Miles has finished some more books that our salvages found on addictions counseling, and is always willing to schedule a meeting. Also, a reminder: anyone that anyone that shows up to work stoned will be stoned. We have a large collection of tennis balls for people to throw at you for small-time violators, and work our way of from there. Have fun on your own time.

Oh, and before you ask, no, we don’t have a shiny name for this new setup. Well, we HAD one, but then decided it was stupid after using it for a while. So if you have any ideas, feel free to pass them up.

Oh, and one last thing before I wrap this up; some of you have been asking about this “Contract Laborer” thing that’s mentioned every now and again in things. Basically, you know how a few people in town have a personal slave or two? That’s them, slaves that you ain’t allowed to mess with, ‘cause they’re still people. If things go bad around here you may see more of them in the future, but for now we don’t need anybody to be forced to work here.

Ok, that wraps up todays speech from me. Any questions, comments or issues to raise?”

Headman’s Challenge solution:
As per posted story, an area of town will be cordoned off behind some light barriers. Any usage of chems that typically cause problem behaviour will be limited to that area. People that show a tendency to cause problems while using other substances will also only be allowed to indulge here. Violators will be subject to public shaming/display. If they cause real trouble, physical punishment or extra labor assignments may be used.

This area will be watched over by Union Marshals (police) to maintain order and keep things safe, as well as enforcing the rules. A few medics should be kept on available most times to deal with basic health problems.
Orders:

Orders Proper:
As with last turn, two teams of 40 people will be formed to engage in scouting and salvage operations. Each team will be issues with 25 1-H guns, and 15 2-H guns. These teams should try to remain relatively near each other, to provide aid in the event of trouble.
These teams will travel up to perform full scale salvaging in Fort Pierce. In particular, they are to check any police stations, military outposts or gun shops, as well investigate the marinas for any function or near functional boats.

IF Fort Pierce proves impractical to salvage due to more danger than they can reasonably handle or an existing community that refuses to share, than the salvages will instead head south to Port St. Lucie proper, as well as sweep along the water front around Jensen and the like for any usable boats.

If the parts come in, build a forge. It’s not much, but we might need weapons and there are fewer army bases to loot this far south, in my understanding.

Also, if it comes up, restrict immigration to no more than 40 people this turn, or enough to fill any loses.

Just letting everyone know, starting work on the update now. Will still accept any latecoming orders though for at least a day or two.

Governor's Challenge

Spoiler :
The vast majority of those we rescued from the Silver Horde were imprisoned members of the group once known as the Vanguards. While they don’t appear to be any threat at the moment, some of our leaders are concerned about the possibility of them spreading communism among the ranks. They have called for the exile of the former Vanguards and the purification and protection of our people from communism. Others have decried this theory, and instead have argued for political freedom of belief among the population. How do we respond to this rising debate?

New Gulf Commonwealth Orders (Short)

CHALLENGE

Well, the Vanguards are at least vastly uninformed or deluded in their beliefs. So, a little education is in order. Using the historical documents we have from the Vault, we're going to the boys whip up a little presentation to illustrate the dangers of communism. Show footage of how bad communism turned out and caused the nuclear war. Now, we'll tell them the NGC cannot and will not enact communism as a political or economic system. If they wish, they can renounce communism and remain in the NGC. Alternatively, they can leave.

Currently the NGC is suffering form a shortage of scrap. We need to send expeditions of 200 men (50 laser weapons, 100 1-h guns, 50 low tech) to scavange in Somerville and Bushnell to the west. If there is sufficient scrap they will return again later in the halfyear.

We will be sending a similarly armed party down to Clearfield to scavenge.

-500 Scrap into building a market

Orders
60 people, armed with 30 1-H Guns, 28 2-H Guns, and 2 Heavy Weapons, in the 2 Small Boats, 2 canoes, and 2 rafts, are to sail west to Key Largo to scavenge the island for scrap, tech parts, and anything we cand find. After the island is empty of suitable scavenge, they are to sail to the mainland, and attempt to expore the region near Homestead, Princeton, and Cutler Bay. If the area is judged to be safe, then they are to go ashore and attempt to scavenge the area for suitable goods and make contact with any friendly communities. After this they are to return home. Above all, they are to avoid Miami like the plague, having heard of its ferocious nature from the Vault 40 contacts we met.

Trading links, official and otherwise, are to be established between Big Pine and the Conch Thalassocracy. Their traders are permitted to enter our market, and, similarly, our traders are to go over there and do business. Traders are to remain cautious for piracy from the Tubaroes, however.

Duck Key will not clamp down on the moonshine trade. With the exception of slavery, Duck Key is free for trade of all types and shutting down legitimate traders will not do well for our attempt at being the trading hub of southern Florida.

Inter-Faction Reports

Faction Reports

Atomic Foxes
Spoiler :

The Atomic Foxes have continued to survive in the hostile wastes, maintaining their friendly relations with neighboring Lakeshire. On the home front they have avoided any real conflicts and have scrapped what remains of their old ammo convertor, which had been irreparably damaged previously. An expedition was sent out to the town of Quitman in the west, seeking scrap and other salvage that could be returned home. They were fortunate to discover a small amount of scrap, in addition to a moderate amount of Tech Parts. These recovered goods were found and brought home entirely without incident, making it one of the easily supply runs the Foxes have had the good fortune to be involved with.

Turn Stat Changes
+130 Water from Lakeshire supply
+50 Scrap Parts from salvaged busted Ammo Convertor
+100 Scrap Parts, +4 Tech Parts from Quitman salvage
+5 Population from immigration to Lake Park
+265 Food from surplus production
-135 Water from consumption

Commander’s Challenge: A new immigrant to Lake Park brought with him what he calls “bagpipes.” This instrument, while popular with the immigrant and his family, has also been called “the horns of hell” by his neighbors. Angry people have begun calling for the banning of the bagpipes, calling them disruptive to the peace. Others have stated, but much less loudly, that the bagpipes aren’t really all that bad. How do we respond to this debate?

Children of the Rapture
Spoiler :

Not much happened for the Children of the Rapture as they stayed in their cave and played card games for the majority of this part of the year. All continued as the status quo.

Turn Stat Changes
+20 Population from immigration
+210 Food, +410 Water from surplus production

Reverend’s Challenge: Inactivity has not diminished our current problem. The underground aquifer that our cave system has relied on since the Great War has begun to run dry, and we’re concerned about the implications. Two courses have been presented by our water workers. First, we could continue running at the current rate of production until the source runs dry in a year or two. Alternatively, they suggest that by more conservative means of production and pumping, we could produce approximately a quarter of what we currently produce, and gain possibly decades of future use. How do we respond?

The Citadel
The Citadel was the military college of South Carolina before the state’s integration into the Gulf Commonwealth. An active military garrison was established when the war eventually broke out with China. When the Great War was happening, the first Commander Orlando evacuated the place into the newly constructed bunker facilities. Commander Orlando IV is the current Commander of the Citadel Bunker. He got the position due to being the great-grandson of Commander Orlando, who evacuated all of the people he could from main structure of the citadel to the Citadel’s bunker. Commander Orlando IV is nationalistic, paranoid, is known to rant sometimes, and is quite stubborn. After a small food shortage, Commander Orlando IV became more paranoid of starving to death than what could be outside. He has ordered the bunker opened for this faction’s first journeys into the outside world.
Spoiler :

Commander’s Challenge: Our bunker had an automated security system back when the structure was completed, protecting against both intruders and outside threats. Unfortunately much of the system was salvaged for spare parts over the years, but some of our people believe we could reactivate it using the inherent energy supply of the bunker. They have suggested that with the use of 40 Tech Parts, we could restore a functioning automated defense system to our bunker. Should we?

The Conch Thalassocracy of the Keys
Spoiler :

The Thalassocracy have welcomed a relationship with other, more civilized peoples in the Keys, opening up varying types of trade with neighboring Big Pine. This has included a particularly ferocious type of moonshine, capable of rendering a person infirm after only a pint’s worth of drinking. The drink has caught on among the Thalassocracy’s workers, and has diminished production rates to a large degree. The creation of an official marketplace has only increased worries about this, but for the most part, the situation seems well in hand. Unfortunately the year was tarnished by the fate of an expedition sent to the east towards Key Largo. While the expedition had significant success on Key Largo itself, finding ample amounts of scrap and even a large amount of tech parts, they ran into trouble as they went further north. Attempting to avoid downtown Miami, they still attempted to make landfall in the Cutler Bay area, and immediately ran into trouble. A large black shadow was seen under the lead ship before it abruptly shuddered and went down, with only screams and blood on the water. After witnessing this, the other ship turned around and immediately went home, terrified of what could be awaiting them, and not willing to lose the Thalassocracy’s only remaining ship.

Turn Stat Changes
-500 Scrap Parts from construction
-50 Food and Water per turn from diminished production from moonshine consumption
-30 Population, -40 Ammunition -10 1-H Guns, -10 2-H Guns, -1 Heavy Weapon, -1 Canoe, -1 Raft, -1 Small Boat from eastern expedition losses
+150 Scrap Parts, +3 Tech Parts from eastern expedition salvage
+50 Food, +50 Water from market dividends
+300 Water from surplus production

High Doge-President’s Challenge: Our encounter with Big Pine and journeys up and down the coast have led to the arrival of an independent ship from the mainland. Piloted by a captain of unknown accent and location, he has stated that he’s a trader looking for any opportunities. He’s offered to bring immigrants from the mainland that are looking for a safe place to reside in addition to standard trading at the market. These would be the first migrants the Thalassocracy has ever experienced. How do we respond to his proposal?

Maritime Collective
Spoiler :

The Maritime Collective underwent a flurry of construction and development, creating numerous new installations to help spur the development of the community as a whole. New buildings and fortifications have been construction to both increase local food and water production and help defend the community against external threats. Thankfully, the new fortifications were completed in time to defeat a major attack by a band of raiders, who were repulsed after a vicious battle. Sadly, some people were lost in the fight, and more would die in an expedition that took place towards the end of the year. A substantial part of the community was sent to the Naval Air Station in Pensacola, which had been previously scouted and found to have still active base defenses. The expedition had a long running fight with the robots making up the defenses of the station, leading to half of those along with the party dying in the battle. Thankfully, they still managed to clear out most of the defenses and undertake some minor salvage. Unfortunately, with so many dead, they were unable to find anything substantial, having to console themselves by simply salvaging the wrecked robots for what scrap they could provide.

Turn Stat Changes
-3,300 Scrap Parts, -30 Tech Parts from construction
-10 Population, -590 Ammunition from raider attack
+1 Military Skill from combat
-35 Population, -190 Ammunition from Naval Station expedition losses
+300 Scrap Parts from Naval Station expedition salvage
+20 Population from immigration
+75 Food and Water from surplus production

Mayor’s Challenge: We have recently discovered a mutated plant near our settlement which presents remarkable healing powers, but causes massive amounts of pain in the process. Some of our people have called for use of the plant to aid the healing process of those wounded, while others claim that the amount of pain that it inflicts is cruel and unusual. They further claim that it’s unlikely that plant would be useful in all circumstances, making it inflict unneeded pain for little reward in some of the population. Should we accept use of this plant by our medical men or ban its use?

Monastic Brotherhood of Poor-Fellows and Crusader Knights
Spoiler :

The bloodshed of the first half of the year led to new upheaval and change among the Monastic Brotherhood. Grandmaster Redtail, under pressure from the leadership of the Brotherhood, resigned from his post, turning over control to the new Grandmaster Browning. While not openly acknowledging any failure, the changing of power has been seen as a major regime change for the Brotherhood, bringing a new and more charismatic face to the faction. Redtail’s last act as Grandmaster was overseeing the exchange of the members of the Brotherhood held by the New Age Corporation for a large amount of assets. Substantial amounts of food and water were turned over to the Corporates, in addition to a sizeable amount of tech parts. Though wary of betrayal, the exchange went over without a hitch, preventing further violence between the two factions. A minor expedition was sent out to the Villages after the exchange was completed, but without much manpower they brought back only a handful of scraps to the Citadel.

Turn Stat Changes
-100 Water from contamination
+50 Population, -2,000 Food, -2,000 Water, -10 Tech Parts from exchange with New Age Corporation
+20 Scrap Parts from The Villages expedition
+50 Scrap Parts from slave salvage in Gainesville
+30 Population from immigration to the Citadel
+50 Population from immigration to Oscargrad
+5 Population from natural growth
+1,020 Food, +820 Water from surplus production

Grandmaster’s Challenge: One of our leaders has recently claimed to have experienced a “vision of Eden,” describing a verdant land to the west, which he has called the “home of God.” He has claimed that God himself awaits the Brotherhood in the area once known as Tampa, and that all efforts should be made to reach Him. He has had very few followers to this belief, and some have privately bandied about accusations of heresy. How do we respond to this outspoken “prophet”?

Nasa
Spoiler :

Nasa underwent enormous change on the home front after the recent purge of the current commander’s opposition in the ranks. A limited trade for scrap from Fort Cocoa helped spur the wholesale development of Nasacity with substantial new infrastructure. The stockpiles were further boosted by the recycling of a decent amount of tech and guns into scrap, helping bring a sizeable new reactor online. Powered by this reactor is a new automated turret system, using state of the art defense tech to protect the settlement from any attackers. With the new burst of strength, Nasa at last welcomed the community of Mims into the fold, having long promised full protection for the settlers there. They have been willingly welcomed into Nasa, and the community’s ruling council has been put on the higher leadership of the faction. Mims had been in dire straits, running short on basic supplies, and finding that the area had been thoroughly tapped out of available scrap for salvage. Scrapping efforts around Titusville have been more successful, finding a hitherto unknown stockpile of rifles and ammunition.

A major expedition was launched from Nasacity, hoping to find decent salvage in the lands south along the coast, first bypassing the area around Fort Cocoa for hopefully greener pastures. They had little luck at any of their destinations in Melbourne, finding the area’s military bases to have been thoroughly picked over by past salvagers and nomads. They simply gathered what scrap they could find and move along, bypassing most of the smaller towns in the area in favor of areas known to have a pre-war military presence. They had the most success at Valkaria Airport, where the local defenses were still operational and deadly. They found a small supply of guns and tech parts but little else, and left before the reserve base defenses came online. They soon reached Fort Pierce, where they encountered a small group of vicious cannibals, who they fought and defeated. The expedition also encountered a small force representing the “Survivalist Union,” a somewhat barbaric community further south. Wary greetings were had before the expedition moved into Port St. Lucie. They once more found very little beyond a few scraps, and running out of carrying space, they were forced to return home.

Commander’s Challenge: A trader recently arrived at our market has begun offering for sale a number of new chems, which apparently enhance one’s ability to fight. He has offered them for sale to our leadership, claiming that it would dramatically improve our people’s skills in combat. On the other hand, it has been reported that the side effects can lead to addiction to the chem and occasionally psychopathic tendencies. How do we respond to this proposal?

New Age Corporation
Spoiler :

The New Age Corporation successfully leveraged their victory at Palatka earlier in the year with a new treaty signed with the Monastic Brotherhood. The Brotherhood has acknowledged the overwhelming triumph of the Corporate forces by surrendering a large amount of food, water, and tech parts to the Corporation. The trade thankfully went off without a hitch, as both parties were wary of betrayal, but the trade was still conducted thoroughly without attack or dispute. The expedition soon returned to Saint Augustine triumphant with their further spoils of the brief war between the two factions. Two more expeditions were sent out before the year concluded, one to the south and one to the north. The southern expedition was focused upon the towns of Bunnell and Flagler Beach, searching for anything of value. They were highly successful, finding a decent amount of tech parts in both towns, in addition to a small amount of guns and scrap. Both towns were populated only by a small amount of hostile monsters, leading to only minor skirmishes between the expedition and the beasts. The northern expedition was less successful, though Palm Valley was empty of any true hostile forces. The expedition found only scrap, and ran into substantial trouble in Ponte Verde, which has been seen to have been overrun by hostile and large mirelurks.

CEO’s Challenge: The opening of a new market leads to new opportunities, and we’ve received a particularly appealing offer. If we allow the sale of slaves in our marketplace, not only will we occasionally receive some slaves as a source of free labor, we may also ward off raider attacks, as we will be a friendly port of call for marauding slaver bands. Of course this could invite new violence in our market and there are some moral objections to such a proposal. How do we respond?

New Gulf Commonwealth
Spoiler :

The New Gulf Commonwealth has capitalized upon the recent victory of the Silver Horde, pursuing their new enemies to Sumterville in a scouting expedition. Though they had been initially unaware that was the location of the Silver Horde, they soon discovered that it was, and the expedition leader was enthusiastic about the chance to outright defeat this band of raiders. The expedition caught the raider camp by surprise and despite the superior numbers of the enemy, still managed to win the battle. They liberated the surviving slaves, and with this help, they returned the massive spoils of battle to the stores at Leesburg and the Emerald Vault. Shortly after this expedition returned, a new one was sent out to the town of Bushnell, similarly sized and equipped. This expedition had strong success, finding a good deal of scrap and even a cache of laser weapons for return home.

Governor’s Challenge: The indoctrination against communism is somewhat taking hold, but the influx of yet another group of former Vanguards has thrown everything off balance. At this point there are more former Vanguards in our faction than any other type of grouping. Ideals of wasteland communism have clearly begun to spread, despite the alleged renouncements of the new members of our society. Clearly these people have no intention of leaving our lands, while still spreading their propaganda. How do we respond?

Saint Vikings
Spoiler :

The Saint Vikings have found not one, but two, growing new threats to their way of life and fledgling civilization. An epidemic of nightmares and restlessness has plagued the people of Hangarville, and no containment methods seem to work, though thankfully careful screening has seemingly prevent the spread of this unknown contagion to the vault. The Overseer had intended to begin colonization of the area formerly known as Tampa, but the expedition sent ran into a vicious snag. A group calling themselves the Calusa blocked the way and immediately attacked the Saint Vikings, overwhelming them with sheer numbers and sending the survivors running back to the vault. These new arrivals in the Tampa area have sent a number of bizarre and disjointed messages to the vault, before their couriers would wander away in a dazed state. With new threats on the horizon, the salvagers in the ruins of St. Petersburg have become more and more wary of outsiders.

-500 Scrap Parts, -3 Tech Parts from construction
-70 Population from battle of north Tampa
+700 Scrap Parts from local area salvage
+60 Population from Hangarville immigration
+800 Food and Water from surplus production

Overseer’s Challenge: The nightmares and headaches have continued to spread unchecked through Hangarville despite our efforts at containment. Quarantine seems to have no effect, and a disturbing new symptom has emerged. Many of those afflicted by the contagion have begun sleepwalking aimlessly around the compound at night, shambling about with no direction, and being utterly confused when awoken. Unusually, there seems to be a number of people not afflicted by this, and it seems that those who were raised in the vault itself are immune to the contagion, for the most part. There may be other causes, but a number of our leaders have called for a moratorium on immigration to stem the tide of the mind disease. How do we respond?

Survivalist Union
Spoiler :

The Survivalist Union faced grave news on the home front. A massive raider attack was launched on the compound, leading to them breaking through the main defenses and bringing havoc to the interior of the settlement. They were eventually repulsed after causing extensive casualties among the population, but were not routed. The raiders disappeared into the wastes, leading to much concern about the possibility of a future attack. Other casualties were suffered before the year ended, as rampant drug use in a new quarter of the town led to one particularly addled drug user going on a rampage and slaughtering a good number of people, including a guard or two before being finally brought down. This has led to some outrage, but not as much as there would have been if most of the victims hadn’t been similarly warped chem abusers.

An expedition was sent north to the ruined town of Fort Pierce after the Union recovered from the disastrous raider attack. Upon arrival they found the remnants of a vicious battle between a group claiming to represent “Nasa” and a band of raiders in the town. The Nasa expedition had already begun salvaging in a number of prime locations within Fort Pierce, and were not quite overtly hostile to the Union’s own expeditions. They eventually departed, allowing the Union’s salvagers to begin their own work, though they found only scraps left behind by the larger expedition from the north. They returned what scraps they were able to recover to the main compound without any incident.

Headman’s Challenge: There has been fresh outrage against our community’s local school for the youth. The schoolmaster has recently introduced a new history segment to the education which has loudly proclaimed the virtues and benefits of the centralized USA. Parents of the youth have protested, calling for the school to be shut down and a return to a more oral based education system in which parents would educate the children with more useful information. The situation could turn violent should the headmaster be allowed to continue his teachings. How do we respond?

Vault 37
Vault 37 was one of several Vault-Tec vaults within what is now the Sunshine Wasteland. Designed as an experiment in human psychology, this vault, and one other like it in Nevada, possessed a massive armory, with no functioning lock or security system. With so much firepower at the disposal of the dwellers of the vault, tensions have always had the potential to erupt into a bloodbath. Thankfully for the time being the faction seems to have a stable overseer. The Jacksons have a long history of leadership in Vault 37, providing a storied pool of overseers, scientists and commanders. Gregg rose to prominence as the Vault's leading robotics engineer, and with cunning and a vicious temper, he has secured the overseership of the Vault for the immediate future.
Spoiler :

Overseer’s Challenge: With our vault likely to be engaging with the larger world soon enough, some of our people have called for the creation of new security measures for the armory. Despite tradition of just allowing ease of access, the risk of an outsider getting their hands on our ample supply of weapons just seems too great. Opposition claims that any security measures would be against the freedom and voice of the people of the vault. How do we respond?

Vault 40
Spoiler :

The vault dwellers of Vault 40 have managed to close out the year on a continuing high note. A number of old entertainment sims from within the vault have been recovered and used for training on the B-26s recently recovered. A goodly number of young residents of the vault are supremely confident of their ability to perform basic piloting functions on the old aircraft. In order to help support this potential boon, a major expedition was sent back to Fort Myers to establish a new settlement around the old Southwest Florida International Airport. By enclosing a number of the old walls and fences around the airfield, they have established a large, but effective territory for a settlement, and a landing area for the aircraft should they depart from the vault. The expedition similarly managed to recover a decent amount of scrap from the surrounding area, helping to recoup some of that used in the construction of the new settlement.

A secondary expedition was once more sent to Naples to continue salvage efforts there and to locate anything that might have been missed by past expeditions. The new group was successful in their efforts, thankfully avoiding any conflict or fighting with any potential hostiles in the area. They have noted that a number of critters have begun to migrate into Naples from the swamps, and there have been some signs that several giant snakes have begun to follow these smaller prey into the city area. Still, the expedition didn’t encounter any particularly nasty beasts, and even managed to find a military stockpile that had been missed, recovering a small amount of military grade laser weapons in the process. They managed to return home with no other incidents of note.

Turn Stat Changes
-1,000 Scrap Parts from construction of Port Authority
+500 Scrap Parts from salvage recovered during construction
+500 Scrap Parts, +90 Ammunition, +10 Laser Weapons from Naples salvage
+20 Population from immigration to Vault 40
+10 Population from natural growth
+770 Food and Water from surplus production

Overseer’s Challenge: It is proving difficult to maintain constant communication with Port Authority. The distance and hazards between the vault and the new settlement are proving difficult to overcome, particularly with supply of food and water. Some have suggested the reconstruction of a radio tower at the vault, allowing for long range communication, but this would not solve the problem of transit. Some have actually recommended a large-scale development of the area around the vault, including the construction of an airfield, allowing for airborne transit between the two settlements. Older, and more experienced dwellers have instead suggested that the best route would be establishing intermediary settlements between here and Naples. How do we respond to secure our logistics?

@Blaze_Injun: The reason you received a repeated Challenge is because not all issues stay dead when a decision is made. The challenge merely emphasizes that the argument has resurged as people seek to once again extol the wonders of their chosen side. Also the failed ammo convertor was destroyed, no tech parts were recoverable, but I did allow for the generation of some scrap in this update. Also, I’m not sure if I understood your intent correctly in the orders, but Tech Parts cannot be directly converted into ammunition.

@Quisani: I’ve never heard of Somerville before, so I assumed you meant Sumterville, which is in the direction you indicated. Similarly, I was unable to locate an area known as Clearfield, so I was forced to disregard that part of your orders.

Communities built on pre-war airports have been all granted a free “Airfield” structure. Any future settlements will receive similar treatment.

He has offered them for sale to our leadership, claiming that it would dramatically improve our people’s skills in combat. On the other hand, it has been reported that the side effects can lead to addiction to the chem and occasionally psychopathic tendencies. How do we respond to this proposal?

Solution
Spoiler :
Ask for a few volunteers to test these chems. Wait for the results before we determine what to do with them.

Orders:
Spoiler :
This turn, we will work on making Mims a worthy part of Nasa. First, we will spend 100 Scrap and 2 tech parts on constructing farming equipment. Then, we will spend 200 scrap and 6 tech parts on building a Water Pump and Purifying station. Finally, we will spend 500 scrap on building fortifications.

Finally, we will dismantle the existing water purifier, as our pumping and purifying station will be more useful.

Convert 300 scrap into ammunition.

Send small (no more than 100 food and water each) gifts to Fort Cocoa and State of Daytona, as a token of Nasa’s good will. Show that the people of Nasa have nothing but goodwill for our neighbors in need, and indicate how well the people of Mims are doing, now that they’ve joined up with us. Also, indicate how the ruling council is now part of our Congress, and they therefore haven’t lost any power at all. Glance significantly at their food and water productions, and their much greater population.
Should they ask to join up with Nasa, Nasa will be renamed the Sunshine Kingdom, a Congressional Monarchy, with King Jayne Bede styling himself His Brightness, King Jayne Bede, First of his Name, Lord of Nasa and Protector of the Sunshine. Advising the king, and acting as a check to his power, is the Sunshine Congress, an elected body (originally comprising the ruling councils of the various cities.)

Finally, a small expedition will be sent in the small boat (Which will carry the canoe, so as to send scouting parties to keep the boat safe) to finish the expedition that was started last half-year. As we only made it as far as Fort Pierce, we’ll continue past it to Port St. Lucie, exploring the US coast guard flotilla, and the US army recruiting station, as well as the marines base in Port Salerno and the John Dickson Missile Tracking Center. They will travel as far south as West Palm Beach (which has a few military facilities, such as The AUTEC navy headquarters and a couple National guard offices, as well as a US marines training facility, before heading home. This Expedition will comprise of a Shield and a Sword, as well as as many people as the boat will comfortably fit, all armed with laser weapons. The boat is to stay out of range of small-arms fire, but not be too far out at sea.

If we encounter the survivalist union again, invite them to send people to the market. The path wasn’t too dangerous, and they are sure to be welcome and gain prosperity.

Continue to scavenge titusville for scrap.

Transfer 100 laser weapons to Mims.

Advertise our new airfield on the Radio.

The mysterious illness that has plagued both the Calusa and the Saint Vikings must be cured!

MAH BOOOOAAAATSSSS! Excellent update EQ, the Conch can finally achieve its dream of being the Trade Hub of South Florida.

Quick question, can a small boat probably loaded to its capacity make it to St Petersburg and back safely (presumeably its directions are go there, trade, go back) With a good chance of return?

What is the carrying capacity of a Small Boat anyway?

@Grandkhan: It could make that journey with the same rate of return as it would have on any similar journey. The carrying capacity of a Small Boat is roughly equal to the carrying capacity of a small boat.

A brief response from the Headwoman:

HA HA HAAA! "Virtues and benefits" of Old USA!? Here, man, I still have this old news reel I found in a theatre years ago. Shows things like US troops slaughtering hippies as good thing. Now, while I'm not certain on the details of the hippie philosophy, I do now that they didn't do anything that warranted live rounds. Or what about old those old schools with radioactive waste I the basement. This is the same government that legalised the special editions of Nuka-Cola, and nuked the world! They even did things like build slave collars for use on office workers!

Man, how did that loco ever get selected to teach anything, let alone history. Oh, but dude, one question that might fit your area of expertise: do you happen to know what Jet is or where it's from? Merda ain't old world, and I can't figure out how it got everywhere in the wastes.

@Grandkhan: You can fit roughly a small boat's worth of ammo or scrap on a small boat. If you MUST have a number, I'd say that a small boat could charitably hold 750, maybe more.

@poketwo: I am not sure I know what you're asking. If you're asking how much power your base generates, it's none beyond what powers the lights and other bare essential facilities. The automated defense system would run itself off that grid, but the grid would not be compatible with facilities other than the proposed defense system.
