We invite you to the diplomatic table, to sign a cease fire and discuss peace. We state to you, the world and all the Italian people. We will not occupy an inch of Neapolitan land without the people of Naples wishing for it. We are willing to put to a vote, to all Italian people, who would they prefer to be ruled by. That is the republics ideal, that is the way.

Until then we will continue to defend the trench lines on the border between Naples and the republic, protect the pope in Rome, and hold referendums in our territories to stabilize our nations and prove our right as a nation and people.

Flanders supports the Republic's initiative and offers to host any Italian peace conference at Ghent. Upon the conclusion of a peace treaty, Flanders would also support Neapolitan membership in the League.

Flanders officially announces that the election for the first chairmanship of the League of Continental Nations has concluded, and King Leopold IV of Flanders has received a majority of the possible votes. The Commonwealth of Flanders now holds responsibility for announcing any diplomatic decisions which the League has reached a consensus on.

Sardinia is unsure at this point whether we wish to join, as the effectiveness of such an organization is yet to be proven. However, we request the status of an observer so that we may participate in debate regarding the Italian question, as we have obvious interest in that issue.

With us both once more at peace, we wish to inquire of the flow of repayment of our loan to you for the construction of the Panama Canal. You stated that you were to repay the 220EP, and managed to repay 32EP of this before the hostilities broke out. Will you begin the resumption of the 188EP left in the repayment before the end of this year, or should we expect it to resume next year?
 
OOC: Agent, I cannot invent the concept of "observer nations" willy-nilly like that, and we haven't got time to run a motion on the subject of letting you in in that fashion, as the Italy motion has a deadline of 12 hours on it. The group is thriving, and there are many in there with much less inclination and need to make the organisation work and to restore peace to Italy than you have got. OOC: Agent, m.t.cicero is now the group admin and he can invite you as Chair if he likes.

We congratulate you on being appointed to post; clearly we can see that your organization is dedicated to peace by this gesture. We will be willing to negotiate more on the Italian question now.
 
Brandenburg, in negotiation with Austria and the United Kingdom of Great Britain and Ireland, hereby proposes the following treaty for the Italian Conflict

The Friedman Proposal

1. The Italian Republic, Sardinia, the Papal States, and Naples will enact a ceasefire
2. The Italian Republic and Naples will enact a plebescite to decide the fate of Italy, and their government, whether it will be a Constitutional Monarchy or Republic
3. The plebiscites will officially be overseen solely by Brandenburg, though nations may send unofficial observers
4. Britain will withdraw her decleration of war from the Italian Republic and the Papal States immediately
 
Also, Prime Minister Heinrich Amsel of Brandenburg and President Amadeus of the German Economic League sign the joining of the League of Continent Nations

We would love for a peaceful discussion with your nation, however with your declaration of war toward us after we had a cease fire and no intention of violence toward your nation in the past years we don't believe you to be a trustworthy nation. If you had kept the cease fire we agreed to and approached us with the idea of peaceful discussions then maybe we would have agreed. However, after your declaration of war toward us and your blatant attempts to slander our name and degrade our king and nation, as well as calling us liars in saying we would not move to a democracy which we have promised to do after the war we cannot bring ourselves to speak with your nation on the matter. We will not allow you to declare war upon us, call us liars and make us out to be the villains of Italy when it as us, and only us, that supported Sicily against their Spanish oppression and have pledged ourselves to Italian rights even after the threats of the Pope and Austrian allies.
 
The United Kingdom approves of the Brandenburger proposal and urges the Neapolitans to accept it.

We believe with the help of those nations we can agree to the proposed idea of Brandenburg. If the Papal States and the Italian Republic both agree we will have a cease fire, there is already one between us and Sardinia but if need be we will reiterate that there is a cease fire between our nations.
 
While we are already at a cease fire with both sides, Sardinia rejects this proposal. Not only are we opposed to the formation of any sort of unified Italian state, but we do not recognize the ownership of Milan and Tuscany (both gained through illegal coups) by the Italian Republic, and thus reject their ability to jeopardize the sovereignty of either region.
 
Flanders echoes Britain's message to Naples.

The Holy See sees that its conflict with Naples has gone on long enough, and that the current situation is unlikely to see an end to the conflict. We would propose a cease-fire between Naples and the Holy See should Naples be willing to accept it.

Perhaps a satisfactory peace could be found once the guns are silent for a period.

We would be willing to agree to a cease fire with the Holy See as long as it agrees to allow us to continue to have our press without argument, AND that you retract your deal with the Italian Republic on giving them lands. The Italian Republic is a threat to us all which has been shown by their declaration of war toward us after we had discussed, in private, a cease fire which they decided to go back on and slander our name and nations intentions.

It is true that our treaty with them was out of fear of a two front war. We are willing to permit you to run your press as you want and retract the deal with the Republic if you withdraw from any occupied papal lands AND if you sign a peace treaty and a non-aggression pact.

I suppose then to compensate for going back on our word for the treaty, which has obviously yet to be ratified but to which we gave limited assent, we will grant a compensatory fund to the Republic.
