I'm personally biased towards Khosrow I as he was the first Sassanid Rule I learned of, but I think either of them would do.Khosrow I is certainly an option, but I think Shapur II is a better one. The only civ’s imo that deserve 3 are Persia and China, as well as *maybe* Russia or EgyptPersia is one of the very few civs I think fully deserving of three leaders: an Achaemenid, a Sassanid, and a later Islamic one. If India isn’t deblobbed, I’d want it to have 3 (Chola, Maurya, Mughals) as well, although a good argument can be made for four (Additional Gandhi meme, Gupta, Vijayanagara, Pala, etc.)

As much as I love Egyptian history, I don't think I need an Old Kingdom and a Middle Kingdom and a New Kingdom pharaoh--they're just not that different. An Old or Middle Kingdom and a New Kingdom pharaoh would be very welcome, though. Both are very worthy choices. What I like about Shapur II is that, while he was a warrior shah, he was also a great builder.
