well yes, well designed civs are better than a spam of civs.
plus, spam of civs would eat up too much dev bandwidth and reduce their ability to do gameplay.
I agree, why throw in civs "no one" has heard of just for political correctness when there are already so many other good reasons to do so?

They weren't originally going to go with the Shoshone, but the Pueblo until the famous request by the Pueblo not to be included. Would the Pueblo have been well represented enough in mainstream Americanized pop culture to not be decried as "political correctness"? I thought the Shoshone were an excellent addition, and I'd love to see more Native American civs. Plus, saying nobody has heard of an entire culture of people is... well it makes you seem ignorant. Ever heard of the Colonialist Legacies civ mod pack? Let's get some of those in the game.
I hope America's leader really is TR. Would they get an industrial bonus or stick with the expansionist theme from 5?
I hope we get to see the following Civs (at least):
Native American (of some sort)
Then they can add more in the future if it is needed, like Khmer, Korea, Maya, Inca and some more African Civs perhaps.
I also like the idea of some Civs having more than one leader, when it makes sense and the leaders as vastly different from eachothers.
I agree, if we don't have dozens of Civs then how are we going to do those colossal AI real-start death matches we all love?
I hope the Civs will be more different from each other. Either by mor extreme UAs (not just a small bonus here and there but more stuff that bend and break default rules like Assyrias or Venices UA) or more than 2 unique units/buildings/improvements per civ.
I can live with fewer(10-14) civs if that would be the case.
As an Englishman I would like to see someone we have not seen before. So I choose Cromwell. Others that ought to be included:
France - Joan d'arc
Germany - Adolf Hitler (I know he won't be, but he was in civ 2, so why not civ 6. And if you can have Mao and Stalin then I don't see why Hitler is all that more controversial)
Rome - Agustus Ceasar
Greece - Pericles
Egypt - Tutenkhamun
Mongolia - Ghenhhis Khan
England - Cromwell
America - Roosevelt (teddy)
Zulu - Shaka
Aztec - Monty

That said, I'm all up for the idea of fewer cobs but more fleshed out.
I hope for an early English leader like Alfred or Aethelstan.
The problem with Hitler is that he ruined Germany with excessive aggression. Civ tends to prefer leaders that didn't bring about the destruction of their own civ.
I'm not sure I'd choose Tut for Egypt. He's famous and all, but the kid didn't really do much before he died. Ramses, Hatshepsut, even Akenhaten would be better as a choice.
I think the earliest English leader we might get would be William.
I bet Brazil will be in the first release with Dom pedro the first.
I bet there the suprise will come from south asia or pacific civ. Australia or indonesia maybe!

Joan d'arc for France is not a good idea. She never leaded France and the symbol is too politics for the moment. In France.

My favorite civ 5 leaders i would like to make a return in civ 6. (not gameplay wise but appearance)

There may be Poland on release.
Polish gaming portal made interview with Ed Beach and he said (my translation):

Instead of speculating, I would like to just say what I would like to see in Civ VI.
First of all, civs I DO NOT want to have again:
The Huns - the main reason for this is them not having a city list, which for me is a very important thing.
The Shoshone - another civ with no city names, and a very weird choice for a civ, when there are so many better options among the Native Americans.
The Celts - they should be split into Britons, Gauls and the like
The Polynesians - should also be split
The Holy Romans - not really a civ
The Ottomans - why focus only on the Ottoman Empire, when you can focus on the entire Turkish history? I would call them the Turks, not the Ottomans.
Anyway, here are my suggestions of civs with two leader options, and uniques (warning, the list is very long!):
