OOC: Yes, they should be what you're looking for politically. There's also Appalachia and Mississipi as have been mentioned, I think. It's a pretty hard time for traditional proletarists though.

It occured to us that despite Brazil's attempt to restrict the usage of the Panama Canal you appear to have granted Brazil free transit, not military control. Would you confirm whether Peruvian warships may pass for the purpose of escorting merchant ships to alleviate the refugee crisis?

Very well, we will not enter. Peru will take comfort in that the international community now knows that Brazil has asserted than abandoned a claim to military control over Colombia's Panama Canal in short order and is now claiming military control over such international waters as the Carribean Sea and has no regard for the plight of refugees other than how she might benefit from them.
A neutral observer might point out that refugee ships are very, very different from armed warships.

Colombia has given us a military base on the canal for just this reason. The Caribbean is defended by our fleet, not by allies to the Russians or Japanese. There are no "international waters" when it comes to Peruvian warships sailing a war zone. What we say goes in the Caribbean, period.
Then we understand in the case of the Panama Canal, though we find this an unsympathetic decision towards the refugees and can only hope they find a sufficient number of homes in other countries. However we hope the international community will take note of the Brazilian claim to sovereignity over the Carribean sea.
