EQ, do we have a color/faction list lying around anywhere?

No, afraid not. Which settlement are you curious about?

There used to be a google reference map thingy that had most of the factions on it, not sure where the link went though.

@Decamper: Thank you for bringing that to my attention. I did not realize that that map was deleted when I rearranged the front page posts. I've put the link to it up towards the beginning. It is a little off in a number of ways however, as some towns are not properly located and most recent factions are not present.

I was hoping for a general one, really. I tend to forget some where some of the other factions are located, and it'd be a bit easier than finding their home bases on a map.

I think these are the right ones. Not that great though, thanks to the limited colour options.

Challenges
Spoiler :
Wasteland Challenge solution:
For the time being, impose travel restrictions of travel between communities of the Union, and outside. Merchants are limited to the Market and New Strip districts. Citizens should be restricted from travel unless they have business in other towns; we’re mostly interested in limited casual travel.

Headmans Challenge:
We’re not giving any special privileges to a “businessman”. If he wants to try and take power, he run (like all citizens) in the next election. Until then, he isn’t getting anything.

Orders:
Spoiler :
Scavenging/Military

Perform a large scale sweep around our heartlands with 215 individuals (15 lasers, 130 2-h guns, 30 1-h guns, 10 HT melee, 30 1-H melee), led by the Headwoman. Given the issue with the Cheery Man Honest Businessman, keep a bodyguard of the most loyal Citizens near the Headwoman.

Keep a force of reliably loyal individuals armed and ready, in the Honest Businessman tries anything.

Construction:

Construct 1 farming equipment,12 Water Pumping and Purifying Station in Port Maya.

Trade:
Sell 500 scrap parts on the market for 24k caps.
Buy 10 tech parts from the market.

Domestic and diplomatic orders:
Spoiler :
- admit Moor’s Head and Minter City into the Confederation;

- send a peaceful embassy to the Twentiers with a request to state their intentions and expected migration route. Our emissaries should be fluent in English, Spanish, and the language of the Mohammedans (they will be instructed to mention that they SPEAK Mohammedan language, but are NOT members of the Mohammedan clan);

- continue scrapping Headwards area using local population [if there’s any scrap remaining – it wasn’t mentioned in the previous update if it’s tapped or not];

- build a Water Purifier (200 scrap, 3 tech parts) in Chairkey Den;

- encourage (without enforcing) our sane ghoul population to move to Chairkey Den in order to maximize use of unpurified water from local Pumping Station (see the Solution section);

- send a scrap gathering party to Vicksburg, MS. It will follow the same orders as last season (see below in sub-spoiler).
Spoiler :
On its way to Vicksburg, the party will also make salvage stops in International Paper mill north of Redwood, MS, as well as in Redwood itself. Party composition is following: Wolf’s Heart – 250 scrap gatherers with 250 low-tech melee weapons from Chairkey Den; Wolf’s Head, Paws, and Tail –280 warriors from Wolf’s Lair with 60 high-tech melee weapons, 60 1-H guns, and 280 low-tech melee weapons (split evenly between the four units). In total: 530 warriors with 530 low-tech melee weapons, 60 high-tech melee weapons, and 60 1-H guns with necessary amount of ammo. The expedition will follow the standard order of operations with Head, Paws, and Tail acting as scouting, screening, and flanking forces. The party will be specifically instructed to take precautions in order not to fall into a trap designed by survived Mohammedans and/or raiders. They will also be given an order not to pursue raiders if any are encountered. If peaceful communities of non-slavers are discovered along the way, greetings will be exchanged and their rights will be respected. Aggressive opposition will be terminated, unless the expedition encounters impossible odds;

- send a scouting party toward Greenville, MS with a goal to determine if the city ruins can be used for establishing an urban ruin settlement. The party will consist of 300 people (150 from Chairkey Den and 150 from Wolf’s Lair) with 300 low-tech melee weapons, 40 high-tech melee weapons, 20 1-H guns (taken from Chairkey Den’s garrison), and 10 2-H guns (taken from Wolf’s Lair’s garrison), all split evenly between the five units according to regular Confederate order of battle (Wolf’s Heart, Head, Tail, two Paws, with regular roles). The expedition will try to research the area around Greenville and the roads leading to it, as well as potential crossings over the Mississippi River that can be effectively defended. They should gather info about local inhabitants and wildlife, nuclear pollution level, effective defensive positions, potential productivity and level of desolation. At least 20 members of the expedition will be sane ghouls that can safely research polluted areas. At least 5 members of the expedition will be fluent with English, Spanish, and the language of the Mohammedans, in case of peaceful encounters. The leaders of the force will also try to gather as much info as possible from Minter City and Moor’s Head inhabitants about the area before going deep into there (all according to our previous diplomatic exchange). If the expedition locates any military bases, bunkers, urban ruins, or cave systems on the way, besides Greenville itself, they will also map them and do some basic reconnaissance.

Challenge and solution:
Spoiler :
Pack Leader’s Challenge: The new water pumping facility is working as planned, but there is a snag. A small number of people have been made sick by the unpurified water. Some may die if they continue drinking the water, but the only way to prevent this would be shutting down the plant which would decrease our water production. We could also move the people to another location in the Confederation, but that would separate them from families and clans, which could lead to unrest. How do we respond to this issue?

Pack Leader’s Solution: Safety of our people should be our priority, so a Water Purifier should be built in Chairkey Den. If needed, water from the Water Pumping Station will be brought into the Purifier via bucket efforts, although we’re sure that after having established general education among our people we can come up with more effective engineering solutions.

Yet, we will also encourage our sane ghoul population to move to Chairkey Den in order to maximize the output of the Water Pumping Station by itself. No mandatory measures will be taken, and ghouls will be free to stay where they live if they wish.

Another measure will undertake is send a decent number of our Gray Shamans and their acolytes to Chairkey Den to console of those who did get ill from polluted water last year. Those poor souls should be taken care of both physically and spiritually.

Starting work on the update now. Stragglers get your orders in!

The Sawgrass Tribe Orders

Spending Orders:
Spend 500 scrap parts on fortifications for Stilt Town.

Movement Orders:

Continue to send scavenging parties to Belle Island/Belle Garde to pick the ruins of useable scrap. We will also send scouting parties south and west to look for other abandoned communities which may have scrap and, hopefully, functioning or broken Mr. Handy/Mr. Gutsy style robots.

Inter-Faction Challenge:
Spoiler :
For: Jacksonia, Maritime Collective, New Gulf Commonwealth, Sawgrass Tribe, Sunshine Kingdom, Survivalist Union, Universal Reclamation Project
Recently an unknown illness has begun to spread from the south, with all the indicators of a strain of influenza. Historical texts indicate that in the past the world was occasionally gripped by epidemics of different types. The disease has spread rapidly by merchant caravans and trading companies, and has caused some panic among a number of factions’ leadership councils. Allegedly the disease has emerged from the Sawgrass Tribe far to the south, but there are some doubts about these statements. Some advocate quarantine and other methods of isolation for immigrants and caravans, despite the likely economic effects of doing so. They claim that without proper medical care and preparation, hundreds, perhaps thousands, of lives could be lost. Others claim that the old world also had exaggerated scares and crises which were blown out of proportion by the public. They state that the economic harm and damage caused by a quarantine system would result in decreased immigration, less caps generated, and overall less profitable enterprises. How do our factions respond to this type of influenza outbreak?

The Sawgrass Tribe will continue quarantining and caring for the ill, as well as sharing our traditional medical skills with the doctors from the Survivalist Union so they can take the techniques home with them in case similar outbreaks occur in their towns.

Chief’s Challenge:
Spoiler :
A local child has become obsessed with Mr. E and how he works. The child has attempted on multiple occasions to dismantle Mr. E and take it apart to learn more about it. Other villagers have imprisoned the child and/or beaten him to try to stop this behavior out of superstitious awe for their robotic overlord. How do we respond to this singular child?

Mr. E will personally intervene on behalf of the child. While it is too soon to let the child tinker with Mr. E's internal working parts, perhaps he can take the kid under his wing, so to speak, and begin teaching him technical know how (responsibly, of course) in order to better benefit the Tribe. As such, scavengers will now be tasked with attempting to locate and procure Mr. Handy robots in the waste (functional or not, it doesn't matter) so the child can begin learning to use old world technology safely.

Challenge and Solution:
Spoiler :

Challenge: After a decent amount of time with a market, our people have thoroughly adjusted to the new de facto currency of the wasteland. It has become a core component of society and our interaction with the larger world. Some of our leaders have proposed that we tax people biannually, seeking to increase how many funds we have available. Obviously, our people would prefer to not pay taxes, and there could be ramifications towards any extremely hefty taxes. How do we respond to this proposal?

Solution: The citizens of the Atom Union will pay progressive taxes dependent on their wealth triannually.

Update 38: July – December, 2258
Iron Rails and Steel Men

Inter-Faction Reports

Faction Reports

Atom Union
Spoiler :

The Atom Union had a mixture of successes and setbacks as the year ended. Raiders attacked both Arlington and Easebur, but the automated defenses and militias made short work of them with no casualties among the population. Only minor injuries were reported in each battle, and the raiders were either killed or retreated in great disarray. Sadly, an expedition to Sylvester suffered more losses as the local giant ant population proved highly aggressive, organized, and vicious. The salvagers were forced to retreat without gathering any scrap parts or supplies to avoid being wiped out by the much larger groups of ants. On the home front, emissaries to the town of Pelham resulted in the formation of a new alliance with that community. While the people of Pelham seemed confident in their ability to repulse any attack or offensive, they have agreed to an alliance to better provide them security. Cooperation and exchange of information could very well lead to a slightly larger union in the future with Pelham as a member.

Turn Stat Changes
Spoiler :

-200 Scrap Parts, -3 Tech Parts from construction
-20 Tech Parts from gift to Universal Reclamation Project
-145 Ammunition from raider attack on Easebur losses
-170 Ammunition from raider attack on Arlington losses
-20 Population, -140 Ammunition from abandoned expedition to Sylvester losses
+1 Military Skill from combat
+6k Caps from market dividends
+10 Population from natural growth
+50 Population from immigration to Albany
+60 Population from immigration to Arlington
+10 Population from immigration to Easebur
-280 Food, -430 Water from consumption
+7 Energy from surplus production

Commissioner’s Challenge: Some of our people have expressed concern about the granting of some of our tech parts to a mysterious group called the Universal Reclamation Project. Our scouts have never encountered them and yet we have given a large amount of our supplies to this mysterious faction. A group of people within our faction have lobbied for us to provide some sort of evidence that this is a worthy investment. If we cannot, we could easily face unrest within our leadership council. How do we respond?

Commune of Freeport
Spoiler :

The Commune of Freeport suffered heavily as the year drew to a close. A small fleet of raiders from elsewhere in the islands arrived on the shores of Grand Bahama. As the people of Freeport lacked any fortifications and possessed only a small number of weapons, the battle was harshly one-sided and only superior numbers eventually drove the raiders off. Unfortunately, many of the people of the town were kidnapped by the raiders and brought back with them to suffer an unknown fate. Over a hundred people were lost, and the whole town can be said to have lost friends or families to the attackers. When another salvage expedition returned from the mainland with their loads of scrap, they too were informed of the disaster that had taken place.

Turn Stat Changes
Spoiler :

-110 Population, -200 Ammunition from raider attack on Freeport
+1 Military Skill from combat
+500 Scrap Parts from mainland salvage expedition
-70 Food, -170 Water from consumption

Mayor’s Challenge: We have learned that we reside in a cruel and ruthless world, which now knows about us. Our people are in a state of near panic and some have called for evacuation of the island to try to find these mysterious “Fruitlands” that the radio keeps talking about. Others are more stubborn and have called for us to do everything we can to bolster our own defenses to protect our homes. How do we respond?

Corporate Trade Federation
Spoiler :

The Corporate Trade Federation has done much to advance the progress of their little slice of the Sunshine Wasteland. Despite the loss of their ammunition convertor to a tragic accident, they have offered up substantial rewards in caps for those who bring in the most proof of slaying deathclaws. This activity has attracted the most determined and brutal hunters from across the area, particularly considering the large size of the prize. Eventually one hunter emerged with proof of death for two dozen deathclaws, a truly remarkable feat that has the entire Federation abuzz. A new bank has been spearheaded by the leadership of the Federation, offering caps for investment in the wasteland. So far private involvement in the bank has been minimal, but they have reported a loan made to the Sunshine Kingdom as the first real sign of a need for the business and funds. In a more physical front of things, construction was completed on a railroad line across the wastes to the Kingdom city of Satsuma. So far this seems to be a mostly symbolic gesture as neither faction has yet obtained an actual running engine for use on the rails.

Turn Stat Changes
Spoiler :

-10k Caps from Deathclaw hunting contest reward
-Ammunition Convertor in Saint Augustine from catastrophic failure
-30k Caps from banking investment
-10k Caps from loan to Sunshine Kingdom
-2,600 Scrap Parts, -8 Tech Parts from construction
-30 Population, -360 Ammunition from Jacksonville area salvage losses
+1,600 Scrap Parts, +152 Tech Parts, +15 Laser Weapons from Jacksonville area salvage
+11k Caps from market dividends
+30 Population from natural growth
+30 Population from immigration to Saint Augustine
+20 Population from immigration to Jax Exec Airport
+30 Population from immigration to St. Johns
-1,090 Food, -490 Water from consumption

CEO’s Challenge: Investigation into the death of the child has resulted in a shocking finding for the CEO. Apparently several influential members of the board are secretly cannibals. The child’s death was the result of a meal gone wrong, as usually it is outsiders and lone wanderers who are abducted for meals. So far the investigators have not gone public, but there is always risk of word leaking out. Cannibalism isn’t exactly illegal, but it is frowned upon by most people. On the other hand, if the board members are arrested or executed, we could face even more problems from these people politically. How do we respond to this revelation?

Empire of America
Spoiler :

The Empire of America has been struggling to maintain its balance as the food and water shortage worsens. Some of the problem has been alleviated with the purchase of water on the open market, but the shortage overall has grown more and more severe. Grumbling has taken place in all corners of the empire as the emperor has been stated to be in reclusion in the bunker of Felix City for the past few months. His silence has made many uneasy.

Turn Stat Changes
Spoiler :

-10 Population, -1 Jail in Felix City from fire
+30 Population, +30 Low-Tech Melee Weapons from recruited raider clans
+10 Slaves, +6k Caps from market dividends
+20 Population from natural growth
+50 Population from immigration to Felix City
+50 Population from immigration to Berlin
+20 Population from immigration to Heavenly City
+20 Population from immigration to Napoleontown
+20 Population from immigration to Rome
-4k Caps, +400 Water from market purchases
+2.4k Caps from taxation
-770 Food, -1,570 Water from consumption

Emperor’s Challenge: As the shortages grow more severe, our sources report the possibility of a raider attempt at a takeover of the empire. The raider clans have been more secretive lately and are quite possibly plotting against the emperor! We have no evidence directly presented to the emperor lately, and these words have come solely from those who started in the bunker as part of the emperor’s regiment. How do we respond to the possible plots afoot?

Florida Reclamation District
Spoiler :

Vault 24 has seen a number of exciting changes close out the end of the year. A salvage expedition to Tallahassee has produced a number of new scrap parts for the use of the faction of the whole, but that was not the big news. An alliance and agreement has been organized with the mysterious organization known as the Enclave which claims to represent the old government of the United States. In exchange for accepting a small garrison of Enclave forces, the vault’s leadership has been rebranded the Florida Reclamation District and the Overseer has been appointed the Governor. The Enclave soldiers that have arrived have been polite and orderly, beginning reasonable training for the vault’s security forces. The allegiance with the Enclave proved a welcome arrangement when a group of raiders managed to catch the vault door open and attack. The Enclave garrison protected the civilians while reinforcements arrived from the north. The raiders were wiped out and their weapons were turned over to the vault’s armory by the Enclave soldiers.

Turn Stat Changes
Spoiler :

+650 Scrap Parts from Tallahassee scavenging salvage
-100 Ammunition from raider attack on Vault 24 losses
+100 Low-Tech Melee weapons, +20 1-H Guns from raider attack gains
+1 Military Skill from combat
+1 Military Skill from Enclave training
+1,070 Food and Water from surplus production

Governor’s Challenge: The Enclave leadership has produced some new materials for our children to be educated upon in the schools. This is a dispute coming quickly on the heels of previous education arguments, so the wounds from the old debate are still fresh. Some argue that these new books and materials are slanted in the favor of the Enclave, portraying a rosier than normal picture of life before the war. Others argue that the materials are simply better, having been maintained and reproduced by professionals over the past few centuries. Do we accept the materials or not? The Enclave has promised the decision is entirely up to us and there will be no ramifications should we choose to accept the aid.

Georgia Reclamation District
Spoiler :

The Georgia Reclamation District has continued its frenzied pace of exploration and construction. Gunsmiths have worked around the clock to keep up with the leadership’s demands for more laser weapons and equipment. Other construction has been made on a new manufactory in Vault 136 which will enable the creation of more sophisticated equipment for future development. Dobbins and Oakwood received some new fortifications, in preparation for any possible raider incursion into the District. Most of the faction’s energy, as in the past, was dedicated towards exploratory salvage operations. A number of small scouting groups have headed south into Atlanta, which they reported to be overrun in most areas by a large number of ghouls. They have reported the confirmed existence of Enclave Outpost Gamma, which offered a safe haven to the scouts. They found nothing worth immediate salvage, and indicated that a large group going into the heart of Atlanta without ample munitions could have a bad time.

As in the past, new expeditions were sent out, this time to the west. In the towns of Fairmont and Ranger, they found friendly settlements that offered a brief respite from the wastes for the weary salvagers. No scrap was to be found near either town, so they were forced to return home empty-handed. An expedition to the small ruins of Rydal was somewhat more productive, but the town lacked much in the way of amenities or salvage of note. In both the ruins of White and Waleska, giant ant hives proved a formidable opponent to both expedition sent out, and vicious fighting was reported. The expeditions managed to still recover a moderate amount of scrap from both locations before returning home.

Agricultural Surveys
Demorest: Highly fertile for farming, local lakes still need purification
Oakwood: Barely suitable for light farming, unlikely to be useful for more than minimal subsistence farming

Governor’s Challenge: Our research has hit a bit of a snag. In order for us to proceed with our research on purifying humans afflicted with mutations from the wastes, we need live test subjects. Our researchers claim that for the best possible results we will need people to experiment upon, both free of mutation and the mutated, including all possible degrees of mutation. Should we acquire live test subjects, and if so, how?

Jacksonia
Spoiler :

Jacksonia has eased back on most activity, particularly as more reports have begun to come in of greater journeys to collect scrap and supplies. Even the apparently bottomless well of Pinellas County seems to be starting to run a bit dry, as the main centers of salvage have been systematically disassembled over the past few years. A group of wealthy cannibals were unveiled and arrested, bringing an end to their allegedly legitimate process of paying people to be their next meals. All were tried and condemned and have since been imprisoned for life. The biggest news was a new expedition sent out on the faction’s ship to explore across the Gulf of Mexico. This was the one of the most ambitious planned journeys to date, crossing the gulf with only old maps and methods to chart the way. Everyone breathed a sigh of relief when the ship returned unscathed. They reported making contact with a “Mayan Republic” in Yucatan. They had managed to make port, tasting delicious local foods and communicating with a friendly population. They discovered that at the moment local markets weren’t exactly suited for bulk trading or commerce in goods typically needed by the people of the Sunshine Wasteland, but were told to check back in a few years. There was some excitement on the return voyage when nearing the homeland when an Enclave aircraft was spotted headed southeast near the Fruitlands, but thankfully there was no armed conflict between the two groups.

Overseer’s Challenge: An angry mob has formed outside of the jail in Fort Freedom. While the cannibals were tried and sentenced to life imprisonment, the people demand further justice. They have called for the execution of all the convicted cannibals, and are prepared to carry out the hangings themselves. Having these people executed could ease public tension, but would be a step back for the authority of our courts. How do we respond to this demonstration?

Maritime Collective
Spoiler :

The Maritime Collective has had a highly ambitious conclusion to the year. Massive resources were dedicated towards expanding the collective and the obtaining of resources to support a growing population. The settlement of New Panama has been restored and the farms there have begun producing plenty of supplies for the rest of the Collective. Ample scrap was recovered from the wreckage of the previous settlement on the site, providing a boost for future construction in Mobile. Pinto Island in Mobile was converted into a settlement of its own, as the old ruins were used to establish a safe zone from the local insectoid wildlife, which for the most part has migrated underground. Previous bombing attacks had made the settlement possible, allowing for the new town to be formed without issue. Some scrap was recovered from the area, but past expeditions had already retrieved the most easily collected of those parts.

For a brief time, Pensacola was a rather empty town, as much of the population had migrated to Linkton or New Panama. This was made all the more apparent when another half of the people in Pensacola went north on a salvage mission. They first passed by a newly built town in the ruins of Molino, called Alfredstown. According to the locals, the town was recently established by a migrating tribe from the north. They have been extremely friendly so far and have been pleased to meet others who aren’t interested in shooting or enslaving them on sight. The expedition had trouble near the ruins of McDavid, where a band of raiders nearly ambushed them. The Collective’s salvagers spotted the ambush and managed to turn the tables fairly easily. The fight resulted in the raiders fleeing and the Collective pushing further north. They stopped in Century and Flomaton for further salvaging, and it seemed easy enough. Unfortunately each morning they awoke to find another handful of people drained of blood. It seems that Flomaton was home to a large amount of giant mosquitoes which preyed upon the expedition in the night. Thankfully the rest of the expedition returned without further problems, bringing home a considerable amount of scrap in the process.

Mayor’s Challenge: The people of New Panama have called for investment of our resources into the creation of new farming equipment. Their leaders argue that these supplies would enable them to dramatically increase production of food for the faction as a whole. Others in Linkton and Pensacola have opposed the expenditure of our scrap and tech on farming equipment as we have only a small forecasted loss of food stocks for next year. They claim that any shortfall could easily be made up by our stockpiles and purchases of food on the open market. Which group should we favor in this debate? Should we supply New Panama with farming equipment or not?

Mississippi Democratic Republic
Spoiler :

The Mississippi Democratic Republic has rung out the year quietly. Plans were at one point made for an expedition across the Mississippi River, until they realized that they had no boats to use to actually cross the river and its harsh current. No one was confident in their ability to swim across it, so the plan was quickly abandoned. A radio tower was built in Natchez to exhort enslaved populations across the wastes to rebellions, especially ghouls. Some of the living members of the community have been offended by the pro-ghoul bias of the broadcasts, but for the most part have kept their opinions silent on the matter.

Chairman’s Challenge: One of the people who had returned from last year’s expedition to Hackdirt was found extremely dead at home, his body spread across the walls and floors of his entire residence. Witnesses claim it looks like his body may have literally exploded. Bone fragments destroyed most of the furniture within, and the only clean and intact item was a book written in an unknown language and apparently bound in human skin. One of the other scouts admitted to stealing it from the people of Hackdirt. Should we return this odd book, keep it, or throw it into the river in the hopes of ridding ourselves of the issue?

New Gulf Commonwealth
Spoiler :

The New Gulf Commonwealth continues to deal with a dire shortage of water, seeking to provide sustenance for all of its myriad peoples. Population continues to surge in the cities of the Commonwealth as immigration and growth remains at a frenzied pace. Matters have not been helped by new difficulties in Orlando area salvage, which was tougher this year as natural obstacles slowed recovery of scrap parts to a crawl. Taxes have been levied upon the entire population of the Commonwealth much to the discomfort of the people. These funds have been immediately directed towards the purchase of water from the open market to help provide for the people. While this has been appreciated, there has been some concern that the amount taxed was too much, creating a large surplus. Officials with the leadership claim that the excess will be used to help future shortages which are only likely to grow as the years pass.

Governor’s Challenge: As our population grows, it has become harder and harder for communities to keep up with the wider news of the faction and the rest of the Sunshine Wasteland. A new newspaper has opened up in Leesburg, offering editorials as well as information about happenings in the region. Some of our leaders are concerned that a free press could destabilize the government, particularly with debates about taxation dominating the communities, and they advise shutting the press down. How do we respond to the start of this newspaper?

Sawgrass Tribe
Spoiler :

The Sawgrass Tribe has been able to take a sigh of relief. The influenza type disease which spread through the community and then through the entire Sunshine Wasteland has faded into the past. Those afflicted have recovered from their illness and are on their ways to productive lives. Sadly, some of those people are now on their ways to probable lives in servitude as raiders once again performed abductions upon those on the edge of town. New fortifications have been constructed to prevent further incursions like this, or at least forestall them to a point where a fight could be made. The fortifications have been partially supported by the continued salvage of Belle Glade, which has been constantly scrapped for any spare parts by the tribe. Expeditions to the south have had less success, finding only swamp with no habitations or survivors of any kind. Giant snakes and dragons constantly plagued the scouts to the south and a number were simply and literally been consumed by the wilderness.

Chief’s Challenge: As the illness has passed, we can once more consider the issue of immigration. There are still plenty of people in the Sunshine Wasteland looking for a new home. Should we swing open our doors or continue to keep some level of restriction on migration?

Sunshine Kingdom
Spoiler :

The Sunshine Kingdom has invested ample caps into a number of endeavors as the year drew to a close, seeking to gain further advantage over its neighbors. Some of the spent caps have been dedicated to preventing the spread of disease among the population, and for the most part, this has been successful. The threatened epidemic has turned out to be not much more than a false scare, allowing the few measures taken by the kingdom to be highly effective. Most of the money spent instead went to hiring the mercenary group called the Regulators to launch their own expeditions to the ruined cities of Miami and New Orleans. The expedition to Miami turned out to have a high return on investment, as the regulators brought back a Garden of Eden Creation Kit from the Vault-Tec headquarters in the city. They reported that all databases and high tech facilities within the building were no longer active or viable, and that they were lucky to bring back what they did. The expedition to New Orleans came back and simply stated that they will not be accepting any further funds to go to that place.

The Sunshine Kingdom was able to launch its own expedition too, not simply relying on the paid services of the Regulators. A small force was sent north, around the western outskirts of the ruins of Jacksonville. They encountered very minimal trouble, and were lucky enough to find a decent amount of tech and even a small arsenal of laser weapons in the ruins of the Whitehouse Naval Outlying Field. There was not much else there and it was from there where the expedition retrieved most of the scrap recovered. Unfortunately, prior to that, at the Cecil Commerce Center, they lost their jeep and a decent part of the expedition to a fight with the local giant ant hive, which was highly aggressive to the passing expedition. With their caravans loaded with scrap and supplies, they were unable to pick up anything else from the other points they scouted. In Hilliard, they encountered a local isolated community which proved friendly enough but laughed when the expedition suggested establishing an embassy there. They stated that they had no interest in allowing another faction to maintain an armed camp inside their walls. Similar receptions were had at Nahunta and Waycross. At the latter, they actually fired warning shots and told them not to come within ten miles of the town’s walls while holding any weapons .The expedition returned with these reports, and it has been mostly acclaimed as a success.

Queen’s Challenge: The Cult of the Damned has begun pressuring the Queen and members of Congress to take a more active role in expanding their interests in the Universal Reclamation Project and the Edgewood Militia. They claim that the local authorities have been downright hostile towards attempts to insert missionaries to these two factions. The Cult states that the Queen and Congress have more than enough political influence to enforce freedom of their missionaries to spread their faith and good will training to both towns. Of course, if we followed up on these requests, we could risk alienating those communities. How do we respond?

Survivalist Union
Spoiler :

The Survivalist Union has closed out the year fairly well, though there has been a number of hiccups along the way. The local murder rate has climbed dramatically in Liberty City, as ten people were killed in separate incidents. Junkies have been blamed for the attacks as they seem to have become substantially more violent in recent months. The other towns have remained fairly quiet with little else going on. Port Maya has continued to build new farming and water collection facilities to assist with the faction’s growth as a whole. The Headman herself has led a sweeping expedition through the local area and come up with a decent amount of scrap and supplies for the faction. This included a small number of laser weapons which were found in a concealed cache in Palm City. The weapons have been added to the local arsenal to help bolster the faction’s defenses.

Headman’s Challenge: A large amount of cheap chems have flooded out into the streets of Liberty City and even begun to be introduced in St. Lucy and Refuge. They have become incredibly inexpensive to purchase by almost any member of society and exist in a large variety of products. We’ve never seen such a large flood of chems for recreational use, and this is causing all sorts of disruption in our community. On the positive side, we’re likely to see increased immigration to Liberty City if we allow this to continue. How do we respond to this new problem?

Transmississippian Confederation
Spoiler :

The Transmissippian Confederation has expanded once again, to the nervousness of their occasionally hostile neighbors in Jackson. Fears of the growing number of tribes crossing the Mississippi River have led to the towns of Moor’s Head and Minter City seeking protection. They have entered into the Confederation, almost doubling the faction’s size and population. To secure protection of these two towns, an expedition was immediately sent to the Greenville area to determine the viability of a stronghold being built there to protect against future hostile incursions. When they arrived, they found a new tribe having just completed its crossing over the river, called the Cowninos. They were able to communicate fairly well, and it was made clear that they were yet another group of refugee tribals seeking out a new home in the legendary Fruitlands. The scouts reported that the entire surrounding area is completely worthless for farming and ill-suited to any sustainable settlement. Still, they found plenty of possible locations in town for a fortified urban ruin type of community, allowing salvage in the city limits and a garrison to protect from invasions across the Mississippi River. In more limited news, an expedition has returned to Vicksburg and was able to retrieve a modest amount of scrap parts, but little else. They have reported that Redwood is completely tapped out of resources to salvage.

Pack Leader’s Challenge: The opening of a market in Wolf’s Lair has led to the arrival of a few scarce amounts of chems from other lands. These addictive substances are currently highly expensive but very popular, much like regular alcoholic products. Still, there is a risk of violent behavior from those who use them. Some of our leaders have called for the banning of these recreational products. How do we respond?

Universal Reclamation Project
Spoiler :

The Universal Reclamation Project faced a direct assault by another band of raiders, seeking to undermine the town’s defenses and gain access to wealth within. Thankfully the militia was on alert, and with help from the Sunshine Kingdom soldiers present, the raiders were repulsed. The raiders withdrew to the west to unknown locations, and the faction leadership has done its best to recover from the losses suffered. Meanwhile, a new hotel has been built in a new district of town meant for chem usage and recreation. Regular residents not involved in the chem trade or other dubious business are steering clear of this new part of the community, wanting no part in what could become a violent part of town. Elsewhere a school has been built and a new educational system has been installed, hoping to provide a proper education to the youth of Universe City.

Master of Ceremonies’ Challenge: The establishment of a school system has led us to need to develop a curriculum. We could either follow a system well versed in the arts, literature, and history like schools before the nuclear war or we could develop one more practically based in modern needs like farming and agriculture over literacy. What sort of school should we have for our children?

Workers’ Republic of the Reclamation
Spoiler :

The Workers’ Republic of the Reclamation ended the year with a bang. Massive expansion was undertaken to establish further control over eastern Georgia. Salvaging has continued at a hectic pace in Savannah as more robots have been added to local efforts. Sadly a few people were lost to ghoul attacks, as the population remains large in the city ruins, and fighting is almost constant for those going out to salvage. Further west, two new outposts and towns have been built, adding to the growing civilized area controlled by the Republic. The first of these was Wakanda, built in the ruins of an old college in Statesboro. To the surprise of the settlers, they found people had already begun building a community there, and they were a welcome addition to the Republic. The second town was built near the ruins of Perkins, a small farming community known as Nesaru. They have managed to get their basic walls and farming established, but it remains a small, weakly defended, outpost of the Republic.

The free town of Waynesboro to the north of these new settlements was approached by a large force of the Republic to encourage joining the efforts of the Reclamation. A demonstration and parade of Republican military might helped sway the civil leaders of Waynesboro and they agreed to the terms of annexation. Republican forces immediately began preparation to launch an assault upon the feared Braves currently encamped in the ruins of Augusta. Armed with a substantial amount of high tech firepower and power armor, the expedition was confident of their chances. Unfortunately, they fell into ambush in the ruins as the Braves used superior knowledge of the ruined terrain to gain advantage. Heavy weapons fire from skyscrapers and ambushes through the sewers caused an ever growing casualty rate to the Republicans well before they even came close to the Braves’ stronghold. They were shocked by the use of slaves as precision bombs, as the slave collars were frequently detonated in order to take out the Republicans forces. Many lives were lost before eventually a retreat was called and the Republican forces fled back to Waynesboro, defeated and humbled.

Chairman’s Challenge: The defeat in Augusta has divided our leadership into two different camps. The other camp argues that we should attack until they are destroyed, in order to maintain the strong initiative we have maintained for the progress of the Reclamation. OOC

@thomas.berubeg: You didn’t have enough ammunition to trade, so only the water was given instead. Also it seems you misunderstood me. 400 Scrap Parts was from Nasacity to Saint Augustine, not to Satsuma. Trying to get to Satsuma is what would cost so many resources in the previous survey costs.

@DarkSaber1: I’m pretty confident that you meant 2 Water Pump/Purifiers and not 12. In case I’m wrong, you can’t afford 12 this time, so only two were built.

@Ahigin: The Edwards area is indeed tapped out of any potential salvage.

@Quisani: You can optimally harvest water almost anywhere in the state of Florida. In addition to the aquafers (which the Deepwells access) there’s countless freshwater lakes, springs, rivers, and streams throughout the entire state. The issue is just being able to purify it so it’s drinkable. Any of your current settlements would be as good as any new one for the purpose of producing water. Therefore the expedition you ordered was not undertaken.

@Polyblank: I think you meant Pelham, which is the only NPC town in your area. Colquitt is vacant last I checked. Therefore I applied the relevant portion of your orders to Pelham instead of Colquitt. Also, make your taxes biannually, as updates are twice a year. It makes it significantly easier on me than trying to figure out how to represent it twice a year. Assign a caps per person too, as wealth is quite likely not imbalanced enough (or imbalanced too much) to do a wealth based tax. We’re dealing with a small number of people after all.

@J.K. Stockholme: Per the front page, an Advanced Gunsmith is required for production of plasma weapons in addition to the material resources. You do not currently have an Advanced Gunsmith (previous one was destroyed) in your faction. Therefore those guns were not produced.

@Everblack: A new settlement (even on the ruins of the old one) still costs 3,000 Scrap Parts. However, you still have an ample amount of scrap to accomplish what you wanted to do. Therefore it has been done.

Great update EQ, but what happened to my scrapping and my trade? Did the raider attack cancel salvage efforts?
