Agreement between the Grand Republic of West Florida, on the one hand, and the governments of the Tennessee, Mississippi, and Appalachian Proletarist Republics, on the other hand.


Preamble

The undersigned, in the interests of ending hostilities on the North American continent, do agree to abide by the terms of the following Compact.


Article I.

Military Demarcation Line and Demilitarized Zone

a. The demarcation line between the Mississippi Proletarist Republic and the Grand Republic of West Florida shall be set at the Mississippi River.

b. All area west of the Mississippi shall fall under Floridian administration in perpetuity, except the city of New Barcelona, which shall be administered by Florida for a period of 99 years, and upon the expiration of said lease be returned to the Grand Republic of Mississippi or inheriting government. and the Grand Republic of Florida will have the right to establish a base in New Barcelona.

c. The area fifty miles on either side of the Mississippi River shall remain demilitarized.

d. All signatories to this compact shall have the right to establish small watch towers to verify compliance with this Compact.

e. A joint inspection regime shall be established to verify compliance with this Compact.


Article II.

Democratic Governance

a. The Grand Republics of Appalachia, Mississippi and Tennessee shall renounce their commitment to violent revolution and Traditional Proletarism. Political parties or associations advocating revolution or the violent seizure of power or property or principles otherwise associated with Traditional Proletarism exclusively shall be outlawed.

b. The Grand Republics of Appalachia, Mississippi and Tennessee acknowledge that all persons born or naturalized in the territory of the Republics, and subject to the jurisdiction thereof, are citizens of the Republics in which they reside, regardless of their race or creed; furthermore, that past infringements upon those rights were morally wrong and barbarous.

c. No Grand Republic shall make or enforce any law which shall abridge the rights, privileges or immunities of its citizens; nor shall any Grand Republic deprive any person of life, liberty or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.

d. The Grand Republics of Appalachia, Mississippi and Tennessee agree to adopt the Constitution of the Grand Republic of Florida, notwithstanding its commitment to clauses IIa and IIb of this Compact.

e. The Grand Republics of Florida, Appalachia, Mississippi, and Tennessee agree to coordinated and unified foreign and trade policy, shall drop trade restrictions between said nations, and shall enter an agreement for mutual defense in the event of war with a power that is not a signatory of this Compact.

Should the Charleston government rescind its claim to the territories currently occupied by the newly-formed Grand Republics of Florida, Mississippi, Tennessee, and Appalachia, we invite you to join this compact, and we will recognize the territories currently held as your sovereign territory. We will make exception to all clauses in Article II (which would allow the current government to remain, should it hold true to the promises it has made regarding suffrage and rights within its territory) save for Art. II sec. e., and the trade, diplomatic, and defense coordination guaranteed by it.

We therefore ask those nations who are belligerent to the former Mississippi, Tennessee, and Appalachian Proletarist Republics (by 1916, to become the Grand Republics of Mississippi, Tennessee, and Appalachia) to drop their arms and welcome them into the democratic and libertarian society.

ON GENUINE EDUCATION

In this age, where education so often has become the vehicle of propaganda for the erroneous ideologies of modernism, the cultivation of the mind, rather than professional training for a profession should be the true purpose of our educational institution. A university should educate the intellect to reason well in all matters, to reach out towards truth and to grasp it, for the ultimate ontological end of humanity, to which man was made, is to seek the truth and its ultimate culmination in our Lord Jesus Christ, who can be known only in the Catholic Church which as scripture says, is the Pillar and Foundation of Truth(1 timothy 3:15). As such our Catholic institutions, which as agencies of the Divine Faith and the Divine Truth, must maintain that classical literary and philosophical learning that strengthens, refines, and enriches the mind for such a mode of expansive thinking. For we must everywhere avoid the utilitarian tendencies of modernist education, which sees education merely as a tool to produce cogs in the business and industry machines. Therefore, as a consequence we can contend that the university exists solely for the purposes of teaching, for cultivating men of intellect and wisdom. This does not mean excluding academic research and discovery, for indeed these efforts produce good teachers. However, the academy should properly be the primary institute of research.

We must also emphasise the communal dimension of learning. Namely two essential points that are integral to common life at university. First we mmust give importance to the relationship between teacher and student. By this interchange students catch "the living presence" of information contained in their texts. Such animated learning is critical to the education of the whole person: alongside concern for acquiring knowledge and forming character. This also requires attentiveness to the spiritual as well as intellectual development of students. To this end a shared college, where the faculty resides alongside students formed and rooted in the Catholic faith is the ideal environment for academic and intellectual development.

Secondly, we are troubled by the fragmentation, or compartmentalisation, of learning at universities which are leaning towards modernistic modes of thought. Such compartmentalisation limits creative exchange amongst departments and promotes an erroneous utilitarian mentality in regards to academic and intellectual development. Proper education at the university should be united under the meta-discipline of philosophy, because philosophy is the universal method of exercising reason on knowledge. As such Philosophy has an unlimited horizon capable of fostering cooperation amongst diverse and complex truths. Through such a system life at the university should be a united and stimulating collective of colleges, libraries, religious institutions formed in the Catholic faith, alongside the ordinary infrastructure required for a common purpose of expanding minds.

Another aspect of fragmentation which concerns us in this day and age is the secularisation in some places of higher learning. This artificially divides truth, which ultimately is one reality with many facets, and promotes the atheistic and erroneous separation between divine revelation, reason, and empirical knowledge. This erroneous and spiritually harmful distinction must be rectified precisely through the kind of education the Church proposes, and which we expound in this document. The Laity should be well instructed and of informed intellect, they should know fully and well the Catholic Faith, which is the One True Faith, and have the ability and knowledge to give an account of it in the public square to counter those who would denigrate it. We should as such promote truly Catholic learning, universal in its content and interiorly connected in its grasp of reality.
 
OOC: What the hell happened to the notion of playing in character? I take it that the NPCs in question positively have agreed to this settlement, and moreover the Feds failed to enter proper negotiations, in which case I once again despair at EQ's NPCing. Goodness me this NES is surreal sometimes.

On the other hand I've not seen such a well-executed diplomatic coup for a long time. :p

Yeah, all these Proletarists are pretty much like, "Long live the Revolution! Oh, someone wants to fight me over it, and my dictator isn't really all that Proletarist as he was hyped up to be. Down with Proletarism!"
 
The Confederation also withdraws its support for offensives against the formerly Proletarist armies in North America and expresses its delight that the mere threat of action by the Confederation was enough to sway the hearts of millions of ardent armed revolutionaries. This is another triumph, if a [very] disappointingly easy one, for Confederate diplomacy, and we hope it brings long lasting peace to North America. We urge the Federal Government out of necessity to accept the peace proffered by the signatories to the New Barcelona Compact.
 
The American Federal Government refuses to recognize the results of these negotiations and insists that the world not be taken in by the fraud which is this agreement. Proletarists and negroes will cheat and lie under any circumstances in order to achieve their perfidious agendas. We do not recognize the "Grand Republics" and we will continue to push forward until this great nation is reunified under a proper white government. We condemn the Floridian government for their lack of faith and dastardly behavior against other good white men. This action will force us to reconsider our previously cordial relationship with Dallas, and for the time being, we are withdrawing our recognition of their government.

The Confederation must confess that it has no idea whether the New Barcelona Compact is, in fact, for real or not, or whether the supposed signatories are in fact in agreement. We suspend our judgement and will act as we see fit, possibly sending forces to North America and possibly not doing so.

OOC: Mao did it; Trotsky did it; united and popular fronts are a well-established proletarist tactic in OTL. On top of that, Scipio's much more of a Bukharin or Zhou Enlai rather than a Lenin; and Lenin wasn't facing institutionalized racism.

(If this is the Spanish Civil War, we're the Basques or Catalans.)

Anyway, give me some time to flesh things out before declaring everything OOC, will ya? :p
