We sought to bring the light of civilization and trade to the barbarians of the Bahamas, and through them, the Caribbean. This would have, will still, bring prosperity to the wastes, and especially our people. But instead of accepting the righteous hand of friendship we extended, these savages spat in our face and massacred our people. This cannot stand. I promise to you that this will not stand. Those barbarians will pay for their crimes against the Sunshine Kingdom, against our allies in vault 37, and against the wasteland.

I see the faces of those murdered in cold blood every night before I go to sleep, their ghosts asking for, no, demanding vengeance. And though the promise of vengeance is a cold and empty compared to the pain of the loss, it is a promise that I make to you. Those who murdered our brothers and sisters will suffer.

Our combined might broke the twisted slavers of Orlando and stopped the unstoppable tide of the armies of Minorne. The Barbarians of the Islands will be no different, so long as we hold together, allies, equals, and partners to the last. So, now, we do as we always must do. We rebuild, we recover, we grow twice as strong, but we never forget. Never forget the insult, never forget the crime, and never forgot those we lost.

Well now, I seem to remember hearing word that you said that you would leave their lands, not try and send an army there. And this after travelin' to get to their lands and claim them as your own. Correct me if I'm wrong?

I also ain't seen any sign of 'em coming to our lands to hurt us. So, I ain't seeing the comparison to Minorne or local slavers.

I would see this as a lesson that launching wars over seas ain't really gonna work out, and call it quits.

Now, I ain't sayin what they did was right or nuthin, apparently murderin' all them people. But I can see why they did, and can safely say that I ain't got any plans to back up any retribution you may have planned. From the sounds o' it, it ain't realistic anyway.

Seems ta' me that comparin' yourself to the Old Empire is fully apt.

The Sunshine-Universe Treaty​

I: The Universal Refuge will be declared a protectorate, and placed under a Personal Union. Stephanie Bede, First of Her Name, henceforth referred to as Her Majesty, will be declared Queen of Universe, and Protector of the City, along with her titles in the Sunshine Kingdom. Her Majesty will also retain a seat on the Board of Directors for the Universal Reclamation Project. She shall be the Head of State, and will reign through the use of the Universal Reclamation Project’s Board of Directors and by Royal Decree. Her word will be law of the URP. A tribute may be levied at the request of Her Majesty. However, in respect of the people of the Universal Refuge, Her Majesty shall retain solely locals for the governance of the Universal Refuge.


II: Her Majesty shall retain Jack Harrow as Head Director of the Universal Reclamation Project, and shall leave both the daily and strategic running of the Universal Refuge Project. This will extend as well to long term strategic decisions, personnel questions, and other operations as needed. Jack Harrow will also retain ultimate executive power in the Universe City, and will restrain action of the Crown if necessary.


III: Her Majesty will use Her influence and resources to direct investment and development into Universe City, and the Universe Reclamation Project


IV: All forces that are at Her Majesty’s disposal hereby agree to defend Universe City, and all property of The Universal Reclamation Project with an appropriate military response.


V: The Sunshine Kingdom recognizes that both the Project and the City are both completely separated from the Kingdom, for now and in perpetuity, and will never be constituted as a part of the Sunshine Kingdom. Universe City will retain its own domestic, foreign and military policies, though will obviously not create one hostile to the Kingdom.


VI: The Sunshine Kingdom’s Congress’s laws will not apply to the denizens of the City or the Project, and will make no effort or attempt to enforce said laws. Though the Project will retain an ambassador the the Sunshine Kingdom, they will have no votes in the Congress.


VI: This treaty is valid for 5 years (10 turns) as a trial period, to ensure that the treaty is to the liking of both parties, or until the death or resignation of Her Majesty.


VII: After the initial renewal, the treaty will be revisited after 10 years (20 turns). Upon that renewal, the treaty will not need to be renewed again, until the death or resignation of Her Majesty the Queen.


VIII: This treaty may be amended with the consent of both parties

Spoiler Chairman’s Challenge :

With scouts continuously reporting black aircraft flying from west to east and east to west, there has been some call to try to make contact with whatever group is operating these devices. On the other hand, others suggest that based on the power of the faction and the fact that they operate a number of aircraft, letting them know about our existence could prove fatal. How do we respond to this debate?

Spoiler Chairman’s Solution :

There’s no urgent need to approach the mystery group. The WRR is progressing at a steady rate as it is, and the people are well provided for. If the group does not know of the WRR’s existence, then revealing ourselves could indeed prove fatal. On the other hand, given their advanced technology, they may very well already know of our presence, and if so could have attacked us long ago. Either way, it is better for the great workers of the Reclamation to not take the initiative in this matter, and instead wait for the group to make first contact. The workers must be reminded to stay vigilant, and keep an eye on the sky.

Spoiler Orders :

- Construct Radio Tower in Viracocha for 200 scrap, 8 tech parts, and begin rebroadcasting Reclamation Radio.
- Convert 600 scrap into ammunition.

Note: Weapons and population are to be taken equally from both towns.
- An expedition of 200 (50 laser, 50 1-H, 20 High-Tech Melee, 100 Low Tech Melee, 5 Heavy Weapons, 30 Power Armour Suits) are to scavenge and explore central Savannah. If ghouls or other hostiles are encountered, attempt to drive them off or neutralize them. They are to keep an eye out for any locations that are particularly well suited for expansion. If resistance is encountered that can’t be neutralized using Heavy Weapons and Power Armour, pull back.
- An expedition of 100 (25 laser, 25 1-H, 50 Low Tech Melee, 15 Power Armour Suits) are to scavenge North West, scavenging previously explored areas Northwest of Nanahozho as well as pushing further to Cylo and Newton, retreating if they meet heavy resistance.
- An expedition of 100 (25 laser, 25 1-H, 50 Low Tech Melee, 15 Power Armour Suits) are to scavenge the areas around Port Royal (Laurel Bay, Burton, Beaufort, Ladys Island, St. Helen Island, Shell Point, Parris Island) as well as the route along the way from Viracocha, retreating if they encounter any heavy resistance.
