Please note that this convention is unlike the Ypres Convention, in that each nation attending will be able to vote on each proposed amendment to the Calais Convention, and will be able to propose their own amendments to be voted on next year. We therefore request that those nations who have so far refused to attend the convention to rethink their decision.

The Treaty of Odessa
Article 1: A state of war no longer exists between the Kingdom of Hungary and the United Russian Empire
Article 2: The city of Odessa and the lands around it shall be returned to Russia, with no further harm or destruction being visited upon it or the citizens therein. The Hungarian troops in the region will be allowed to return home unmolested so long as they abide by the aforementioned conditions
Article 3: Hungary shall pay reparations to Russia totaling [200 EP], to be spread out over 5 years

Gas weapons are no more inhumane then anyother. A man shot in the lungs with a bullet will still die a long, slow, death. A man burned in gasoline will still feel his skill peeling off him. A man stabbed in the gut with a bayonet will still suffer the curse of gangrene advancing upon his heart. A man half-delimbed by artillery fire will still suffer as he slowly fades to black. And survival is almost worse. The Shot man will feel death just on the horizon with each torturous breath. The Burned Man is now defigured and shunned despite all intentions. The bayoneted man will suffer indigestion and pain for the rest of his life. And the amputee... the amputee will suffer the strange and inhuman mixture of pity and fear reserved for only their kind.
War is war, and War is Hell. Respect for civilians and medics can be understood, but the limitation upon weapons of war is ludicrous.

Gas weapons don't damage one lung, or the skin of a single person. Gas weapons kill thousands in a miserable way. Not only that but unlike bullets, gas cannot be aimed well and will kill thousands of innocents, perhaps even more, just from being shot. Gas weapons are also shot with no faces. It is dishonorable and destructive.
Gas weapons are a tool of the devil, and only devils would be found using them against brave soldiers and innocent populations.

A barrel of gas is no more or less evil then a crate of machine guns, razor wire, entrenchment tools and riflemen. War is a slaughterhouse. When is the last time you saw the face of your enemy? That you saw the white of his eyes? When is the last time Artillery fired right at the enemies lines instead of lobbing shells over hundreds of meters with a prayer of good aiming? When is the last time a rifleman aimed at the oncoming horde instead of just squeezing bullets as fast as he can reload?
A wayward artillery strike can destroy a town as well as a barrel of gas, and for the very same reason: mere miscalculation. And yet no one speaks against artillery. Mass machinegun fire kills impersonally like gas, and mows them down like gas, but no one speaks against machine guns. A line of Infantrymen is more cheep then a barrel of gas, and can kill just as well, especially over the years. But no one speaks against the Infantry Platoon.

We do not feel that war is quite worth the costs that it bestows, for this reason we hereby declare our neutrality. We ask that any nation receiving this message will guarantee and protect our rights as a neutral nation, as the world has done to our southern neighbor, Flanders.
At this time, we also withdraw our nation from The Triple Alliance, although we are withdrawing from this organization we hope we can still have close, and friendly relations with both Denmark and The Franco-Burgundian Confederation. We are also withdrawing from The Dutch-Scandinavian Defensive alliance, we too hope for close and friendly relations with The Empire of Scandinavia.
