This is the map of South America with a considerable rise in sea level, and so can see how it will improve access to the interior of the continent... But what will happen to Rio, Buenos Aires and Caracas? Dams everywhere?

I imagine they brought in engineers and construction crews from the Netherlands who have experience with this sort of thing to make sure those cities are still there. Seriously, hasn't anybody ever heard of a dyke or a levee when talking about sea level rise?
 
Which cities survived the sea level rise is pretty much entirely up to the devs. Rio de Janeiro is featured in the trailers and, most recently, Bolivar's article. But there's no telling whether many other major population centers were so lucky/prepared.

Well, we know how the ARC made its fortune... not saying that ARC made the Dams en brazilia, but other companies may exist as well...

Have you never heard of the pressure/stress the ocean inflicts upon what are essentially flimsy strips of land between it and lower situated land?
Why do you think dykes and dams sometimes break when an exceptional flood happens? Usually the water doesn't go over, but creates a gap. And a single gap may be sufficient to flood a whole area, especially on coastal lands.

Most of the times, the dam worked anyway and I seriously doubt that they would make a Seedling but have no creative way to mitigate sea level rise. :)

BTW, if the sea level rise is an issue, why don't they build a new cities that will only flooded in apocalyptic movie?

Yes but this is a rare occurrence and most of the time dykes, leeves and dams work as intended; not to mention work crews are supposed to inspect and look for the tell-tale signs of this happening. Because if these things failed on a regular basis nobody would be living in Holland.

Would you really want to live at the foot of a 10-15 m high seawall where you hear the waves break against on the other side? ;)
If sealevel rise goes more or less on as predicted, in time alot of people in the south and west of the Netherlands will live like this.
 
I'm definitely very pleased how they put a very positive spin on the military here, nice to go against the cliché of "rude military hard-ass".

In a way Brasilia gives me not only a 20th century US vibe, but also reminds me of military sci-fi. Interesting way to include more influences. :)

Just be able to read Reginaldo's article, I think he would get some kind of "health" and production bonus.

I guess the Brazilia work on the spaceship with as much faith as Kavithan, or it's just his great wording.

BTW, I really wonder how should his nickname be? Should I call him Bolivar? I would prefer to call him "Reggy". :)

I am the kind who would live in rural villages if living in historic and developed cities stress me out, where some people worrying that the dam that keep city from flooding will eventually breaks. It's not the most nourishing environment IMO.

Building new populated metropolis aren't daunting as I think you said. Just build brand-new city and infrastructure and people who can move will eventually flock there. :)

You know what? I'm calling him Nardo, which is how Brazilian rednecks would probably name him lol just kidding. Well I reflected a little about his appearance and I'm pretty sure the inspiration is the legendary Brazilian diplomat Sergio Vieira de Mello. I don't agree with him. Looks like Mello is much more of a model for Rejinaldo.
 
Disappointing that we get a Latin American faction and it is presumably a "warmonger" faction.

Though the parallels to the Spartans are obvious. I'll probably play them as a supremacy faction, and as a "survivalist" not as a "conquer everyone" type.

Its a warmonger in the same sense that Americans were warmongers in the 20th century. Not a defining characteristic of their culture, but they are the world's superpower*... and that usually means you need to use force at times (especially if you are really good at it)

*You did get that, right, they have peacekeeping forces around the globe, and did what others couldn't/wouldn't.
