"The Revolutionary struggle is not at an end. No, it is never at an end!" cries the man on the podium. Like much of the crowd, he is in what would otherwise appear to be military uniform. He wears a drab gray suit, with an officer's cap, upon which is placed a single, blood red cog. His epaulets, which are the same colorless gray as the rest of his uniform, are given the luxury of two similar cogs and some tassels which a summer ago might have been gold, but now are simply a faded brown. This is not the uniform of a soldier, but a Syndikalista Partiet official. The man is, for all intents and purposes, nameless, but the crowd heeds his words.
"The Revolutionary struggle is not only the struggle of war, the struggle of the defense of the Revolutionary State at home and abroad, the struggle of the safeguarding and advancement of the Revolution's principles, but the struggle of work. The Revolutionary Government counts every citizen, every proletarian, a warrior in this great and unending war against the oppressive autocracy of un-democratized labor, of wageslavery; systematic oppression, gilded, but oppression nonetheless!"
The crowd murmurs its assent, a great mass of people writhing and moving. Many wave flags, and still others offer the Revolutionary salute of the extended fist. Many cry, "Lange leve Revolutionen!"
"There are those in the world who would say that to be a proletarist is a 'bad' thing. To be a proletarist is to be a usurper of rightful governance, an enemy to progress and advancement, a careless, reckless radical ideologue. We say to them, no! These reactionary-minded enemies of progress are of the same mold as those who said, 'Let us not have a parliament, only the army and the nobles know what is best for Scandinavia!' they are the same who said, 'Ignore merchants and tradesmen, they are rabble and commoners usurping the rightful place of the aristocracy!' for they are not like us. They are not interested whatsoever in the advancement of society but the advancement of themselves. These self-serving individuals will be left in the dust of the past, as Scandinavia marches forward into the future, the future which is proletarist!"
Several black-clad young men, in uniforms similar to the man on the podium, are so moved by their colleague's words that they are stirred beyond all control and shout "Lange leve Mannerheim! Lange leve Revolutionen! Lange leve Skandinavien!" this formulaic chant is the unofficial motto of the Revolutionara Ungdomar, the essentially informal organization of proletarist-minded radicals in the civilian population, primarily composed of men just below military serving age.
In answer to their cries, the man on the podium begins a chant. "Scandinavia!"
"Glorious!" the crowd returns, waving their red flags and thrusting their fists into the air.
"Scandinavia!"
"One!" they shout.

"Free!"
As if on cue, a haphazardly-organized orchestral "pit" nearby breaks out into the Revolutionary Hymn. The crowd sings as one as the streaming, inspiring chords of the Hymn fill the cold autumn air. The man at the podium steps down, to ferocious flag-waving, salutes, and the shouting of Revolutionary slogans.
We can agree to holding an election in 1919 under a new constitution, to be negotiated upon by the Monarchist and Republican factions.
Furthermore, Phillip X agrees to go before a trial of his peers, at some point in the future, be it 1919 or later, since it appears that the institution of Emperor will be enshrined in the future constitution regardless.
With that in mind, we publish the Accords of Toledo, and ask all nations involved in the Spanish Civil War to sign, that is, the Republicans, Monarchists, the Confederation, Occitania, the Netherlands, Germany and Italy.
The Accords of Toledo said:
1. The government of Emperor Phillip X and his Cabinet and the Government of the Spanish Republic in Valencia shall go into consultation to create a new constitution for the Empire of Spain.

Emperor Phillip X shall go before a commission of his peers, to determine his fitness to lead the Empire and whether he will be required to abdicate and his son, the Crown Prince Ferdinand, shall be placed on the throne. If the commission finds Phillip X to be fit to lead, he shall retain his title as Emperor of Spain.

I have compiled an account of the army doctrines currently in use around the world. I hope it's useful to someone. The summary is only my understanding of things having had a careful perusal of the stats; I may quite likely be partly or entirely wrong.
Summary:
A brief analysis of the army doctrines of the nations of the world demonstrates that the most important in Continental Europe are the Spanish and Confederate doctrines, of which the Spanish is considerably more mobile, but the Confederate the better trained, although both doctrines place fairly high emphasis on mass, both being able to churn out conscripts at 1EP/brigade. The British doctrine is used by Britain itself, by Guangxi, and by the South American nations in the Brazilian bloc; it is a weaker doctrine overall, especially in firepower, with artillery costing 5EP/brigade. The Russian army doctrine (also found in Peru) is heavily mass-based, at 1EP for 2 conscript brigades, but firepower and mobility are relatively lacking. The Proletarist Scandinavian army doctrine is focused on high training and firepower and away from mass, mobility, and logistics, making artillery cheap and conscripts expensive. The Danish army matches up to western European standards, but its doctrine is highly expensive on account of its obsolescence. Occitanian forces are highly trained but expensive and fairly weak in other ways.
The Balkans and the Near East exhibit a large variety of recently devised doctrines, mostly unique to their nations at present. The Serbian army (whose doctrine is also used by Bosnia) is remarkably expensive and badly trained, with cheap artillery and cavalry. The Croatian army has training and artillery on par with western European armies, but conscripts cost 2EP/brigade. The Hungarian army is identical to the Croatian army, while being able to produce footsoldiers at half the cost. The Roman, Bulgarian and Turkish armies are all alike. The Roman army is moderately effective, matching western European standards of training and being fairly cheap with conscripts at 1EP/brigade; the Bulgarians use a very similar but more expensive doctrine, while the Turks are very similar one that, while being cheap, is very lacking in mobility and logistical support.
Away from Europe, the major native powers of Asia, namely Japan, Arabia and Persia, all have very similar doctrines with little focus on mobility but which are otherwise not dissimilar to those of the armies of western Europe. The KCS army is highly trained and has excellent logistical support, making infantry extremely expensive and high-quality, suiting this army to the large distances of the Scandinavian Kongo and making the best of a small manpower pool. In North America, the capitalist successor states to the former USA mostly use the Federal doctrine (also found in Venezuela), whose troops are about as good as Confederate troops but considerably more expensive, while Jacksonia and Aztlan use the Pacific Coast doctrine, which is less expensive than the Federal in all regards; however, the cavalry and armour are much better served by the Federal doctrine, and although the Pacific has a better approach to firepower, the Pacific loses generally in quality as a result of its cheaper cost. The Proletarists of North America use the worst-trained and cheapest soldiers anywhere, although the Appalachian Proletarists have upgraded to the Scandinavian Proletarist doctrine, giving them troops of much better quality. Mayan troops are cheap and quite as effective as European troops, but very lacking in mobility.
Obsolete - and generally highly inefficient - doctrines are still found in some corners of the globe, particularly the former New Spain, Cuba, Jamaica, Tibet, Corsica, and Chile. The native Chinese government still deploys some of the worst-trained soldiers in the world, in accordance with long-standing tradition.
The Portuguese doctrine, also found in Yemen, Oman, and New Zealand, matches up to western European doctrines in cost, training and firepower, but is very lacking in mobility and logistical capacity.

I had the impression it was a-historical. And I see no map with countries/armies, ect, and I even saw a Kingdom of Vinland. Nothing such exsists, but if it does in an ahistorical setting I cant see how Poland cant.

The Kingdom of Poland, after the auspicious accomplishment of surviving the intervening centuries without being partitioned into oblivion, was betrayed by its German allies in the Great War and subsequently eaten by the Russian Empire. I'm sure TheLastJacobite will be happy to redirect you to the Department of Nationalist Heresy, where those good people will deal appropriately with any talk of this "Poland" nonsense.
OOC: While engaged in a land war with Russia, Poland saw fit to spend money on building a navy, rather than adding to his decaying line against the largest army in history. This lead his line to collapse, his monarch to flee and his nation to be annexed
On top of that, his manpower was so low that he was two years away from having his entire male population almost completely obliterated by said war
