The Septembrist Party of the Confederation hereby holds its General Party Conference at its headquarters in Nancy, and has decided, after heavy lobbying from the German regions of the Confederation which are some of the most historically pro-Septembrist in the Confederation, to vote a vote of no confidence in the Council of Ministers of the Confederation, on account of the apparent gross incompetence of the ministers thereof, especially the Foreign Minister. The Septembrist Party furthermore calls for the rejection of the alliance with Russia.

Therefore it has been decided to remove the entire Council of Ministers and replace them with more effective ministers from the Septembrist Party, in accordance with the will of the Party and the best interests of all the diverse people of the Confederation.

These ministers will include several German-Burgundian ministers including Friedrich Ebert as interior minister and several more junior ministers. The new President of the Council of Ministers (or Prime Minister) will be Alexandre Millerand, who replaces Georges Clemenceau.

Accordingly, I, Aristide Briand, Foreign Minister of the Confederation, declare that the Confederation's alliance with Russia (the Entente) is no more.

The Confederation has once again rejoined the concert of nations that doesn't support women and child murderers. With your move, we'd like to re-offer the Austrian-Confederation defensive alliance that we had to void due to prior strains in our relationship.

The end of your relations with the Russian horde also allows for Austria to once again look for membership in the LCN, should they accept us.

We believe that your reentry should require no invitation seeing as you have not been excluded - and seeing as it is the common wish of all Europe that you should return. But we request that the Chair will provide you with one if you want one.

As for our alliance, while we retain all the most friendly sentiments towards Austria, we do not feel that it is feasible to renew our alliance - further than the friendship entailed by League membership - at this present time on the previous terms that we had an alliance, because, as you are aware, there are several concerns that we would like addressed, and moreover we would like to consider the possibility, if we do have an agreement, of Brandenburg also being involved in what we hope might be a more comprehensive arrangement. Nevertheless, we hope to have the most friendly of relationships with you in coming years, and we hope that our concerns will be addressed and that an alliance will perhaps be negotiated in the not too distant future.

We look forward to friendly private discussions on the subject, and, more generally, to close and friendly relations with you.
