Kumasi (Cultural) - 7 (6 + 1) I've voted this down before, but it was to aid other ailing CS picks that deserved to be saved. Though I don't always send early trade routes outside my empire, Kumasi is undoubtably powerful and a game changer, as others have said. I rate it slightly above Zanzibar.
Stockholm (Scientific) 27=26+1
Zanzibar (Trade) - 5 (8 - 3) I'm happy Zanzibar made it this far, but it definitely seems that third place is appropriate. Kumasi and Stockholm are objectively more powerful.

Zanzibar (Trade) - 6 = 5 + 1. Such a heated battle for 2nd place . Amenities do more than just allow your city to grow (if you also have the housing). They can push your cities from content to happy or happy to ecstatic which in turn increases all non-food yields by 5%. +12 amenities can do this for multiple cities which is a big effect on your whole empire. This doesn't require any opportunity cost or change in play style which puts this over Kumasi.

Stockholm (Scientific) - 27+1=28 - Great people > amenities and scientific > trade.
