The leader requires only R&F, not R&F or GS. Which means it has nothing to do with what mechanics the leader has, because gov't plazas were also included with GS.

That means the R&F limitation has nothing to do with mechanics; it is purely, superficially tied to one of the R&F civs.

i think we’ve determined that the wording specifies that the alt leader specifically is the one which requires rise and fall, since it doesn’t mention that the civ itself requires rise and fall. It also doesn’t say RF OR GS which means that it’s not just for the mechanics, the leader is an alt leader of a RF civ

Honestly a unique Govt. Plaza for Assyria would have been cool considering their palaces were large complexes, or even to have a Royal Library UB in as a first tier option.

Royal Library as a 4th option in the first tier would’ve been so good.

You're right, just checked, and the Civ V châteaux has no river limitation. Only a luxury limitation (which I found more silly).

The thing is, all three of those languages can have speakers found for them bcs they have—Akkadian in civ 5 Ashurbanipal and Neubchadnezzar as well as Civ 6 Gilgamesh (although he makes 1 mistake there), Ancient Egyptian in Civ 6 Cleopatra, etc.

Cham is still somewhat widely spoken, and most of the voice actors don’t necessarily speak the language if it’s rarer.

They probably wouldn’t be so low as to just use Malay instead, this isn’t Civ 5 ramses

That depends on if they find a scholar who studies Cham to write the dialogue. Otherwise the dialogue would be full of grammatical mistakes. I don't know if professional Cham voice actors exist in Cambodia/Vietnam.

More importantly, there's little info on Cham kings in English. Adding Champa to a game which already has the Khmer seems a bit much. Both were close neighbors and Indianized Southeast Asians. I'll say the likelihood of them being added to Civ is on the same level as the Mon people (who once had their own independent kingdoms, but now are under Myanmar rule).

The reason that the alt-leader basically has to be from a R+F civ is that the * says that R+F is required, not R+F or GS as the other asterisks note. The only thing that you get in R+F that isn't covered by GS is the Civs themselves. If the requirement were for a R+F mechanic, then GS would also suffice.

Maybe in Civ7 they can bring Sean Bean back to read the Chinese leader's dialogue in Mandarin--because that's roughly what Gilgabro sounds like.

But that's a mod right? Unless Firaxis officially changes them my point is I can't see the Champa as a possibility.
Besides it would be crowded for them with both the Khmer and the more likely Vietnam in the game.

We already have a Taino CS, complete with Batay Suz UI. So you're right that we won't get them as a civ, but still somewhat incorrect; the devs are clearly paying attention to the community.

I think my speculation may vary based on whether they’re considering a Final Frontier after New Frontier. Granted at this point FF will only happen if NF does well... since we’re already in a “new frontier” in terms of post-XP DLC. I think my guesses need to be tightened up.

I still think old favorites are coming first. We’ve been asking for them for years and it makes sense to push them through now if FF isn’t guaranteed.

My list of missed favorites for the longest time has been: Babylon, Maya, Byzantium, Ethiopia, Portugal.

I’d be very surprised if we didn’t get those (and we already know we’ve got two of them, Maya and Ethiopia), although it’s possible the Babs might tap out for Assyria.

After that, it’s anybody’s guess. Gran Colombia took one new civ spot, so maybe two more to go. (And hopefully plus eight more from FF later!)

Maybe we’ll get some of the other missing civs: Assyria (if not taking Babylon’s spot, though I really don’t think we’ll get both in the same season), Austria, Morocco (I’d love to see al-Andalus), Siam, the Iroquois.

I don’t think we’ll see odd-ball Venice, blobby-style Celts, repackaged barbarian Huns or last minute substitute Shoshone again. Denmark seems very unlikely given Norway and Sweden are already here. And Songhai virtually overlaps Mali. Also pretty sure the Maori bumped out Kamehameha’s Hawai’i, and we’re surely not getting a Polynesian blob again.

(There’s always the hope of modded leaders from V Leaders Reborn for those though!)

But maybe something Celtic might still come, like Gaul instead of a blob. And maybe Italy with two city-state leaders instead of Venice.

It’s been a long time since we’ve seen the Hittites or the Sioux... and I feel like it may still be a long time, as much as we may want them back. (Nor are we getting the long sought-for Israel and Tibet. Here’s looking at you, Sukritact!)

For never before seen civs, there’s a small handful people keep rumbling about, and we might get one or two.

Vietnam, Burma, a SW NA tribe (Navajo/Apache), a SE NA tribe (Cherokee/Creek), Bulgaria, Romania (only if they want to do Dracula-the-civ), Ireland, Kilwa/Swahili (they’ve at least acknowledged their existence with a wonder), the Timurids/Gurkhani...

And I would really LOVE to see the Kushans or a Palmyra-themed Syria. Not that either is likely, but we could try to drum up support and meme them in like Georgia.

I’ve mentioned other ideas in the past but they don’t really seem feasible without everything else above coming first.

So that’s my analysis, for what it’s worth. I think I’ve covered all the missing prior civs (leaving out the obsolete Vikings, HRE, and the Native American blob) as well as the most likely new content.

Edit: And we mustn't forget the Goths.

I wouldn't rule out the possibility of a Berber kingdom, like Numidia, for a spot in North Africa. I think that's more likely than Morocco considering it's flag appears on the Diplo victory movie, and none of those countries seem to be playable in the future. The same goes for Siam/Thailand and Argentina.

I’d like to merge the Berbers and Morocco together for an Almoravid or Almohad-themed al-Andalus.

I have mixed feelings on Argentina. I’m not sure how well an Eva Peron-the-civ interpretation would go down, and her name recognition is too hard to ignore.

I'd prefer a pre-Islamic Berber civ personally. I think Al-Andalus would be hard to pull off with Spain though I guess they wouldn't have to use the Spanish names for the cities.

I have mixed feelings on Argentina. I’m not sure how well an Eva Peron-the-civ interpretation would go down, and her name recognition is too hard to ignore.

With Gran Colombia getting in, I don't see Argentina making it at all in Civ 6 which was my point about the diplo victory movie showing off all the flags outside the U.N. with Argentina, Morocco, and Thailand being some of them. I think they planned on them not coming pack.

I wish we got a second West African Civ (for the coastal area), like Benin, Yoruba, Dahomey, or Ashanti, but it seems unlikely.....
The demand isn't high enough. And I think Africa is done after Ethiopia.
