It occured to us that despite Brazil's attempt to restrict the usage of the Panama Canal you appear to have granted Brazil free transit, not military control. Would you confirm whether Peruvian warships may pass for the purpose of escorting merchant ships to alleviate the refugee crisis?

If Peruvian warships come through the canal rest assured they will sink on the Atlantic side. No Peruvian warships will ever be allowed into the Caribbean. Our naval base at the canal will see to that.

Peru will take comfort in that the international community now knows that Brazil has asserted than abandoned a claim to military control over Colombia's Panama Canal in short order and is now claiming military control over such international waters as the Carribean Sea and has no regard for the plight of refugees other than how she might benefit from them.
 
A neutral observer might point out that refugee ships are very, very different from armed warships.

An important point in regards to the general situation (though I might point out the area is a warzone and ships carrying numerous lives need protection), but irrelevant in the specific issue.
It is for those claiming sovereignity of the coastal waters around the Carribean sea to refuse entry, and none of this applies to international waters.
Peru had hoped to help these refugees, but this does not appear to be possible with Brazil operating in the area. We can only hope they and their allies truly have the capacity to take care of all these refugees by themselves.
