For those wondering, update won't be arriving tonight. My wife and I are working on buying a house, with a closing date towards the end of July. Between now and then, things are likely to keep happening, making any update schedule erratic at best. I am still aiming for at least one every other week, and this one is aimed for Tuesday or Wednesday night. I'm hoping for Tuesday morning in truth, but a lot depends on how much time will be available to dedicate to updating on Monday.

There are some suspicions that through using his prestigious title he managed to create a conspiracy in order to poison him and assume his position, but so far those opinions are wild speculations.

Background:
No one knows from where the come. Legend says that they were forced to flee from silver demons from their homeland of "Unicago". They have arrived in the Wastelands in order to settle into a new home and create a new utopia similar to the one told by the legends, a society that they purposedly inhabited. They have adopted the name "Silver Horde" in order to remember from where they come, so that they can determine where they go.

The Leader, the Dean Phoenix, is the absolute ruler, and his word is law. His insignia is that of the Phoenix, an ancestral symbol of good luck and rebirth. Below the Dean Phoenix is a body of "Faculty Leaders", who elect the next Dean. Each Faculty Leader is followed by a number of Professors. A professor is the lowest societal class that can have honourary titles. For example, "Professor of Chemistry" is a role that combines elements from the alchemists and food testers of old, while a "Professor of Physics" is nothing more but a royal astrologist. A Professor is responsible for his followers, who are named "Post graduates", or "Post grads" for short. The title of professor is hereditary, but does not pass down to the same family as the previous professor. Each Post graduate owns a small group Undergraduates, for whose total personal, psychological and educational development he is responsible.

Essentially, professors are warlords, leading a certain number of post graduates together with their undergraduates into battle, while post graduates are soldiers and undergraduates are slaves. Undergraduates are enlisted from tribes and peoples that the Silver Horde comes across, and once they become post - graduates as determined by an examination process by the professor himself, they must take up a "student debt" to the Silver Horde which they repay through their loyalty and actions during their life, eventually transceding to Heaven (named "The Dream" in the mythos of the Silver Horde) at the end of their life after they have repaid society their debt.

Inter-Faction Reports

RAIDERS ATTACK FLORIDA RECLAMATION DISTRICT. Even as war winds down further south in the Sunshine Wasteland, a new conflict has erupted between the young Raider Federation and the Florida Reclamation District. The Raider Federation sent a large number of its warriors south east of Tallahassee, with the plans to destroy the heart of the District. They are alleged to have been supported by Jacksonia to an extent, providing them with new artillery pieces. The attack began successfully, as the town of Nukaloosa was destroyed by the raiders completely and most of the population slain or enslaved. It was as they began to turn south to Nukacity that things began going wrong for the raiders. In the dark of night, just before the dawn, the Enclave intervened with over a dozen vertibirds dropping mininukes across the raiders’ position. It is believed over a hundred mininukes were used throughout the attack, devastating the raiders’ camp and killing thousands quickly and hundreds more by radiation. The raiders’ army was almost completely wiped out, and the rads in the Nukaloosa area are well beyond the safety of even people in power armor. This major defeat has filled many with optimism that the Georgia Badlands may soon become a much safer place.

MERCENARY GROUPS ABANDON OPERATIONS. Reports have been sent in to news outlets throughout the wasteland about the decreased activity of the groups known as the Regulators and Talon Company. These two mercenary outfits have announced that they are ending operations in the southern part of the former United States and withdrawing from their outposts and staging points. Talon Company has not offered any statements, but have simply pulled their representatives out of wasteland communities and caravans without a word. The Regulators have stated that losses in the South have proven unacceptable, and they are seeking to consolidate their resources in other areas. Many wonder who will take the place of these groups, and it seems likely that there could be a very substantial void in the mercenary market in the South.

TEAM ORGANIZERS ANNOUNCE NEW WORLD SERIES TO BE PLAYED NEXT SPRING. Independent team owners from the Florida Reclamation District and the Georgia Reclamation District have announced their intention to organize a new competitive sequence of baseball games among the towns of the two Districts. They have told various radio broadcasters of the old games known as the “World Series of Baseball,” and have announced their intention to resume this American tradition. Teams from all of the varied towns of the districts, and maybe even the Louisiana Reclamation District, are planning to participate in the new games. Referees have been appointed from unbiased sources, as Waycross has generously offered to host the final games of the match on their local ballpark. Baseball fever is erupting with a vengeance in the wasteland, as the Districts began practice games late this year.

SUNSHINE-JACKSONIA WAR COMES TO AN END. Fighting in the eastern Sunshine Wasteland has come to a surprising conclusion with the end of the year. Jacksonian forces have begun to consolidate their gains, alongside the Sunshine Trade League and the Fellowship of the Palm. Many were prepared for the Kingdom to make a final stand in the ruins of Jacksonville, but the royalty and their surviving supporters have since fled to the north. No one in the Sunshine Wasteland is quite sure where they ended up, but local forces decided not to pursue them. The Sunshine Trade League proved most effective at finishing off the Kingdom, occupying Reach and forcing Edge to surrender without a shot fired. Now the entire Sunshine Wasteland watches the Fruitlands to see what will come of the new balance of power in the region.

WESTERN COMMUNITIES JOIN FELLOWSHIP BOYCOTT. While the influence of the Fellowship of the Palm has expanded in leaps and bounds in the Sunshine Wasteland, they have lost a good deal of ground in lands further west. Missionaries in the Transmississippian Confederation have gone out of bounds in regards to the local laws and regulations. The Fellowship’s missionaries in the region have proven to be too aggressive in their efforts to expand their faith, and the local communities have rallied in a boycott against them. The Fellowship may still be retaining outposts throughout the area and the occasional mission, but reports indicate they have withdrawn to lands east to help consolidate Jacksonia’s power and their own in the wasteland.

Faction Reports

Alisonia
Alisonia is named after its patron goddess, Alison, the goddess of love, beauty, and music. Alison's priesthood forms an integral part of Alisonian society, through the ulema known as the "Court of 22.” At shrines across the city-state, initiates, both male and female, attempt to emulate her multitude of dresses, and pay tribute to her by publicly singing the music attributed to her. Alisonia's exact origins are disputed and somewhat shrouded in mist, but it is known the settlement was founded sometime in the mid-22nd century, by survivors from pre-war Vanderbilt University, who raised a flag from the top of the Parthenon, which, by Alison's divine intervention (after all, her statue is inside) seemed to have survived the War entirely unscathed, and indeed even many decades afterwards still shone as if it had just been built. Initially, it was a direct democracy of sorts based on the model of ancient Athens, but the idealistic hopes of its founders had faded, and within several generations the city-state had become dominated by an entrenched, slave-holding aristocracy, dominated by a half dozen or so families, and democratic in name only. This ultimately culminated in 2235, when, a plague swept through the settlement. When it was clear the aristocrats would do little to help, supported by the Alisonian priesthood and the slaves, one of their own by the name of Artemisia Jackson, led a coup which overthrew the last mayor. Artemisia had herself crowned as queen, abolished slavery, distributed the old aristocrats' possessions to the slaves, and dramatically increased the priesthood's power, thus bringing in the current system of government.

Queen’s Challenge: We have noticed a rising amount of nomads from locations further north and west to our area. How do we treat these people simply looking for a home in a hostile wasteland? Should we welcome them to our community or send them on their way?


Dademen
Spoiler :

The Dademen have continued to eke out a modest existence in the ruins surrounding the heart of Miami. They made agreements with merchant caravans which would have kept the entire tribe in food supplies indefinitely, but unfortunately this did not work out. The hostile wastes and the logistics of trying to transport even half of the ordered food were prohibitive enough, and most of it was lost to hazards throughout the wasteland. Over half of what actually did arrive was spoiled and rotten, completely worthless to consumption. More bad news came from expeditions sent out into the wasteland. One sent to Hialeah was lucky to return at all, being constantly torn apart and harassed by dragons, ghouls, and mirelurks of all shapes and sizes. The expedition, despite experience in the wastes, was still no match for anything in the sizeable ruins in the north. Similarly, an expedition sent west into the Everglades found no passable roads or paths that could be made through the drowned swamps. Giant snakes and alligators made short work of anyone foolish enough to stray from the group, enjoying a hearty meal at the Dademen’s expense. They reported that nothing of value existed in the swamp and that attempting passage through is foolhardy at best and suicidal at worst.

Dragon Lord’s Challenge: Our advisors are unnerved by the new girl’s ability to see what lies ahead. She was able to predict exactly what would happen to every lost member on the expeditions sent out. To make matters worse, she has ceased predicting anything besides “a coming extinction to the Dademen” should we remain where we are. These statements have leaked out into the population and many are concerned about what may happen if her predictions are accurate. How do we respond to the tide of fear in our community?


Florida Reclamation District
Spoiler :

The Florida Reclamation District has certainly ended the year busily, with lots of activity taking place throughout and around its borders. The most significant event was a direct assault by the Raider Federation on the heartland of the District. Over three thousand raiders poured south from Georgia, alerting Enclave scouts throughout the region. Forces were immediately rallied and the Vault 24 militia was assembled, supported by hundreds of Enclave soldiers. Unfortunately, they were not quick enough to save Nukaloosa from being overrun and razed by the raiders. Shortly after this disaster, the Enclave responded with massive force, striking at night with vertibirds and dropping over a hundred mininukes on the raiders’ positions, irradiating most of the Aucilla Forest in the process. Only a minimal amount of fighting took place as confused and irradiated raiders came at the militia piecemeal and were dispatched in heated fighting.

The raider expedition was completely wiped out, and the District preserved, thanks to the valiant support of the Enclave. The people of the FRD reported sounds of heavy fighting to the southwest and southeast, and hunters claimed that an Enclave outpost had been wiped out by a group of people wearing black combat armor. Similarly, the guns of the USS Alabama were heard in combat, and reports indicate that the Talon Company was involved in that strike too. That outpost had managed to hold against the attack, but some people wonder if the raider attack was perhaps part of a larger coordinated offensive against the Enclave and its position in the Sunshine Wasteland.

As the threat of the raiders was defeated, the District was able to continue with two ambitious scouting and recovery missions. This was in addition to the regular scavenging in Tallahassee, which had been only slightly delayed by the raider offensive. The scavenging was aided with the construction of new robots to help with gathering. The first expedition sent out to Fort Rucker in Alabama, hoping to recover a good deal of new military assets. The expedition was mostly a success, encountering two friendly settlements along the route, including a particularly large one at Clayhatchee. At Fort Rucker itself, the expedition was forced to dispatch a number of robots defending the base before they could begin salvage efforts. For the most part, the robots were suppressed but continued to remain active in more remote locations of the base. Still, an old armor was found and a sizeable amount of laser weapons were returned to Mariana.

A second expedition was sent up the Apalachicola River on a recently constructed watercraft. The expedition encountered very few problems in its journey, making sure to conduct soil testing at each location. They encountered some problems with a local bandit clan in Bristol, but they managed to hold them back from the boat’s landing site. The expedition eventually turned back after reaching Lake Seminole, returning rather optimistic reports for future possible farming and settlement sites along the entire river. Surveyors made sure to mark out possible sites for construction on the route, and the scouts were praised for their performance upon the return.

Governor’s Challenge: The destruction of Nukaloosa has spurred a new fury among our people as the innocent town was destroyed by the ruthless raiders. Immense popular support has erupted for a total war against the Raider Federation. People have demanded that we call in the Enclave for a final push to destroy the hated raiders. On the other hand, this could expend vital resources and lead to further bloodletting. How do we respond to these bloodthirsty demands?


Fort Rome
Spoiler :

Fort Rome has entered a period of development and consolidation. They have made sure to bolster everything they could, including food storage. Of course, the sheer amount of food ordered turned out to be far more than the faction could handle, and the vast majority of it rotted in the rain before it could be eaten. A new radio tower was constructed, attracting more immigrants to the region, and more recruits, both voluntary and involuntary. Consul Trajan has been set aside after recent failures and disasters, paving the way for new leadership from the military portion of the population. The new leader is substantially more charismatic than his predecessor, skilled in coalition building and diplomacy. He has inspired new hope among the people of Fort Rome for a brighter future and new empire.

Consul’s Challenge: A rather large robot seems to be ambling along throughout our territory with a lot of guns and munitions upon it. Those foolish enough to attack it single handedly have died very quickly. It is headed north, soon to leave our lands. Should we risk our forces to attack this metal behemoth for what salvage it could offer or just let it leave peacefully?


Georgia Reclamation District
Spoiler :

The Georgia Reclamation District had an exciting and somewhat tragic conclusion to the year. Perhaps stirred up by the Raider Federation’s attack on the Florida Reclamation District, numerous raider attacks took place against the towns of the GRD. Dallas, Baldwin, and Oakwood were all struck by bandit raids, each of them by large contingents of brigands. Dallas suffered the worst of the three communities, as the walls were breached during the course of the attack by explosives. Several dozen town citizens were reported missing after the attack and are believed to have been enslaved and captured by the raiders. Baldwin had a somewhat easier time of it, but still experienced heavy casualties among the town’s militia. Oakwood easily repulsed the raiders that struck at them as scouts managed to pinpoint targets for the town’s artillery battery. The Enclave failed to respond to any of these attacks, likely due to the fighting further south and the need to secure Florida.

A number of salvage expeditions were launched to multiple towns throughout the north Georgia Badlands, seeking to find more materials and equipment for the development of the faction. These expeditions were mostly successful, with three exceptions. The first was the independent town of Villa based in the Villa Rica ruins. The town was amicable to the expeditions and duly impressed by the forces arrayed as part of the salvage operations. They had also heard positive things about the District from other sources and caravans and were thus willing to accept the invitation to join the GRD. Unfortunately that was the last good news the salvage expeditions managed to bring home with them. Fort McPherson was found to have been repopulated by a new band of base defense robots, leading to a heavy battle and difficult fighting as howitzers lent their support from afar. Only a sparse few materials were returned in the fighting’s aftermath, and it’s believed more robots could exist in remote portions of the base. The Buford expedition turned out even worse, as they ran out of ammunition, leading to heavy casualties at the jaws of a giant ant hive in the town. The survivors did manage to conduct some salvage on the peripheries of the town before withdrawing. All other salvage operations were cancelled as the faction lacked the resources to pursue them.

A lack of resources proved fatal for scouts sent out into the wasteland, as they had been in the past. Equipped with good equipment and resources, many veteran scouts simply failed to return from their objectives to the District. Numerous natural hazards could be responsible, but some believe that a lack of viable ammunition may have been what cost these men their lives. In other unpleasant news, emissaries from the old Alliance of Free Georgia have continued to cause problems as the independent and powerful town of Carrollton was contacted. The town has been downright hostile to the GRD’s scouts and even refused them access with their weapons. They have definitely refused admittance into the District, despite their qualifications meeting the criteria for joining.

Governor’s Challenge:As baseball fever grips our people, there has arisen a dispute over ethics in the new league that has emerged. Some players from the less regulated towns have been using chems to enhance their performance on the ball field. There is substantial opposition to baseball players using chems, and they claim that the sport should be about natural performance rather than artificial. Grand City of Orlando
Spoiler :

The Grand City of Orlando has worked hard to continue peace and prosperity, despite the chaos around them. The end of the war between the Sunshine Kingdom and Jacksonia has not immediately brought the tourists back, and many are concerned about rapidly declining revenue, as no one is sure if the battle for control of the Sunshine Wasteland is truly over. Orlando has continued to do its best to maintain the appearance of peace, building a new institute from which to conduct its own research and development without relying upon larger factions. Other concerns have emerged about an impending water shortage, as production falls far short of what will be needed to keep everyone hydrated in the year to come.

Grand Minister’s Challenge: The amateur scientists at our new institute have come up with a few fields we could launch research into. Some claim that they could begin work into recreating the technology behind creating movies and holotapes, using local resources as a substitute for the advanced equipment of the prewar world. Others suggest research into robotics, believing that we could develop even more advanced equipment for salvaging in Orlando. Lastly, a small number of refugee scientists from the Sunshine Kingdom have brought with them their notes and even small prototypes for rocketry research. We only have the resources to pursue one of these course, which one should we attempt?


Green Bear Corps
Spoiler :

Despite the Sunshine Kingdom and Jacksonia remaining technically at war, the Green Bear Corps has remained out of the fighting, declaring neutrality. They have claimed that the contract between the corps and the Sunshine Kingdom was void when the kingdom was unable to fulfill its end of the deal. The Corps has instead diligently avoided contact with the Jacksonian armies in the Jacksonville area, as they attempted to finish off the Kingdom. This proved difficult with the salvage operations in the Yulee and Jacksonville areas, but the caution served the expeditions well as it allowed them to avoid deathclaw nests for once. The Jacksonville expedition was exceptionally pleased to find a warehouse with an intact shipment of robots which were returned to the bunker. Scouts sent east attempted to survey old prewar military installations. They were unable to reach Blount Island, which was cut off from the mainland. Others managed to scout out the Mayport Naval Station, reporting that it was heavily patrolled by robotic and automated defenses.

Captain-General’s Challenge: Our ammunition shortage is at a critical level. Our advisors suggest that we refocus new recruits’ training onto melee weapons and tactics, rather than ranged weapons. They claim this will make our recruits ready for battle more quickly, considering the lack of munitions for more advanced weaponry. Others suggest that we continue using sim weapons for now, and dedicate all of our resources to the acquisition or production of new ammunition. How do we respond to this debate?


Jacksonia
Spoiler :

The war with the Sunshine Kingdom has come to an anticlimactic ending. The armies of Jacksonia were mustered and new ammunition purchased to help bring about the end of the last holdouts of the Bede monarchy. By the time the offensive was launched it was already too late. Forces from the Sunshine Trading League occupied both Reach and Edge before Jacksonian armies could arrive. The leaders of the kingdom themselves had apparently fled before the allied armies, headed out with all the equipment and supplies they could muster to an unknown destination in the west. The League was allowed to occupy the two facilities as militias returned to the heartland of the kingdom to restore order. Pledges were made by the Overseer, promising that the people of the Kingdom would be allowed to continue their lives without undue interference from the Fruitlands, provided they pay their taxes on time and do not cause trouble. Observers state that the situation in the eastern Sunshine Wasteland appears to be calming down as the war ends.

Overseer’s Challenge: As per previous negotiations, we have entered a new stage in our relationship with the Fellowship of the Palm. They have agreed to annexation as long as the Church of the Palm is declared the official religion of Jacksonia. They seek to maintain Palm Coast as the holy city of the Church, and ask that the Overseer seek the blessing of the Council of Pastors in a ceremony marking unification. Some of our advisors are uneasy about allowing such a powerful organization a significant portion of influence in our nation, but annexing the Fellowship of the Palm would place both GECK areas under our control. The Louisiana Reclamation District has taken a major stride towards becoming a major economic player in the wasteland. All of the resources and abilities of the District were dedicated towards the mass production of a truly massive amount of small arms for sale to the wasteland. Production reach a fevered pace, and thousands of side arms designed along old prewar patterns were created for sale. These weapons have been immediately dumped upon the open market, netting a truly massive profit for the District. With all resources and personnel dedicated to the building of new guns, very few were available for any other operations, and not much was accomplished.

The Maritime Collective has continued business as usual, despite the outbreak of a possible flu epidemic in New Panama. Thankfully the fears of pandemic were squelched almost immediately as the disease was contained to only a few homes. The illness was fortunately far overblown and most of the people avoided any contact with it. Thanks to skilled medical treatment, no one even died from the sickness. Salvagers undertook further underwater salvaging efforts, this time off the coast of New Panama, and were able to continue these for several months. Eventually they returned to port, admitting that further undersea salvaging in the area would be fruitless.

Mayor’s Challenge: Fishermen in Pensacola have recently begin telling stories of a large undersea creature haunting the harbor. They claim the creature only surfaces at night and has a single glowing eye. Allegedly it has sunk smaller fishing boats, but no one can really mention any specifics beyond rumor and scuttlebutt. Some people have asked that the Mayor task a vessel to drop explosives into the harbor in an attempt to scare away the creature. Advisors to the mayor claim that these stories are nonsense and fishermen’s tales alone, and advise not wasting resources. How do we respond?


New Gulf Commonwealth

The New Gulf Commonwealth has managed to thrive through adversity, continuing to salvage despite the worsening shortage of food and water. Ample new immigrants have arrived throughout the region, taking up employment at various jobs in the Commonwealth. Most of these people have been forced to buy both food and water from caravan merchants, rather than relying on domestic production. The end of the war between the Sunshine Kingdom and Jacksonia has many people nervous, as the Jacksonians now control the bulk of food production in the Sunshine Wasteland. Some are concerned they may exploit this advantage to enforce their will over the people of the Commonwealth.

Night Stalkers
Spoiler :

The Night Stalkers have begun to venture from their bunker for the first time, opening the door and heading out into the wasteland. They have begun to build new farms and facilities around the old bunker, while enhancing the ammunition reclamation systems within. The new farms have been fairly minimal in success, as the Hunter Army Airfield is clearly not the best soil for farming, but it has eased the supply situation to a small degree. A new water station has done much more, bringing in water from the Little Ogeechee River not far away from the bunker itself. The salvagers sent out into Savannah have run into a surprisingly organized force, calling itself the Reclaimed Free Republic. They were equally surprised to encounter the Night Stalkers, claiming that these are the first others to be seen salvaging in the Savannah ruins. Reports at one point set the whole faction into high alert when heavy fighting was heard to the east. Strange aircraft were seen in the skies, but reports of the fighting were sketchy at best.

LTC’s Challenge: The presence of an organized republic controlling most of Savannah has been a surprise to our leadership. Society has certainly reorganized itself in the wasteland during the containment of the Night Stalkers to the bunker. The question is whether or not we recognize this republic as anything more than a band of barbarians. After all, some of our advisors state that we are the organized and educated heirs of the finest military force the world has ever known. Should we view other factions as equals in the wastes or as not more than barbarian tribes with limited learning?


People’s Republic of America
Spoiler :

The People’s Republic of America has suffered a severe setback as they attempted to find new locations of supply and salvage. An expedition was sent south to locate the ruins of Fairmont, and they passed through the town of Lumberton on the way. Lumberton was found to be mostly vacant, beyond a number of various types of wildlife, but Fairmont proved to be quite a challenge. Hundreds of raiders were encamped in the ruins and they easily turned the odds on the PRA’s expedition, inflicting heavy casualties. Not a single person escaped the battle without being injured, and well over half sent were killed. The expedition returned almost empty handed, with the exception of some minor loose scrap parts recovered from the ruins at Lumberton.

Premier’s Challenge: Recent celebrations have brought religion to the new forefront of debate. Celebrations of Christmas are a time-honored tradition in Elrod, but our Marxist leadership argues that such displays are not suited for a communist regime. Religion in general was said to be the opiate of the masses, and as such some of our leaders have advocated it should be outlawed completely. What should be the fate of religion in the Republic?


Raider Federation
Spoiler :

The Raider Federation, originally flush with potential, now faces the darkest period of its young existence. Encouraged by Jacksonian emissaries and provided with a loan of two howitzers, the Federation sought to strike at the Florida Reclamation District for great spoils. A massive army was formed up by the strongest warriors of the Federation and sent sweeping south. The town of Nukaloosa was easily overwhelmed and burned with artillery, and the wreckage sent back north with a small detachment. They quickly broke from the orgy of violence to prepare for an attack on Vault 24 and Nukacity. Unfortunately, they were attacked from above well before they could move out their forces. A wave of over a dozen vertibirds struck the camp with over a hundred mininukes from above. The entire army was plastered with these devastating weapons, and only a single vertibird was brought down. Chain reactions were triggered with the reactors in the motorcycles and trucks, causing even more explosions, leading to the destruction of the army. A few people did escape from the slaughter, but they were a handful, as the rest were massacred by the Enclave’s own artillery and power armored warriors.

With over three quarters of all of the raiders slain in the late battle, the Westerlings’ slaves rebelled, slaughtering their masters with overwhelming numbers. The entire town of New Westland was seized by the rebellious slaves, as they took charge of the armory and beheaded those who had enslaved them. The town was renamed Arlington as survivors of the Atom Union’s leadership took controlled and prepared themselves for a crusade to wipe out the rest of the Federation. A similar rebellion took place in Conquestville itself, but the Warlord managed to crush it, slaughtering dozens of slaves all by himself. Seeing the writing on the wall, the raider clan known as the Spartans, decimated themselves by the recent battle, picked up stakes and abandoned the Federation, taking everything not nailed down and heading west. With the reputation of the Federation shattered, raider clans are mostly avoiding what remains, as many are convinced that it is only a matter of time before the Enclave and others arrive to finish the job.

Warlord’s Challenge: Our power is gone and fear of us is lost among the Georgia Badlands. Some of the Warlord’s advisors are suggesting that we return to a nomadic life and abandon these lands before we are slaughtered. Others claim that the Reclamation Districts and their Enclave puppet-masters are unlikely to have the guts to pursue our forces, and that we can finish up the rebel slaves and reclaim our status. How do we respond to this debate?


Reclaimed Free Republic

The Reclaimed Free Republic has definitely faced plenty of new activity as the year draws to a close. Salvage operations in Augusta continued as they normally have, but those in Savannah noted a number of unusual disruptions. Within the city itself, a number of salvagers have come into infrequent contact with an organized group wearing prewar military outfits and uniforms. They call themselves the Night Stalkers and are believed to be operating out of a bunker on Hunter Army Airfield. Scouts who had visited the site previously confirmed that they had spotted a sealed bunker door, but considered it not worth mentioning to their superiors. At one point, heavy fighting was heard coming from the Enclave outpost at Fort Pulaski, and scouts visited the site to see if it had been hit again. It had, but the Enclave appeared to be well in control of the situation, and numerous bodies clad in the outfits of the Talon Company were spotted.

The truly great operation launched was an effort to clear hostile forces from along what has been deemed Reclamation Road between Nanabozho and Saya. A major force was mustered to conduct these offensives, and they had mixed successes. Numerous raider clans were encountered throughout eastern Georgia and they engaged in heated battles with the RFR’s expedition. Hundreds were killed in the various skirmishes the expedition became involved in, eventually being forced to restock and reinforce in Waynesboro. The sheer amount of creatures and evil-doers that had to be cleared were extensive, and plenty of munitions were expended throughout the whole campaign. Towards Christmas, the Chancellor felt confident enough to declare the Road cleared, but skeptics believe that considering any part of the wasteland to be permanently cleared is a foolhardy belief. Furthermore, critics have claimed that a rumored larger expedition to Columbia had to be called off, because of a lack of ammunition caused by the ambitions of the Reclamation Road effort.

Chancellor’s Challenge: An issue of law has emerged in our towns. We have always had a soft hand when it comes to regulation of our communities, and now there has emerged a conflict between the Warren and Lula. A nineteen year old slept with a sixteen year old in Lula and fled to Warren. This was an illegal act in Lula, but not in Warren, and Lula’s leaders are demanding the person be turned over. Warren has refused, and a major issue has arisen between the two towns. How do we respond to this domestic crisis?

Chief’s Challenge: Our advisors are divided upon the response we should undertake against the Survivalist Union in the new war we find ourselves involved in. Some of our leaders are bloodthirsty and have demanded we take the fight to the outlying settlements of the Union. Others argue for a more cautious approach, claiming that we do not have the resources for an offensive campaign. They claim that we should wait out the various attacks launched by the Survivalist Union until their current government collapses out of its own chaos. How do we respond to the new war we face?


Seekers of Knowledge
No one knows from where the Seekers of Knowledge came. Legend says that they were forced to flee from silver demons from their homeland of "Unicago". They have arrived in the Wastelands in order to settle into a new home and create a new utopia similar to the one told by the legends, a society that they purposely inhabited. They have adopted the name "Silver Horde" in order to remember from where they come, so that they can determine where they go. The Leader, the Dean Phoenix, is the absolute ruler, and his word is law. His insignia is that of the Phoenix, an ancestral symbol of good luck and rebirth. Below the Dean Phoenix is a body of "Faculty Leaders", who elect the next Dean. Each Faculty Leader is followed by a number of Professors. A professor is the lowest societal class that can have honorary titles. For example, "Professor of Chemistry" is a role that combines elements from the alchemists and food testers of old, while a "Professor of Physics" is nothing more but a royal astrologist. A Professor is responsible for his followers, who are named "Post graduates", or "Post grads" for short. The title of professor is hereditary, but does not pass down to the same family as the previous professor. Each Post graduate owns a small group Undergraduates, for whose total personal, psychological and educational development he is responsible. Professors lead a certain number of post graduates together with their undergraduates into battle, while post graduates are soldiers and undergraduates are slaves. Undergraduates are enlisted from tribes and peoples that the Silver Horde comes across, and once they become post - graduates as determined by an examination process by the professor himself, they must take up a "student debt" to the Silver Horde which they repay through their loyalty and actions during their life, eventually transcending to Heaven at the end of their life after they have repaid society their debt.

Dean Phoenix’s Challenge: Now that we have entered this new part of the wasteland, we have noticed a large number of lost and wandering people seeking new homes. We could welcome these people to join our tribe or enslave them. How do we respond to these potential immigrants and recruits?


Sunshine Kingdom
Spoiler :

The Sunshine Kingdom has said goodbye to the Sunshine Wasteland and headed out for new horizons to the north. The last straw was the betrayal of their people by the Sunshine Trade League, which launched an immediate force to capture both Reach and Edge. Edge surrendered unconditionally, while the forces of Reach fled just miles ahead of their enemies. They were allowed to regroup at Hilliard before pushing further north, finding other sympathetic cities along the way. The Regulators were hired to assist in scouting ahead of and escorting the refugees of the kingdom, using what remained of the royal treasury to finance this operation. The remnants of the kingdom further found refuge at Waycross before pushing across the Georgia Badlands. The Regulators assumed the losses and casualties that took place on this journey, leading the Kingdom to the Desoto Caverns far to the west. The lengthy caravan made it to the caverns shortly before Thanksgiving, having just barely enough time to build rudimentary fortifications around the entrance and set up some lights throughout the area. These base conditions have been declared New Nasacity.

A number of old and young died on the journey between Reach and the Desoto Caverns, but careful treatment and aid from other towns prevented a large amount of deaths. Queen Stephanie was believed to have bereaved from the whole experience of the year and died under mysterious circumstances over the course of the journey. The handful of surviving members of Congress voted Laura Bede to be the new Queen of the Sunshine Kingdom’s ruins. This changing of the guard marks a new era for the Kingdom as they settle into their new home and look towards the future.

Queen’s Challenge: Most of our government is gone, and less than five members of Congress are still numbered among the living. Sunshine Trade League
Spoiler :

The Sunshine Trade League has turned upon the Sunshine Kingdom in a move that surprised very few knowledgeable about the Trade Lord. The League has led the forces in an attack upon the Kingdom, seizing both Reach and Edge before Jacksonian armies could reach them. Reach had already been abandoned by the Sunshine Kingdom before the League arrived, finding nothing but the walls and buildings still standing. Edge on the other hand was captured completely intact, but the League was embarrassed when the small boat used to ferry their army there was seized by enemy forces. Thankfully, the militia was present when a group of raiders, seeking to take advantage of the war, assaulted the town. The raiders were driven off, but not before they inflicted heavy casualties upon the populace. With the war at an end, business has begun to return to usual once more, despite the disruption the fighting has been to local commerce.

Efforts have continued to be undertaken in the salvage operations in Knoxville, as the faction looks towards establishing more sustainability in the future. Transmississippian Confederation
Spoiler :

The Transmississippian Confederation has continued to explore the areas surrounding it by sending out massive forces to ascertain the state of the region and bring home any supplies found. The Lone Wolves had the tougher time of the two forces, encountering a large amount of raider clans settled throughout the area. The clans engaged in a constant fight with the Lone Wolves, inflicting heavy casualties over the course of numerous battles. Thankfully the secondary objective of these expeditions was to wipe out raider clans such as these, so this particular mission proved to be a success. The Stray Dogs had a somewhat easier time of it as the year came to an end, encountering fewer and less heavily armed raider clans than their sister expedition. The whole process was painfully slow and drug out as scouts did their best to recover useful goods, but found little in the ways of much of anything to return as salvage. Efforts were made to reclaim everything that they could, but the Confederation had significantly less resources achieved than in previous months.

Pack Leader’s Challenge: The recent rise in food prices and large amount of spoilage has led a number of people to be increasingly upset with local merchants. They claim that merchants are exaggerating the shortage in order to charge higher prices than ever before. They have demanded that the Pack Leader step in and enforce price restrictions. On the other side of the debate, most town leaders and merchants would be highly opposed to any regulation of the market. How do we respond to this debate?

Because I am tired of dealing with it, and most of the old information was lost when I recently accidentally damaged my jump drive, I am tossing Karma as a stat. I would have liked to have kept it, but it would have been too much work to restore everything in my notes to the point we are currently at.

So, just so everyone is now aware food spoils a lot more regularly now. So playing the buy/sell game with food is not going to be nearly as effective from here on out. Spoilage depends on how large of a population you have and how many settlements, if you buy a crapton of food and have not very many people, you can bet your bottle caps that most of it will spoil. Frankly, I wish I had added this mechanic from the beginning. If you are a net consumer, and not a net producer of food, you will have a little bit less to worry about when it comes to spoilage, as I will assume any easily spoiled food (freshly harvested) will be eaten first. I realize this is a bit of a difficulty bump, but I ran the numbers, and every faction has the ability to recover from any problems this spoilage creates.

@Dunebear: Due to ammunition running out and your orders not asking to use melee weapons, a number of salvage expeditions were not conducted.

@ Menoetius: As there were no orders to the contrary, I do not see why your stations in the Sunshine Trading League would not continue recruiting people. Permission was not revoked, and you did not remain in the war on the side of the Sunshine Kingdom. This was reflected in your immigration income.

@theDright: Apparently I misunderstood what you were asking previously about the level of capitalism and production. For future reference, you cannot sell something that you are producing by using materials in the same turn that you bought the materials in the first place. I allowed it for this once, because I told you it was allowed without thinking about it further, but never again. No other expeditions or operations took place because all hands were needed for production of guns and shipment packaging. There wasn’t even anyone available to deliver messages to other towns.

@GreekAnalyzer: Remember, Stealth Boys are each one-time use. When used they are permanently discarded.

@Decamper: I believe you already have research underway. Only one research project can be undertaken at a time. If you switch, all progress on the other one will be abandoned. Also there were no laser weapons in Lula or the Warren. Thirdly, there are no Mr. Handys in Sipa. Lastly, your expedition to Columbia was cancelled due to a lack of ammunition for all the fancy guns they were supposed to bring.

Can I request that my capital be changed to the Parthenon, at least in name? It's right next to the university anyway, and more of what I had in mind.

Scavenging

Send Group A to Huntsville, containing 60 people armed with 40 2-H guns and 20 high tech melee weapons. They are to take care to locate and loot the local national guard base for any weapons or trucks that might still be there. Send Group B to Chattanooga northeast of Neapolis, containing 160 people armed with 80 power armor suits, 80 laser weapons, 20 high tech melee weapons, and 60 1-H guns (if we can use guns the same turn we buy them from the world market, if not use 2-H guns from Mediolanum). While there Group B is to simultaneously scavenge parts of the city that scouting determines will provide the least trouble, scout areas on the way and in the area when they get there for farming/fertility, and perhaps most importantly search the area for outsider settlements which they are to scout and mark on their maps.

Military

Patrols between our controlled settlements are to continue, using laser weapons and 1-H guns and 2-3 power armor suits per patrol of 30 or so. Only 1-2 patrols are to be active at once so as to not take too many people away from the settlements themselves fro defense.

Radio

Make sure the radio makes clear that anybody who wishes to immigrate here will look forward to a quality lifestyle and will not be enslaved. Also allow the Mystic Dawn to have airtime in order to spread their own immigration friendly messages.


Challenge

Consul’s Challenge: A rather large robot seems to be ambling along throughout our territory with a lot of guns and munitions upon it. Those foolish enough to attack it single handedly have died very quickly. It is headed north, soon to leave our lands. Should we risk our forces to attack this metal behemoth for what salvage it could offer or just let it leave peacefully?

Ignore it. If it causes trouble, send 20 laser weapons in power armor to escort a squad of 5 heavy weapons to take the thing out and salvage it, but do not bother it unless it causes undue harm.


Also want to clarify that I really enjoy the updating style and the work that you do EQ, even if I dont say so every update. This is by far my favorite IOT/NES in a long time.
